SECTION SF 30 BLOCK 14 CONTINUATION PAGE
SUMMARY OF CHANGES
The following have been added by full text:
QUESTION 1: Considering the due date of 27 February and assuming the award and NTP is issued within 30 days of bid opening, the likely timeframe for this project will be approximately 1 April through 31 July. The project documents allow land access to the work area, laydown area on public, land-based construction activities and marine plant within the channel. Considering the above, is it the intent for the project to be completed within this timeframe as many projects of this nature are completed in the early fall to spring timeframe in our experience.
GOVERNMENT RESPONSE: Amendment 0003 issued on 23 Feb 2018 has moved the bid opening to 1 Mar 2018.
With no environmental windows for the subject project, it is the intention of the corps to issue NTP and complete this project as soon as possible. The timeframe presented in this RFI is a reasonable assumption, barring any complications to contract award.
QUESTION 2. Specification section 01 11 00 para 1.1.3.a.(3)a states “Water-based or land based construction methods shall be used for the repair of the East Jetty”. Specification section 01 11 00 para 1.1.3.a.(3)e states “The contractor shall not work from the crest of the jetty.” Additionally, Specification section 35 31 19 para 1.1.C states in part “The Contractor may not work along the side slopes or from the top of the jetty.” Typically, a land- based approach would be from the crest of the Jetty. If the contractor provides protection for the existing armor stone will work from the crest of the jetty be permitted?
GOVERNMENT RESPONSE: The contractor will not be permitted to work from the crest, or from the side slopes, of the structure as stated in the specifications. The crest is 6 feet wide with loosely interlocked armor stone on either end of the repair areas. This is not sufficient enough for the anticipated stone handling equipment to operate safely from the crest. Repair areas may be worked from the beach on either side of the structure (east and west).
QUESTION 3. Specification Section 01 50 00 para 3.2.a states in part “The contractor shall provide a fenced 6’ wide accessway to the two beaches North and South of the Jetty.” Please elaborate on the scope and placement of the accessway.
GOVERNMENT RESPONSE: The intention of this specification section is to allow for passage of pedestrian foot traffic between the beaches east and west of the structure that is shoreward of the MHW/Limits of Work line shown on the contract drawings. 6 (six) feet shall be the minimum width of this accessway.
QUESTION 4. Please verify the Contractor will be required to provide a GPS rover to the Government in addition to the rover the Contractor will be required to have onsite to perform the work in accordance with specification section 01 71 23 para 3.2.
GOVERNMENT RESPONSE: The contractor will not be required to provide a GPS rover for government use in addition to the contractor's own. See the attached "Narrative Changes to Specifications, Amendment 0004" for revisions to Specification section 01 71 23 para 3.2.
