SUMMARY OF CHANGES
The following have been added by full text:
AMENDMENT 3
Solicitation Revisions
RFI
1. Please confirm the Phase 1 "Price & Proforma / Administrative" submission requirements.
Other than the SF14442, are we require to submit our Mentor Protégé Agreement? Reps & Certs? Bonding information? etc.? Please advise.
Response: See Section 0010 – Solicitation Contract Form, A. Proposal Submission Requirements, #2, (Proposal Submission Requirements) indicating the items required with Phase 2 submissions and #4. Content Requirement, (a) Phase 1, Factor 1: Team Experience, 6th Para.
Please also see the section entitled “NOTICE” on page three of the original solicitation. In addition, see amendment 0001 regarding mentor/protégé requirements.
2. For Factor 1, Team Experience, is there a certain format required for submitting past project information? If so please forward or advise.
Response: There is not a stipulated format for team experience under Factor 1.
3. For Factor 2 Past Performance, PPQ's are required. As you know these have become very cumbersome for Contractor folks to complete for every new submission. Is it acceptable to submit previously (from other Phase 1 solicitations) completed PPQ's that have similar formats as this RFP?
Response: No. PPQ’s should be submitted in a sealed envelope along with the offeror’s proposal. See Section 0010 – Solicitation Contract Form, A. Proposal Submission Requirements, #4. Content Requirement, (b) Phase 1, Factor 2: Past Performance, 4th Para.
4. For Factor 2 Past performance, is it acceptable to submit completed CCASS/CPARS evaluations in lieu of PPQ's?
Response: Yes. See Section 0010 – Solicitation Contract Form, E. Evaluation Approach, Section 3. Phase 1, Factor 2: Past Performance, Para (a).
W912WJ-17-R-0002
5. For Factor 1, Team Experience, it states additional consideration will be given to "... design and construction (aka Design-Build) of new....” However it also state that a project is defined as a "...single task order or contract which included both design and construction." This leads offerors to believe that only deign build projects will be considered. Are design only or construction only (DBB) projects considered acceptable?
Response: Design-Bid-Build projects may be submitted but may not be rated as highly as design build projects. See Section 00100, A. Proposal Submission Requirements, #4. Content Requirement, (a) Phase 1, Factor 1: Team Experience, 11th Para.
6. For Factor 1, Team Experience, it is stated "...If the Joint Venture does not have experience, at least one project shall be submitted for each Joint Venture partner." If we are submitting under a Mentor Protégé agreement, does this apply? Does the Team Experience criteria apply to the Protégé project? Normally, small businesses (Protégé) do not have the requisite experience required for a solicitation of this nature, thus the purpose of the Mentor Protégé program is meant to assist small business who do not have larger project experience.
Response: See Section 0010 – Solicitation Contract Form, A. Proposal Submission Requirements, #4. Content Requirement, (a) Phase 1, Factor 1: Team Experience, 6th Para. In addition, see amendment 0001.
7. For our non-Government clients, would the Government allow Offerors to provide recent, previously completed PPEs from these clients in lieu of asking them to complete new PPEs for this submission? We have found in the past that our requests to obtain new PPEs for every submission can create a burden for our clients.
Response: Please see the response to Amendment 0003, Question 3 above.
