REQUESTS FOR INFORMATION & GOVERNMENT RESPONSES

1. Does the Contractor have to provide access for the Contracting Officer’s Representative (COR) to view the underneath portions of the bridge in order to gather data to support the Joint Inspection Report? When is the Joint Inspection Report due?

Response: Yes, the Contractor must have some type of access in place to allow for access by the COR to be able to look at the underneath side of the bridge in order to quantify and agree to the amount of area to be re-painted. To be more efficient, the Contractor is urged to have this access be the same access that is to be used by his work crew to complete the work. As to when the Joint Inspection Report is due, refer to the revised Paragraph 1.1 WORK COVERED BY CONTRACT DOCUMENTS in Spec Section 01 11 00 SUMMARY OF WORK, which now states “Prior to the start of preparation and painting work of this contract, the Contractor shall perform a joint inspection of the entire steel structure of the bridge, with the Contracting Officer’s Representative in attendance, to identify, itemize, measure for quantity, and verify the specific areas of cleaning, preparation, and painting. The results of this inspection shall be provided in a written Joint Inspection Report prepared by the Contractor, which shall be due within 5 Calendar days after the completion of the Joint Inspection Report.”

2. What is the magnitude of the project size?

Response: See 52.003-4015 Magnitude of Project clause, Solicitation Page 34.

3. What percent of the total area of the structure requires painting?

Response: As per Paragraph 1.1 WORK COVERED BY CONTRACT DOCUMENTS in Spec Section 01 11 00, “The work of this project involves the maintenance painting of approximately 2,200 square feet of areas of paint loss and/or corrosion on the Spillway Bridge at the North Springfield Lake Dam in North Springfield, Vermont.”

4. What is the load limit of this bridge?

Response: The bridge is rated for a HS-20 truck.

5. How is the Contractor to notify the public of the impending traffic control devices? Can you clarify whether the Government or the Contractor is to coordinate with the public newspaper?

Response: As per Paragraph 3.6 TRAFFIC PROVISIONS, in Spec Section 10 50 00 TEMPORARY CONSTRUCTION FACILITIES AND CONTROLS, “A proposed Traffic Control Plan for implementation on this project is shown on contract drawing Sheet C-101 TRAFFIC CONTROL PLAN. This proposed Plan is intended to show only the detour route for periods when the Spillway Bridge is closed to traffic. The Contractor shall address all aspects of traffic control and submit a detailed written Traffic Control Plan for approval.”
