SUMMARY OF WORK

PART 1 GENERAL

1.1 WORK COVERED BY CONTRACT DOCUMENTS

The general description below is given to indicate the approximate scope of this project only. It does not limit the work required under the project drawings and specifications. There may be a winter shutdown on this project from December through March.

The work of this project involves painting of the service bridge at the Knightville Dam Facility in Huntington, Massachusetts. Fall hazards exist on this project and fall protection for workers is required.

Knightville Dam was completed in 1941 on the east branch of the Westfield River in Huntington, Massachusetts as a flood control project. Together with the nearby Littleville Dam, Knightville Dam has prevented $490 million dollars in flood damages since its completion.

1.1.1 Bridge Structure

The Service Bridge provides access to the control tower from the crest of the dam. The structure is a three span, riveted plate girder bridge built in 1940.

The bridge length is 213'-10", center-to-center of end bearings. Each span is 70'-0" center to center of bearings and is simply supported at each end. The reinforced concrete deck varies in thickness from 11" at the curb to 12" at the centerline. The roadway width across the bridge is 12'-0" between 1'-6" wide x 1'-0" curbs. On both sides of the deck, there are handrails attached to the top of the curbs. The handrail extends 3'-0" above the curb and consists of a three pipe railing system with intermittent concrete pylons.

The superstructure consists of two 5'-0" riveted plate girders spaced at 7'-6" on center. Attached to the plate girders are diaphragms and lateral cross bracing. All field connections are high strength bolts, and shop connections are rivets.

The substructure consists of concrete gravity structures. Each end girder is supported on the concrete tower haunch at the north end and a concrete stub abutment at the south end. The two intermediate supports are reinforced concrete piers.

1.1.2 Project Description

This project consists of the following Scope:

o Construct a suspended scaffolding system and containment system for the service bridge.

o Remove the existing paint system from all steel substructure elements and bearing points by using abrasive blasting techniques. This includes the cable conduits located underneath the deck of the bridge.

o Apply a primer and two top coats of a coating system to the steel

SECTION 01 11 00 Page 3 superstructure and substructure elements and bearing points. This includes the cable conduits located underneath the deck of the bridge.

o Tighten and/or move back into place any loose cables on the underneath side of the deck.

o Remove the existing paint and then repaint the expansion joint cover plates.

o Remove and replace the sealant at the contraction joints using Sikaflex 1a or approved equal.

o Using abrasive blasting techniques, remove the green paint that is currently on the gatehouse front door and the surrounding door frame elements on the outside only.

o Apply a primer and two top coats of a coating system, to match the green color, on the outside only of the gatehouse door and the surrounding door frame elements.

o Remove and replace with new in kind chain link gate, gate support and appurtenances that are currently located next to the service road at the entrance to the service bridge.

o The handrails are not part of this contract.

o See Photos attached at the end of this section.

The existing paint system is in generally fair condition, but areas with peeling and loose paint and areas with corrosion exist on most steel members. For this project, the Contractor shall perform a maintenance painting of all steel members of the bridge. Maintenance painting involves preparing steel surfaces by solvent cleaning as required to remove grease and oil deposits, and then abrasive blasting to the brush-off grade of all steel surfaces, including structural steel, joint plates and bearings. Also included are the cable conduits located under the deck of the bridge, and the gatehouse front door and frame. Water blasting is not permitted for preparation of steel surfaces for painting. Following steel preparation by blasting, a Micaceous Iron Oxide Reinforced Zinc-Rich Moisture-Cure Polyurethane Paint stripe coat shall be applied to all areas where existing paint is no longer present, areas where corrosion remains, and to edges, corners, welds, fasteners, and other surface irregularities. Following the stripe coat, two top coats of Micaceous Iron Oxide Reinforced Moisture-Cured Polyurethane, with aluminum, shall be applied.

Due to the likelihood that residual lead containing coatings may remain on the steel members of the bridge, the Contractor is required to implement worker health and safety measures and environmental protection measures as required by these specifications and by applicable Federal, State of Massachusetts, and local laws and regulations, including any applicable permits or licensing. The EPA generator ID number for lead-based paint disposal for Knightville Dam is MAV000008313. Refer to Section 01 35 26 GOVERNMENTAL SAFETY REQUIREMENTS and 09 97 02 PREPARATION AND PAINTING OF BRIDGE for additional requirements.

The painting firm for this project shall demonstrate its qualifications by providing proof of certification in the following standards promulgated by The Society for Protective Coatings (SSPC):

a. SSPC QP 1, Standard Procedure for Evaluating Painting Contractors (Field Application to Complex Industrial Structures), 2012.

b. SSPC QP 2, Standard Procedure for the Qualification of Painting Contractors (Field Removal of Hazardous Coatings from Complex Structures), 2009, revisions 2013. Category A required.

SECTION 01 11 00 Page 4

Closures of the gatehouse doors for painting shall be coordinated with project personnel well ahead of time, and the closures shall be limited in duration so as to minimize the amount of time that the gatehouse is inaccessible, generally no more than a few hours at a time. During the timeframe that abrasive blasting shall be conducted on the large gatehouse doors, Contractor shall remove the man-door and blast the man-door inside the containment system. During this time, Contractor shall provide a temporary secure egress for Government personnel to use to access the gatehouse interior. This temporary entrance shall protect employees from abrasive blasting, and shall be lockable.

In the event that there is a potential flood event during the prosecution of the work and the Knightville Dam gatehouse needs to be accessed as a result of this flood event, the Contractor shall have equipment, labor, and materials available to remove temporary staging, equipment and related items, from the gatehouse to make it fully available for emergency operations within 48 hours notice by the Contracting Officer. In the event that such removal is required, the Contractor will be compensated via a request for equitable adjustment in the contract.

1.1.3 As-Built Drawings

As-built drawings of this structure are shown on the drawings. The Contractor shall make his own investigations of existing conditions in the field prior to the start of work.
