1.0 INTRODUCTION
Mabbett and Associates, Inc. (Mabbett®) performed a survey to identify asbestos-containing materials (ACM) and lead-containing paint (LCP) in select areas at the NRD New England, Barnes Building, 1st Floor Army Medical Department (AMEDD), located at 495 Summer Street in Boston, Massachusetts, in accordance with the established scope of work. The site inspection was performed by Mr. Kevin Donovan of Mabbett on June 22, 2018, and consisted of the following activities:
Asbestos-Containing Material (ACM) survey (Analysis by polarized light microscopy [PLM]);
Limited Paint Testing for Lead (analysis by SW846-7420/3051 Atomic Absorption Spectroscopy [AAS]).
This inspection was limited to the areas of the Army Medical Department on the 1st Floor, anticipated to be impacted by renovation activities.
2.0 ASBESTOS INSPECTION
2.1 Sampling Methodology
Site inspection work was performed on June 22, 2018, by Mabbett’s appropriately credentialed asbestos inspector, Mr. Kevin Donovan (MA DLS #AI002014). In accordance with the scope of work, suspect ACM was sampled and collected in general conformance with 40 CFR Part 61 “National Emissions Standards for Hazardous Air Pollutants (NESHAP)”, 40 CFR Part 763 “Asbestos Hazard Emergency Response Act (AHERA)”, and all applicable Massachusetts regulations. This inspection was limited to the remaining areas located throughout the 1st floor Army Medical Department, excluding corridors, that were accessible during the on-site inspection. Every effort was made to thoroughly inspect areas where the renovation is expected to occur.
Bulk samples were submitted under standard chain of custody procedures to ProScience Analytical Services, Inc.
(ProScience) of Woburn, MA. Analysis was performed using PLM in accordance with EPA Method 600/R-93/116.
ProScience is accredited by the American Industrial Hygiene Association (AIHA) and participates in the National Voluntary Laboratory Accreditation Program (NVLAP).
All bulk sample results from this inspection are summarized in Appendix A, Summary of ACM Building Inspection Results. The Environmental Protection Agency (EPA) and the Occupational Safety and Health Administration (OSHA), defines ACM as any material that contains greater than one percent (>1%) asbestos. As such, the analytical laboratory identified bulk samples of suspected ACM as positive for asbestos when they met or exceeded the regulatory criteria of greater than one percent (>1%) asbestos. The Laboratory report and the chain of custody are provided in Appendix B of this report.
2.2 Summary of Asbestos-Containing Materials (ACM) Findings
Mabbett identified ten (10) types of homogeneous areas and collected thirty-two (32) representative bulk samples. The laboratory-reported analytical data indicated that two (2) of the homogeneous areas sampled were identified as ACM (tan floor tile and associated mastic under carpet). A summary of asbestos analytical results is presented in Table 1 below.

A marked plan showing sample locations is provided in the Drawing section of this report.
3.0 LEAD CONTAINING PAINT SURVEY
During the inspection, Mabbett completed a limited lead-containing paint (LCP) survey. The limited LCP survey included the collection of five (5) paint chips from accessible building surfaces in areas planned for renovation.
Paint chip samples were submitted under standard chain of custody procedures to ProScience of Woburn, MA.
Analysis was conducted using Atomic Absorption (AA) EPA method SW846-7420/3051. LCP Laboratory Reports and associated chain of custodies are provided in Appendix B.
Laboratory results indicated that one (1) lead paint chip sample collected was above the U.S. Department of Housing and Urban Development (HUD) threshold of 0.5 mg/kg. A summary of lead paint chip analytical results is presented in Table 2 below.

4.0 CONCLUSIONS AND RECOMMENDATIONS
4.1 Asbestos
Floor tile and associated mastic was identified as ACM. If disturbed by demolition and renovation activities, the materials must be abated and properly disposed of by state licensed and properly trained contractors. All abatement must be performed in accordance with Federal, State and local requirements. Any suspect materials encountered during demolition or renovation activities that were not identified in this report as being non-ACM, should be assumed to be ACM unless sample results prove otherwise. Suspect ACM that may be present within the walls or in other inaccessible locations, should be assumed to contain asbestos if discovered during any demolition or renovation process or until otherwise verified.

4.2 Lead Containing Materials
The purpose of the limited LCP survey was to identify similar areas of LCP. During the on-site survey, representative samples of interior building coatings from accessible surfaces were collected and analyzed for lead content. Regulations addressing LCP in non-residential buildings are focused on occupational exposures involved with paint-disturbing activities and related waste-disposal activities.
Occupational exposure to lead during construction is regulated by OSHA regulation 29 CFR 1926.62 “Lead in Construction,” as well as other applicable state and local regulations. These regulations involve air monitoring to determine worker exposure levels when disturbing paint containing measurable levels of lead. This LCP survey cannot determine a safe level of lead for paint-disturbing activities. However, this report is intended to provide guidance as to the location of LCP, so it can be controlled, abated or disposed of properly during this projects construction related activities. Information gathered during this LCP survey should be used to determine where worker exposures to airborne lead may occur. Additionally, this information should also be used to assess the potential for exposure to workers, and for determining appropriate controls necessary to limit his or her health risks during this project.
A concentration of lead greater than or equal to 0.5 mg/kg percent by weight or 1.0 mg/cm2 by XRF, and that exceeds the EPA and HUD residential standards is considered an indicator of risk. OSHA does not specify a safe concentration of LCP. Management of lead containing waste must be done in accordance with all applicable federal, state, and local regulations. Representative samples of LCP waste to be generated during building renovation/demolition, or following renovation/demolition but prior to disposal, should be collected and analyzed using TCLP in accordance with 40 CFR Part 261 and MassDEP 310 CMR 30.000.
5.0 LIMITATIONS
This inspection report is the result of a diligent and limited inspection of the accessible areas located in the Army Medical Department area on the 1st Floor of the Barnes Building, for the presence of asbestos-containing building materials and lead-containing paint. Only accessible areas were included in this inspection. Although a comprehensive inspection was performed, Mabbett does not claim to have identified all the materials that could be present in the building (for example, materials potentially located within inaccessible areas). Mabbett has conducted this assessment with reasonable care and has performed this project within generally accepted industry standards. There can be no assurances, and Mabbett makes no assurances, that the information, research, and technology used to prepare this report may not change in the future, thus affecting the results reported herein.
