SUMMARY OF WORK

PART 1 GENERAL

1.1 WORK COVERED BY CONTRACT DOCUMENTS

The general description below is given to indicate the approximate scope of this project only. It does not limit the work required under the project drawings and specifications.

The work of this project involves varoius concrete repairs and other miscellaneous repairs to existing features of the Herring Run Fishway at the Cape Cod Canal in Bourne MA.

The work of this project involves vegetation removal as needed, concrete patching, removal and replacement of concrete, replacement and sealing of joints, reconstruction of concrete walls, re-establishment of measures to secure flume and culvert baffles, assembly and installation of new baffles, removal and replacement of chain-link fencing, and placement of riprap at outlet of culvert. The specific work required by this contract includes removing vegetation from all vertical faces within the limits of the work area as required to perform work; patching of abraded, spalled, and scoured concrete along full length of sluiceway; replacing and sealing of joints along full length of sluiceway; installing reinforcement and placing concrete to reconstruct deteriorated downstream portions of the upper flume walls; installation of stainless steel channels to replace the baffle slots throughout the upper flume and culvert; assembly and installation of new wooden baffles to service the upper flume and culvert; removal and replacement of the top of the culvert outlet wall; replacement of concrete back onto the ceiling of the existing outlet works; removal and replacement of concrete overlay above the culvert outlet wall; removal and replacement of chain-link fencing system along the upper flume and the upper and middle pools of the fishway; and placement of riprap along each bank of the lower flume at the culvert outlet wall. Access to the site is from the Canal Service Road running along the canal which can be accessed from the parking lot off of Route 6 (Scenic Highway). There is a Contractor's laydown area available in the Herring Run parking area located to the East of the fishway. For the work that will be tidally influenced, tide charts for 2017 are attached at the end of this section.

Various work components of this project will be tightly limited in terms of scheduling because of fish spawning activities. See paragraph 1.6.2.4 of this spec section for further details on scheduling limitations.

1.1.1 Project Site Photographs

1.4 COORDINATION AND DIRECTION DURING CONSTRUCTION

a. The Contractor shall not take or accept any direction or instructions issued by any person, employed by the Government or otherwise, other than the Contracting Officer that changes the terms and conditions of contract

SECTION 01 11 00 Page 3 actions, the scope, or any change that impacts the cost, price, or schedule. Changes authorized by the Contracting Officer will be in the form of a written, official, signed modification to the contract action received by the Contractor before the Contractor will act upon those changes. The Contractor will comply with the changes clause of this contract when the Contractor believes direction has been given from persons other than the Government Contracting Officer that equate to a change by notifying the Contracting Officer as directed by the clause. Any direction given by any Government employee or any other person outside their authority must be reported to the Contracting Officer.

b. The Contracting Officer Representative (COR) is limited to the authorities stated in the COR appointment letter. If a COR is appointed under this contract, they will be appointed by written letter from the Contracting Officer to the Contractor and COR specific to this contract only. 1.5 PROJECT/SITE CONDITIONS

1.5.1 Site Security

The Contractor shall report any vandalism, suspicious activities or devices to the Contracing Officer or local police as soon as possible. The Contracting Officer will notify the Contractor of any heightened security measures and will expect vigilant monitoring of equipment, grounds and security fencing while working. At a heightened security posture, there may be work areas that are restricted. The Contracting Officer will notify the Contractor of these restricted areas, and work may be delayed or restricted or will be performed in these areas under the direct supervision of U.S. Army Corps of Engineers personnel.

1.6 WORK SEQUENCE AND SCHEDULING

1.6.1 Hours of Operations

Normal work hours are from 7:00 a.m. through 5:30 p.m., Monday through Friday. The Contractor will not be permitted to work on Saturday, Sunday or legal holidays unless otherwise authorized by the Contracting Officer.

The exclusion of work on Saturday, Sunday and legal holidays has been considered in computing the performance time of this contract. The following legal holidays are observed:

January 1st Third Monday in January Third Monday in February Last Monday of May July 4th 1st Monday of September 2nd Monday of October 11th of November Fourth Thursday of November 25th of December

When one of the above designated legal holidays falls on a Sunday, the following Monday will be observed as a legal holiday. When a legal holiday falls on a Saturday, the preceding Friday is observed as a holiday.

SECTION 01 11 00 Page 4

Work outside the normal hours of operation requires Contracting Officer approval. The request to work outside the hours of operation shall be made in writing to the Contracting Officer 10 calendar days prior to such work to allow arrangements to be made by the Government. The request application shall include specific dates, hours, location, type of work to be performed, contract number and project title, and names of all individuals who will be working outside the hours of operations. During periods of darkness, the different parts of the work shall be lighted in a manner approved by the Contracting Officer.

1.6.2 Work Sequence

1.6.2.1 General

There are certain essential criteria relative to the preparation of a work sequence and time schedule which the Contractor will be required to implement and follow during the prosecution of the work. Minor variations in the sequence of the items of work as specified may be made by the Contractor, provided such variations do not conflict with critical elements of the schedule. Proposed minor variations shall be noted on the progress charts submittal required by CONTRACT CLAUSE, entitled SCHEDULES FOR CONSTRUCTION CONTRACTS. Variations shall be approved by the Contracting Officer prior to implementation.

1.6.2.2 Initial Project Schedule

The initial project schedule shall be in the form of a chart graphically indicating the sequence proposed to accomplish each work feature or operation. The chart shall be prepared to show the starting and completion dates of all work features on a linear horizontal time scale beginning with date of Notice to Proceed and indicating calendar days to completion. The Contractor shall indicate on the chart the important work features or operations that are critical to the timely overall completion of the project. Key dates for such important work features and portions of work features are milestone dates and shall be so indicated on the chart. This schedule will be the medium through which the timeliness of the Contractor's construction effort is appraised. Anticipated adverse weather delay days shall be included and clearly indicated in the schedule.

The initial schedule shall be cost and resource loaded for contract monitoring and control purposes. Schedules shall be established using a standard critical path method (CPM), or other industry approved standard.

Each activity shall have an early start/finish date, late start/finish date, task duration, and total float clearly indicated.

1.6.2.3 Progress Schedule

An updated schedule showing actual progress shall be submitted monthly and with each pay request. Changes to the base-line schedule shall be outlined in a narrative describing the reason for the change.

1.6.2.4 Schedule Impacts to Fishway

The Contractor shall coordinate all work schedules with the Contracting Officer's Representative (COR) and/or the Cape Cod Canal Project Office to minimize impact to the functionality of the fishway. Fish spawning activity can be present from April to November each year.

The Town of Bourne Department of Natural Resources has the ability to

SECTION 01 11 00 Page 5 restrict water flow into the fishway from the upstream pond for limited periods of time by using stoplogs. The Contractor shall request this flow restriction from the DNR in order to allow for the completion of work components, as delineated below. This restriction will only be allowed during the month of August 2018. Additionally, the Contractor can block the entrance of the fishway flow into the culvert at the entrance into the upper flume portion of the structure. This will cause the water to flow through the 36-inch RCP bypass pipe. This will only be allowed during August 2018, and will be used to dewater the upper flume and culvert section.

There are eight categories of work. Details of the scheduling limitations for each category are as follows.

1. Chain link fencing and concrete overlay. These are not in the water, and can be completed at any time.

2. Concrete repairs in the sluiceway, located at and above the water line. This includes joint replacement, and repair of spalls. Water level in sluiceway must be decreased by using the stoplogs upstream of this area, controlled by the Town. To be completed in August 2018, during daylight hours only.

3. Concrete repairs in the sluiceway, below the water line. There is only one known location of this - an area shown on Plan Sheet S-201, Detail F-1, 0.3 feet x 2.25 feet x 0.4 feet deep. This can be completed during August 2018, with a local dewatering of this area, and flow reduction by using the stoplogs upstream of this area, controlled by the Town.

4. Installation of Stainless Steel baffle channels in the upper flume and the culvert sections. These are below the normal waterline. This can be done during the winter (15 Nov - 15 Mar 2018) or during August 2018 during daylight hours only.

5. Repair of the Flume Walls, located in the existing upper flume. Part of this work is below the normal water line. This work must be done in the dry, so flow will be moved to flow down through the 36-inch bypass channel during August 2018, but only during daylight hours. Contractor should make every attempt to complete concrete work such that normal flow through the upper flume can resume during nighttime hours.

6. Repair of the Outlet Wall and void in ceiling. This work must be done at low tide. This work can be completed during August 2018, but the tides will still dictate when work can be completed.

7. Replacement of the wood baffles. This work shall be done during the winter timeframe (15 November - 15 March) or during August 2018 (during daylight hours only) so as not to disturb the fish spawning activity.

8. Installation of the Riprap. This work must be completed during low tide, and shall be completed during the 15 November - 15 March winter timeframe.

1.6.3 Organization at the Site

1.6.3.1 General

The Contractor shall employ ample personnel and sufficient equipment to

SECTION 01 11 00 Page 6 accomplish the work of this contract in the least amount of time, within the prosecution period specified in SPECIAL CONTRACT REQUIREMENTS, Clause
