AMENDMENT 01

AMENDMENT 0001 OF SOLICITATION

1.1 CHANGE TO SPECIFICATIONS

1.1.1 Narrative Change

1. Section 01 11 00 SUMMARY OF WORK, Subpart "Work By Other Contractors"; delete the content of this subpart and insert the following in its place:

"The Contractor shall be aware that another Construction Contract for Concrete Repairs at the same Service Bridge will be on-going between September 2016 and March 27, 2017. Therefore, no work under the Painting contract will be permitted on site until 255 days after NTP, or after the Concrete Repairs contract is completed on March 27, 2017, whichever is later. For planning purposes, the Painting Contractor shall plan on mobilizing to the site no earlier than March 28th, 2017."

REQUESTS FOR INFORMATION AND GOVERNMENT RESPONSES

1) Refer to spec section 01 11 00-1.1.2. a) What is the anticipated thickness of the existing coating?

RESPONSE: The existing coating thickness is not known; however, there have been several maintenance paintings since the original construction in 1943, and the original and subsequent coatings were never fully removed when maintenance paintings were performed.

a. The mil thickness will affect the amount of abrasive anticipated to be used.

RESPONSE: See above.

b. It is noted to expect no more than 10% corrosion of steel; this is very subjective. For conformity of bids, can a steel repair allowance be specified?

RESPONSE: No, this project is not planned to contain any steel repair allowance.

For bidding purposes, use the 10% amount contained in the Solicitation. Once this contract is awarded, if the decision is made that a steel repair allowance is needed, then a modification to the contract may be determined at that time.

c. Upon site investigation, some of the existing "grout" bearing pads are cracked and some are spalling. For conformity of bids, can a concrete repair allowance be specified?

RESPONSE: No, this project is not planned to contain any concrete repair allowance. A separate contract is being completed that will address this issue.

d. To obtain uniformity of bids, can you provide the mil thickness ranges for each individual coating system?

RESPONSE: See Section 09 97 02 PREPARATION AND PAINTING OF SERVICE BRIDGE, Subpart 3.3.2 “Paint System”, where it is states; “Comply with the manufacturer's recommendations regarding mixing and thinning requirements, pot life requirements, dry film thickness per coat, and minimum and maximum dry time between coats.”

e. Scope of work denotes that existing conduits are also to be blasted and coated.

One issue noted is a "split conduit" with wires inside. Another issue is a discontinuous conduit with a spliced junction box between the two conduits.

Can an allowance be specified for this type of electrical work/protection?

RESPONSE: No, this project is not planned to contain any electrical work or conduit repair. For bidding purposes, only bid what is shown in the Solicitation. Once this contract is awarded, if the decision is made that these work components are needed, then a modification to the contract may be determined at that time.

f. The pre-solicitation made note that this project is to be completed this year, however, the IFB lists a 7 month duration overall which takes it to 2017. If this project is to be completed this year, is heating and environmental monitoring required due to lower temperature in the fall/winter?

RESPONSE: Spec Section 01 11 00 SUMMARY OF WORK, Paragraph 1.9.5 Work by Other Contractors is amended as indicated in Amendment 0001.

2) Refer to spec section 01 35 26-1.6.1.2.

a) Please confirm that this project calls for an onsite QC/SSHO and PS (project superintendent), i.e., only 2ea people?

RESPONSE: As per Spec Section 01 35 26 GOVERNMENT SAFETY REQUIREMENTS, Paragraph 1.6.1.2 Contractor Quality Control (QC) Manager, "The Contractor Quality Control Manager can be the SSHO on this project but neither may serve as Project Superintendent." Therefore, the contractor must provide a minimum of two people onsite: one Site Superintendent and one QC/SSHO.

b) Can these two employees act as members of the "crew", e.g., a blaster, painter, etc?

RESPONSE: Spec Section 01 35 26 does not include any language prohibiting the Site Superintendent, QC person, or the SSHO from being members of the work crew.

3) Refer to spec section 01 35 26-1.9.1. Is a safety bulletin board required for this project?

RESPONSE: Yes. As per Spec section 01 35 26, paragraph 1.9.1 as well as EM 385-1- 1, Section 01.A.07, a bulletin board is required for this project.

4) Refer to spec section 01 35 26-1.13. Could you please outline the current Hot Work procedures and length/duration of the approved permit that would be in effect?

RESPONSE: As per Spec section 01 35 26, Paragraph 1.13.1, Permit and Personnel Requirements, the contractor shall obtain a written permit prior to performing "Hot Work" (i.e. welding or cutting) or operating other flame-producing/spark producing devices, from the local fire department. Therefore, the contractor needs to consult with the Franklin, NH Fire Department in order to determine hot work permit procedures as well as permit conditions (i.e., the length of time a specific hot work permit would be in effect).

5) Refer to spec section 01 45 01. Is the RMS to be used on this project?

RESPONSE: Yes. As per Spec Section 01 45 01 QUALITY CONTROL SYSTEM (QCS), Paragraph 1.1 Contract Administration, “The Government will use the Resident Management System for Windows (RMS) to assist in its monitoring and administration of this contract. The Contractor must use the Government-furnished Construction Contractor Module of RMS, referred to as QCS, to record, maintain, and submit various information throughout the contract period.”

6) Refer to 01 50 00-1.4. a) Is it possible to have a laydown/storage/staging area adjacent to site such as the asphalt road perpendicular to the service bridge entrance gate?

RESPONSE: The area is heavily used by the public. However, Contractor can utilize the asphalt road as a laydown/storage/staging area as long as the restrictions of Spec Section 01 50 00 TEMPORARY CONSTRUCTION FACILITIES AND CONTROLS are followed. Specific details about limiting public access during the contract and where the temporary fencing shall be placed can be worked out during the Pre-Con meeting.

b) Is the "stone dust" access road available to the Ktr?

RESPONSE: Yes. This access road will be available to the Contractor. The road is a service road/snowmobile access road. It is off-limits to the public for vehicle traffic so access will need to be coordinated. Depending on the time of year and the weather, this area is subject to flooding, although a rare occurrence.

c) Is the "stone dust" road directly under the service bridge (between center pier and tower pier) available for this project?

RESPONSE: Yes. This access road will be available to the Contractor. The road is a service road/snowmobile access road. It is off-limits to the public for vehicle traffic so access will need to be coordinated. Depending on the time of year and the weather, this area is subject to flooding, although a rare occurrence.

d) Are there any restrictions to using the stone apron sloped area?

RESPONSE: Yes. Contractor will not be allowed to drill into or otherwise disturb the stone past the top layer. The area consists of unstable large stones typically called rip rap. If Contractor moves the top layer of rip rap stone in order to provide better footing for scaffolding or other equipment, he must put it back upon completion of the work.

e) What are the vehicular parking requirements/restrictions?

RESPONSE: If the contractor is using the area as a laydown/storage/staging area, parking can be utilized within this area. If the area is not going to be utilized as such then there is limited parking. It is recommended to park near the project office or at the very least one lane must remain open in this instance to allow vehicles through access.

f) Will the main gate off of Granite Dr (in parking lot) and the one at the abutment be opened during work hours for vehicular traffic of Ktr equipment and deliveries and/or services?

RESPONSE: The main gate is open from 0700 – 1530 Monday through Friday. A gate key will be issued to the contractor to allow access to the Service Bridge and abutment if coordinated and needed.

7) Refer to spec section 01 50 00-3.2. Please confirm that the Government will NOT be providing any utilities for Ktr use (e.g., water and electricity)?

RESPONSE: Correct. As per Spec Section 01 50 00 TEMPORARY CONSTRUCTION FACILITIES AND CONTROLS, Paragraph 3.2 AVAILABILITY AND USE OF UTILITY SERVICES, “Water and electricity required in the prosecution of the work shall be furnished by the Contractor at his own expense. The Government will not supply water and electricity.”

8) Is there any limit to ktr work hours?

RESPONSE: Yes. As per Spec Section 01 11 00 SUMMARY OF WORK, Paragraph 1.7.1, “Normal work hours are from 7:00 am through 3:30 pm, Monday through Friday.

The Contractor will not be permitted to work on Saturday, Sunday or legal holidays unless otherwise authorized by the Contracting Officer.” Also in this Paragraph, “Work outside the normal hours of operation requires Contracting Officer approval. The request to work outside the hours of operation shall be made in writing to the Contracting Officer 10 calendar days prior to such work to allow arrangements to be made by the Government. The request application shall include specific dates, hours, location, type of work to be performed, contract number and project title, and names of all individuals who will be working outside the hours of operations. During the periods of darkness, the different parts of the work shall be lighted in a manner approved by the Contracting Officer.”

9) What is the minimum width of walkway required for daily access to the tower?

RESPONSE: The minimum width of walkway required for daily access to the tower shall be a width wide enough for one pedestrian to walk freely to the tower.
