TECHNICAL SPECIFICATIONS

Location Townshend Lake is a flood control project located on the West River in Townshend, Vermont. The Project Office is located at 3845 Vt. Rte 30, Townshend, Vermont 05353. The project site is located at the recreational swimming area at Townshend Lake.

Technical Point of Contact Requests concerning the work of this project should be directed to the Project Manager, Dale Berkness at the Ball Mtn. Lake Project Office at 978-318-8459, or project personnel at 802-874-4881. All bidders are strongly encouraged to visit the site, to familiarize themselves with the existing conditions, prior to bidding.

Measurement and Payment The total amount of material removed, transported and placed within the disposal area are paid for, under this contract, by cubic yards in place. Cubic yards in place will be measured by the volume of silt and sediment hauled and placed at the disposal site. Estimated volume will be calculated by summing the volume of silt and sediment transported within each individual haul load. Payment shall be made after final inspection and acceptance by the Government. The Contractor must submit an invoice to the Technical Point of Contact that includes the name of contractor, invoice date, contract number, description of work completed, total number of haul loads, estimated volume for each haul load, and total amount due. Final payment is made within 30 days.

Existing Conditions The Townshend Lake Swimming Area includes approximately 1,000 linear ft of sandy beach front. The beach has excess silt and sediment along the entire length of beach. The existing water level will be lowered to an elevation of 473.54 ft NAVD 88 (474.00 ft NGVD 29) by the Government prior to the start of the work. The work area will be drawdown for approximately twenty-four (24) hrs prior to the start of excavation.

As Townshend Lake is, above all, a flood control project, the Government will schedule lake drawdown under low river flow conditions with little forecasted precipitation. Therefore, the lake drawdown date will be at the discretion of the Government. The Government will provide the contractor with two (2) days notice in advance of excavation operations. The contractor must complete excavation activities five

(5) days after drawdown. The five day excavation window relates to the likely number of days that will have little to no precipitation.

Sediment and Silt Removal The Contractor shall furnish all labor, equipment, trucking and expert supervision needed to remove the sediment and silt from the swimming area and transport the material to the disposal area on the project site approximately 0.6 miles away. The sediment and silt removal will start on the southern end of the beach, near the boat launch and proceed toward the north until the awarded contract quantity/volume has been removed.

The Contractor shall excavate the swimming area in accordance with proposed depths shown on SK-2.

The Contractor shall provide gradual slopes along the beach ward limits of the excavation to facilitate safe water access for beach visitors. The lake ward limits of the excavation shall be cut in such a way to ensure a stable side slope that will not slough back into the excavated swimming area.

As part of the base bid, the Contractor will be responsible to remove at least 5,000 cubic yards (CY) of sediment and silt in five sequential operational days. The Contractor must maintain a minimum production of 1,000 CY per day in place. The operational days will be determined by the Government and contingent upon lake drawdown and weather forecast. The Government may direct the contractor to execute up to seven (7) optional items of 1,000 CY each for an additional 7,000 CY of sediment and silt to be removed. The optional items include excavation from the swimming area, transportation to the disposal area and grading at the disposal area. If Exercised, the Government will direct the Contractor to execute options 0002, 0003, 0004, 0005, 0006, 0007 and 0008 at any time within the period of performance. The Government may exercise each option under three potential conditions. One condition is if an additional operational day(s) becomes available immediately following the five (5) day excavation window. In this case, the excavation and hauling equipment would continue working for an additional day(s), and an additional mobilization is not warranted. The second condition is if the Contractor’s production rate during the five (5) day excavation window on the Base Bid Item 0001 reflects the ability to remove additional quantity. The third condition is if a second excavation window becomes available during the period of performance. Under this third condition, Option Item 0009 would be executed in conjunction with applicable options 0002 through 0008.

The Contractor shall maintain a sufficient buffer between the drawn down water surface limits and work area to prevent any of the excavation or sediment/silt removal from occurring within the limits of the lake.

All of the excavation and sediment/silt removal must take place in the lake drawdown area. The contractor shall take care not to contaminate sand on beach with silt/sediment.

Option Item 0009 – Additional Mobilization and Demobilization The Government will be monitoring turbidity levels at Townshend Lake while the pool is low. After the Government lowers the pool, the former lake will essentially become a dry bed with a low flow river running through it. If there is a rain event while the pool is low, the river flows will increase and sediment will mobilized. If the Government records turbidity levels above 50 NTUs, excavation must stop immediately and the Government must raise the pool. In the event of a stop work order, the Government may direct the contractor to execute Exercise Option 0009 – Additional Mobilization and Demobilization. Exercising Executing this option includes extending the period of performance by 14 days. Exercising Executing this option includes a second excavation operation that may occur until 26 June 2017. The Government will schedule a second lake drawdown, and the Contractor will have another five (5) day excavation window to finish excavating the awarded quantity based on a minimum production of 1000 CY per day. During this second five (5) day excavation window, the Government may direct the Contractor to execute applicable options 0002 through 0008.

Sediment and Silt Disposal The road from the swimming area to the disposal area is paved and may be used by construction equipment. The Contractor shall place the sediment and silt in the disposal area as directed by the Technical Point of Contact. The contractor is responsible for grading the dumped material and maintain a uniform disposal area.

Prior to the placement of any material in the disposal area, the contractor shall place approximately five hundred (500) feet of silt fence along the downhill side of the disposal area. The silt fence will remain in place after the completion of work.

The contractor shall conduct periodic inspections of the silt fence to ensure the silt fence function and integrity is maintained during the duration of the contract. If the silt fence is damaged or breached, the contractor shall repair, reinstall or add addition silt fence as necessary before dumping or grading additional material.

Clean Up Upon completion of work, the Contractor shall clean up the job site to the satisfaction of the Government.

The Contractor will be responsible for cleaning any silt/sediment disposed along the road from the swimming area to the disposal area. The contractor shall remove debris and silt/sediment from the sandy beach area and grade the beach as needed to ensure all construction ruts have smoothed and the slope of the beach matches existing conditions. In order to restore the swimming area beach to its pre-construction condition, the contractor may need to place and grade clean beach sand at the swimming area.
