AMENDMENT 1

Questions Contractors asked during site visit W912WJ‐16‐B‐0009 Townshend Dam Concrete Repairs, 6/29/16

1. Is containment required to keep the demolished materials of the wall from getting into the water?

Answer: As per Spec Section 01 57 20 ENVIRONMENTAL PROTECTION, Paragraph

3.2.4 Erosion and Sediment Controls, “The Contractor shall be responsible for providing erosion and sediment control measures in accordance with Federal, State and local laws and regulations…. The erosion and sediment controls selected and maintained by the Contractor shall be such that water quality standards are not violated as a result of the Contractor’s construction activities.”

2. Does the Contractor-built access road the to the wall need to be in any certain direction?

Answer: No, the Contractor-built access road to the wall can be in any location or direction.

3. How close can the Contractor come to or set up near the outlet works discharge wall?

Answer: There is no limitation on how close the Contractor can come to or set up next to the existing outlet works discharge wall.

4. Are there timeframes that Contractors will not be allowed to work?

Answer: There are no specific times of year that work is not allowed. However, as per Spec Section 01 11 00 SUMMARY OF WORK, Paragraph 1.6.1 Hours of Operation, “Normal work hours are from 7:00 a.m. through 3:30 p.m., Monday through Friday. The Contractor will not be permitted to work on Saturday, Sunday or legal holidays unless otherwise authorized by the Contracting Officer. The exclusion of work on Saturday, Sunday and legal holidays has been considered in computing the performance time of this contract.”

Also, as per Spec Section 03 30 53 MISCELLANEOUS CAST-IN-PLACE CONCRETE, paragraph 3.2.1 Cold-Weather Requirements, “Place concrete in cold weather in accordance with ACI 306R”, and per paragraph 3.2.2 Hot-Weather Requirements, “Place concrete in hot weather in accordance with ACI 305R.”

5. Are there any environmental or wildlife concerns KTRs need to be aware of?

Answer: There are no known species of concern in the immediate work area. However, as per Spec Section 01 57 20 ENVIRONMENTAL PROTECTION, Paragraph 3.8 BIOLOGICAL RESOURCES, Contractors shall “minimize interference with, disturbance to, and damage to fish, wildlife, and plants, including their habitat. The protection of threatened and endangered animal and plant species, including their habitat, is the Contractor's responsibility in accordance with Federal, State, Regional, laws and regulations.”

6. What will be the access hours to the site for the Contractors, and will USACE employees (Park Rangers) open the access roads, or will the Contractor be provided keys to the barriers?

Answer: As per Spec Section 01 11 00 SUMMARY OF WORK, Paragraph 1.6.1 Hours of Operations “Normal work hours are from 7:00 a.m. through 3:30 p.m., Monday through Friday. The Contractor will not be permitted to work on Saturday, Sunday or legal holidays unless otherwise authorized by the Contracting Officer. Also, as per Spec Section 01 11 00 SUMMARY OF WORK, Paragraph 1.8.1 Access to the Site and Storage/Staging Areas, “Access to the project site is available for construction traffic.” The decision regarding distribution of keys to the barriers will be made at the pre-construction conference.

7. What are the recommended routes for heavy equipment to the outlet works gravity retaining wall?

Answer: There is no set recommended route. Contractors can utilize whatever route they deem best.

8. For Vertical Concrete repair: Will the shotcrete process be an approved method of repair for the concrete repair?

Answer: Shotcrete could be approved for repair to the vertical or near vertical surfaces of the Spillway weir (both downstream and upstream) that are in need of repair. However, Contractors should bid as shown, as there are no details for shotcrete’s use in the drawings or specifications. After award, if the contractor wants to use shotcrete, he would need to submit a request to change to shotcrete, and prepare a submittal for Government approval identifying the material properties and details for its application.

Contractor should note that access to both upstream and downstream locations, especially the downstream location, could be problematic.

Shotcrete will not be approved as an appropriate repair method for the outlet works gravity retaining wall. See Plan Sheet S-501 for what the retaining wall needs to consist of.
