Section 00100 - Bidding Schedule/Instructions to Bidders

NOTICE

Notice to Offerors: This solicitation is a two phase Design-Build solicitation. Currently, this solicitation is for Phase 1 proposals only. Phase 1 submissions will be reviewed and a maximum of five of the most highly qualified proposals will be invited to submit Phase 2 proposals. Bid bonds are not required to be submitted until Phase 2 submissions. Additionally, a bid schedule and expanded specifications and details regarding the concept design will be provided during Phase 2 via a solicitation amendment.

SUMMARY OF WORK

The project will require a Design-Build Contractor to design and construct twenty-eight (28) replacement Family Housing units along with site improvements on Government-owned land at the Heritage and General Greene Housing Areas at Natick Soldier System Command in Natick, Massachusetts. Twenty-four (24) new housing units are to be constructed at the Heritage Housing Area which currently hosts 25 existing military housing units that are to be demolished.

Four (4) new housing units are to be constructed at the General Greene Housing area which currently hosts two existing military housing units that are to be demolished.

The Heritage Housing site is small and the units must be carefully sited in order to fit into the available space. The site is bordered by private housing, wetlands, and a rail trail. The Heritage Housing site will receive townhouses while the General Greene site will receive single family structures. Architectural style should be consistent with similar structures in the Natick area. All units will be three or four bedrooms and units will vary in size from approximately 1950 square to 2500 square feet; specifics to be provided in phase 2 of the solicitation.

In addition to housing units, the project will include but not be limited to garages, storage, patios, backyard fencing, landscaping, individual unit utility meters, hard wired interconnected smoke detectors, carbon monoxide detection, automatic fire sprinkler systems, residential heating and air conditioning, and equipment and appliances for fully functional residences. Project will include neighborhood amenities, walkways, landscaping, roads, storm drainage, street lighting, utilities, information systems, environmental measures required by law and associated supporting infrastructure. The project shall comply with the Army Standard for Family housing, will require enhanced commissioning upon completion to validate energy performance and must obtain LEED Silver certification. One of the new units shall be designed and constructed for individuals with disabilities. New housing shall be designed for a 50 year life and comply with standards in Unified Facilities Criteria 4-711-01 and Army Sustainable Design and Development policy.

1. Introduction

The Offeror’s proposal shall be submitted in hard copy, with an accompanying digital copy, as set forth below. Files shall not contain classified data. The use of hyperlinks in proposals is prohibited.

For Phase 1, the Offeror’s proposal shall consist of one (1) volume. The Volume shall be titled “Phase 1, Technical Factors 1, 2 & 3” and shall address all technical factor requirements.

NOTE: Offerors will be notified as to whether they have been selected for participation in Phase 2. Offerors selected to participate in Phase 2 will receive a letter inviting them to compete in Phase 2 and design documents shall be included.

The Offeror’s Phase 2 proposal shall consist of two (2) volumes. The first Volume shall be titled “Phase 2, Technical Factors 4 & 5” and shall address all requirements of Factors 4 and 5. The second volume shall be titled “Phase 2, Factors 6 & 7 Small Business Participation Plan, Price, Solicitation, Offer and Award Documents and Certification/Representations" and shall address the small business participation factor, price, solicitation, offer and award documents and certifications/representations.

Offerors are cautioned that “parroting” of the technical requirements of the SOW with a statement of intent to perform does not reflect an understanding of the requirement or capability to perform. Offerors are responsible for including sufficient details to permit a complete and accurate evaluation of each proposal. Proprietary information shall be clearly marked.

2. Proposal Submission Requirements

Each volume shall be submitted in a separate three-ring binder. Any pages that are changed (as a result of Discussions or proposal revisions) shall be of a different color and shall have changed information clearly marked by a vertical line in the right margin of the page. The revised pages shall be dated. Each binder shall be clearly labeled with its title and a copy number (e.g., copy 1 of 3).

Printing shall be single spaced. Each paragraph shall be separated by at least one blank line. A standard, 12-point minimum font size applies. Arial or New Times Roman fonts are required. Tables and illustrations may use a reduced font size no less than 8-point and may be landscape oriented.

The following volumes of material shall be submitted:

Past performance questionnaires will not count against the page limit.

3. Proposal File Format and Packaging

a. Format. The submission shall be clearly indexed and logically assembled.

Each volume shall be clearly identified and shall begin at the top of a page. All pages of each volume shall be appropriately numbered and identified by the complete company name, date and RFP number in the header and/or footer. A Table of Contents shall be created using the Table of Content feature in MS Word. MS Word (doc/docx) files shall use the following page setup parameters:

Margins – Top, Bottom, Left, Right – 1” Gutter – 0” From Edge – Header, Footer 0.5” Page Size, Width – 8.5” Page Size, Height – 11”

NOTE: 11”X17” folded pages for tables/graphic representations and 2’X3’ plans for Factor 5 Plans are acceptable; however, each 11”X17” page and 2’X3’ plan count as two pages.

b. File Packaging. The Proposal shall be provided in one (1) printed origina, two

(2) printed copies, and one (1) copy in electronic format. The electronic files shall be in their native format, such as docx, xls, ppt, and provided on CDs or DVDs. Zip disks and USB drives are not permitted. **Please note – Self extracting exe files are not acceptable. ** All price breakdown information, including all information required to support proposed prices, shall be submitted in Microsoft Office Excel Read/Write format and viewable in Microsoft Excel 2007 in order to be evaluated. Each disc shall be externally labeled with the volume number, date, and the Offeror’s name. If the hard-copy proposal differs from the electronic version, the hard copy will govern.

4. Content Requirement All information shall be confined to the appropriate file. The Offeror shall confine submissions to essential matters, sufficient to define the proposal in a concise manner, to permit a complete and accurate evaluation of each proposal. Each file of the proposal shall consist of a Table of Contents, Summary Section, and the Narrative discussion.

The Summary Section shall contain a brief abstract of the file. Proprietary information shall be clearly marked.

NOTE: For submission requirements designated as “shall” or “must,” failure to provide the requested information will be considered a deficiency and the specified factor will be rated red/unacceptable; the Offer will be considered un-awardable unless revised. For submission requirements designated as “should,” failure to provide the requested information may result in a lower rating for the specified factor. Offerors are cautioned that award may be made without discussions, and Offerors may not have the opportunity to submit revised proposals.

The following shall be included in the proposal:

Phase 1, Factor 1: Construction and Design Contractor Experience

The Offeror shall submit a minimum of two (2) and a maximum of three (3) projects that best demonstrates the Constructor’s experience and two (2) projects that best demonstrate the Designer’s experience on projects that meet the evaluation criteria for Factor 1. The contracts may have been completed for the U.S. Government or other clients.

If the Offeror is a Joint Venture (JV), relevant project experience should be submitted for projects completed by the Joint Venture entity. If the Joint Venture does not have experience, at least one project shall be submitted for each Joint Venture partner.

Offerors who fail to submit experience for all Joint Venture partners may be rated lower. Offerors are still limited to total number of projects listed above.

If an Offeror is utilizing experience of affiliates, subsidiaries, parent, LLC, LTD member companies (if the name of affiliate is not exactly as stated on the SF1442), the proposal shall clearly demonstrate that the affiliate/subsidiary/parent firm will have meaningful involvement in the performance of the contract.

The maximum number of projects that may be submitted is five (5), regardless of the number of team members or joint venture partners. If more than five (5) projects are submitted, only the first five (5) projects will be evaluated. Only the first three (3) Construction Contactor projects and the first two (2) Designer projects will be evaluated.

Projects provided should be completed within the past seven (7) years.

A project is defined as a project performed under a single task order or contract which included both design and construction. For multiple award and indefinite delivery/indefinite quantity type contracts, the contract as a whole should not be submitted as a project; rather Offerors should submit the work performed under a task order as a project.

For each project submitted, the Offeror shall provide a brief (no more than 5 pages) narrative and graphical representation of the Offerors’ team showing the prime contractor who performed the effort. Names of Key team members (Designer of Record, Construction Project Manager, Construction Site Superintendent and Quality Control Manager) who worked on each project are to be provided, The narrative shall briefly explain the specific role each member (team members) of the team performed on this project. Resumes are not required.

For each project submitted, the description of the project shall clearly describe the scope of work performed and the relevancy to the project requirements of this RFP (i.e., unique features, area, construction methods, design-build arrangement, criteria listed above). In addition, the description should also list any sustainable features incorporated into the project. Provide applicable documentation on projects that were validated and/or certified through U.S. Green Building Council (USGBC) or an equivalent organization or process.

Phase 1, Factor 2: Construction and Design Contractor Past Performance This volume titled “Phase 1 Technical Factors 1, 2 & 3” shall provide the Offeror’s past performance on the projects submitted in Factor 1, Construction and Design Contractor Experience. This factor shall include the past performance of Construction Contractor and Designer whose projects the Offeror has submitted in Factor 1. The evaluation of this factor shall largely be based on the information included in the Past Performance Questionnaires (PPQs) and may include other Past Performance information obtained by the Government through other available sources.

Offerors shall submit past performance information as follows:

a. For Federal Government projects completed within the last six years: provide the contract number, contract place of performance, and DUNS number. In the case of Indefinite Delivery type contracts, GSA contracts, and Blanket Purchase Agreements, include Delivery Order Numbers.

b. For non-Federal Government projects and commercial projects and Government projects completed more than six years ago: provide a completed Past Performance Questionnaire (Appendix A). The Offeror shall complete Blocks 1-4 of the PPQ and send it to the non-Federal project client or commercial project client. The client shall complete Blocks 5-8 along with the two page questionnaire and return to the Offeror in a sealed envelope. The Offeror shall include the sealed envelope in Volume I of the proposal.

If the Offeror is unable to obtain a completed PPQ from a client for a project before the proposal closing date, the Offeror should complete and submit, with the proposal, the first page of the PPQ, which will provide contract and client information. The Government may make reasonable attempts to contact the client noted for that project to obtain the PPQ information. However, Offerors should follow-up with clients/references to help ensure timely submittal of questionnaires.

Alternatively, Offerors may submit a copy of the client’s signed PPQ for a completed contract or task order that they have submitted under Factor 1. The Offeror may retain PPQs in its files for submission on future procurements. In cases where the validity of the completed PPQ is questioned, Contracting personnel may contact the reference for verification or additional information. The standard PPQ for USACE is Form PPQ-0 (9/30/11) provided in Solicitation Attachment D. USACE does not intend to create or maintain a database of PPQs submitted by Offerors. Therefore, it will be the Offeror’s responsibility to ensure the submission of PPQs in its proposal that are relevant to the solicitation. Alternatively, the Offeror may obtain an updated/new PPQ from its client(s) for submission as provided above.

Offerors, Construction Contractors and Designers are reminded that the Government reserves the right to obtain past performance information from any source available and has the right to contact customers other than those listed by the Offeror, Constructor or Designer to evaluate past performance.

The Government reserves the right to verify statements the Offeror makes regarding its past performance to determine whether they are substantiated.

Phase 1, Factor 3: Technical Approach

The Offeror shall submit a narrative describing the methodology of how the Offeror will proceed with the project from start to finish.

The narrative is to effectively demonstrate the Offeror’s approach and ability to manage this housing D-B construction project at the Heritage Housing and General Greene Housing areas. The narrative shall clearly define and delineate the lines of communication and technical information transfer between the Construction and Design team members and the required sub-contractors, resulting in an efficiently-executed quality project.

The Technical Approach is to include a narrative of the Offeror’s (including the Construction Contractor and Designer) approach to on- and off-site administration in executing the project (design and construction).

The narrative shall present a technical approach that reduces project risk of not meeting schedule or quality requirements. Proposed key team members (Designer of Record, Design Manager (if different from the DOR), Construction Project Manager, Construction Site Superintendent and Quality Control Manager) shall be provided as well as any sub-contractors who will perform key features of work.

Phase 2, Factor 4: Management Plan

This volume entitled “Phase 2 Technical Factors 4 & 5” shall contain the Offeror’s Management Plan.

The Management Plan is to include a narrative of the Offeror’s approach to on- and off-site administration in executing the scope of work (design and construction). The Plan shall include a task-based critical path schedule with supporting milestone endpoints, an organizational chart(s) and a quality control narrative.

Schedule The Offeror shall submit a graphical representation of the schedule for design and construction (Gantt Chart or similar representation using MS Project or similar scheduling software). The schedule milestones shall be fully integrated with all features of work (design and construction), should allow for early start on non-related tasks and indicate the critical path. Milestones to be incorporated include the Notice to Proceed, Design Charrette, the required percent design completions (65%, 95% and 100%), underground utility completion, demolition start/completion, housing unit start/completion, Beneficial Occupancy Date and other milestones deemed to be important in supporting the Management Plan. The milestones should include separate tasks for both the Heritage and General Greene Housing areas. The schedule will be evaluated to determine the extent the Offeror addresses all elements of the design and construction, and for its consistency with the narrative. The Offeror shall identify unusual or difficult/complex items as well as high risk activities in their narrative.

The schedule and narrative shall identify and include critical design and construction submittals, critical material procurements, representation of any proposed fast tracking of construction, and overall critical Definable Features of Work (DFOW). Government review periods, activity durations, and constraints shall be clearly identified. The length of the schedule shall be equal to, or less than, the contract duration.

For the purposes of this schedule, the Offeror shall assume a Notice to Proceed date of 15 December 2018 and a maximum project duration (design and construction) of 730 calendar days. The Offeror shall assume that the Base Bid and any/all Options will be exercised at the time of award.

Organizational Chart The Offeror shall submit an Organizational Chart depicting the separation of work by design disciplines and construction technical trades. The organizational chart(s) shall indicate, at a minimum, proposed designer(s) to complete the design, the General Contractor, and the following work functions: the underground utility work, the site work, electrical, heating/ventilation/air conditioning and security work. Key Personnel (Designer of Record, Design Manager (if different from the DOR), Project Manager, Construction Site Superintendent and Quality Control) shall also be shown in the Chart.

The Organizational Chart shall include the Offeror and identified lines of authority to the Corps of Engineers.

Quality Control Narrative The Offeror shall submit a Quality Control Narrative which discusses the offeror’s approach to ensuring the quality of the work during design and construction. This Narrative is to include all quality control processes involved with the planning and completion of the work from selecting qualified sub-contractors up to acceptance and physical completion of the work. A description of the design requirements shall be provided and the approach to include them in the constructed project shall be provided.

The management plan should include:

(1) A planned organization structure that is clearly defined, both narratively AND graphically.

(2) Delineation of lines of authority on the organizational chart appropriately and organized in a precise and logical manner, including the relationship between the headquarters’ office and the site office, including all involved with the management of the contract including team members and joint venture partners (where applicable).

(3) The duties, roles, major responsibilities, authorities of key team members (Designer of Record, Design Manager (if different from the DOR), Construction Project Manager, Construction Site Superintendent and Quality Control Manager) and the roles and authorities for subcontractors and any joint ventures comprehensively described and presented as a logical approach to perform the work throughout the contract. Those roles and personnel who will be communicating with the Government (USACE) should be identified. Names of key team members (Designer of Record, Design Manager (if different from the DOR), Project Manager, Construction Site Superintendent and Quality Control Manager) should be submitted as part of this plan and will be compared to those included in the Phase 1, Factor 1 submittal.

(4) A narrative on the proposed management for performance of the contract including the planned approach to: design, construction, start-up / mobilization, quality control, staffing, and obtaining, retaining, coordinating and managing subcontractors.

(5) The Offerors proposed approach and schedule and the level of risk to the Government as compared to the solicitation requirements.

For proposal submission purposes, the Offeror shall assume a Notice to Proceed date of 15 December 2018 and a maximum project duration (design and construction) of 730 calendar days. The Offeror shall assume that the Base Bid and any/all Options will be exercised at the time of award. The schedule will be evaluated to determine the extent to which the Offeror addresses all elements of the design and construction, and for its consistency with the technical design and construction approach.

(6) The plan (designer and construction credits) to achieve silver certification per the requirements of LEED for Housing V.4. A LEED Checklist with Narrative shall be provided and the specific items shall be referenced on the submitted plans in Factor 5.

The Offeror is required to ultimately obtain a LEED silver certification for this project and provide the respective plaque.

The Offeror’s Management Approach should:

(1) Include all the submission elements called for in the solicitation;

(2) Be reasonable and logical in relation to this project, and;

(3) Describe a viable strategy to execute the project to achieve the desired quality as described in the solicitation.

Phase 2, Factor 5: Preliminary Site Plans, Floor Plans, and Elevations

This volume titled “Phase 2 Technical Factors 4 & 5” shall contain the Offeror’s Preliminary Site Plans, Floor Plans, and Elevations. The Offeror shall submit perspectives or other drawings showing view and layout of the buildings and a rendered site plan indicating grading and landscaping. Drawings shall include titles, legends, and labels of architectural features for both the Heritage and General Greene Housing areas. These drawings submitted are to be at a level to allow the Offeror to develop a project Price for Factor 7 and will be considered by the Government as the preliminary design to which the successful Offeror will base the contracted design on. These drawings, being preliminary in nature, are not to be considered final for the successful Offeror as the design will still have to be fully reviewed throughout the review process.

Site Plans Provide overall site plans at a scale to facilitate separate plans for the 2-housing areas and to include at a minimum: placement of all buildings and structures; environmental set-backs, site entrance(s), utilities access, parking, walkways, dimensioned setbacks and clearances, Anti-Terrorist Force Protection (ATFP) standoffs; existing and proposed utilities connections; landscaping; and waste disposal. Appropriate plan match-lines (if necessary) shall be provided for access roads to the site. The site plans are to include all items identified above with supporting detail to provide compliance with the design requirements. Housing unit orientation, terrain, soil characteristics, drainage; storm water management features and all vehicular and pedestrian travel pathways are also to be considered.

Each building shall be included on the plans with individual units delineated, associated parking and driveways at the appropriate scale to fit on one sheet. Show a title, north arrow, and scale on each plan.

Floor Plans Floor plans are to be provided at scale to include all programmed spaces as required in the Army Standard for Family Housing and UFC 4-711-01 for the programmed military grade personnel. Corridors, electrical and mechanical equipment rooms, and equipment layouts to meet the functional requirements shall also be shown.
