REQUESTS FOR INFORMATION & GOVERNMENT RESPONSES
1. Is there a cost for Eversource to do the work? Plan Sheet E-101, Keyed Note 1 states that “Contractor shall pay costs associated with utility work”, yet the Summary of Work states that “The utility will change the transformer bank at no cost to the Government.” If there is a cost, what is it?
Response: There will be no cost to replace the transformers or the pole. Revised Plan Sheet E-101 attached.
2. Please confirm what training the SSHO for this project needs?
Response: As per Subparagraph 4 Site Safety and Health Officer (SSHO), Paragraph C. Safety, of the Specifications, the SSHO shall have a minimum of five years of experience in implementing safety and health programs at similar projects; documented experience in personal protective equipment; working knowledge of construction and electrical safety and health regulations and Completion of the 30-hour OSHA Construction Safety class or as an equivalent, 30 hours of formal construction safety and health training covering the subjects of the 30-hour course.
3. Are we re-using the exhaust stack on the generator?
Response: See Plan Sheet E-102, Keyed Note 2 which states “PROVIDE EXHAUST PIPING PER MANUFACTURER’S
RECOMMENDATIONS. USE EXISTING EXHAUST PENETRATION AND ADJUST SIZE AS REQUIRED”.
4. Who is responsible for filling up the day tank for the new generator?
Response: Refer to subparagraphs e., h., j., k., p., and t. in Subparagraph 3.4.5 Safety Run Tests in Spec Section 26 32 14 DIESEL-GENERATOR SET, STATIONARY 15-300 KW, STANDBY APPLICATIONS, which all require the Contractor to start the engine and then run the generator set in order to test it and record various checks and inspections.
5. What permits are required?
Response: As per Subparagraph B, in Paragraph 18, Environmental Protection, “Obtaining and complying with all environmental permits and commitments, required by Federal, State, Regional, and local environmental laws and regulations is the Contractor’s responsibility.” As a Federal property, there are no building permits required.
6. Are we replacing the hydraulic pump motor switches? Are they both to go on the wall where the existing pump motor switches are?
Response: Yes, Contractors are to replace the hydraulic pump motor switches. See Note 1 on revised Sheet E- 103, attached. Both new switches are to be placed on the wall where the old switches are currently located. This is a change to the project as originally described.
7. Can Contractors use the in-house Gantry Crane to lift the pump motors?
Response: Yes, Contractors can use the in-house Gantry Crane to lift the pump motors.
8. Are Contractors to replace the feeds from the service entrance to Panel P2 in the Gallery level?
Response: Refer to per Plan Sheet E-601, Keyed Note 8, which states: “REPLACE PANEL P2 IN SITU. PROVIDE CONDUIT AND WIRE BACK TO DP-1. DEMOLISH EXISTING FEEDER BACK TO SOURCE INCLUDING ABANDONED
CIRCUIT BREAKERS IN JUNCTION BOX ADJACENT TO PANEL LOCATION.”
9. Are Contractors to replace the feeder to the panel for the sump pump shutoff switch in the gallery tunnel? It is, after all, the first device on the circuit.
Response: As per Detail C-1 on Plan Sheet E-601, Contractors are not required to replace this wiring. This work element should not be included in the quote.
10. Are there any hazardous materials such as lead or asbestos on this project?
Response: No, there are no hazardous materials such as lead or asbestos on this project.
11. Is the gate tower or gallery tunnel a confined space?
Response: No, the gate tower and gallery tunnel are not considered confined spaces. Both have multiple exit points.
12. What material does the diamond plate platform need to be made of?
Response: The diamond plate platform shall be made of stainless steel, ¼-inch thick. See revised Plan Sheet E-102 for additional information. This is an addition to the project as originally described.
13. Is the diamond plate platform to be bolted to the floor?
Response: No. It is to be free-standing so it can be lifted up or moved to get to the floor penetrations underneath.

14. Would it be better to drill new penetration holes in the concrete floor slab closer to the wall in order to avoid the need for the diamond plate platform?
Response: No - drilling new penetration holes through the concrete floor slab is not feasible, as the conduits and conductors are embedded horizontally in the concrete slab floor. Trenching is not to be permitted, as it weakens the structural integrity of the slab. Additional information regarding the diamond plate platform are shown on the revised Plan Sheet E-102, attached.
