QUESTIONS AND RESPONSES

Contractor Questions and Government Responses for Solicitation W912UM22R0019, USACE Far East District Housing Market Analysis in Kunsan, Republic of Korea

Contractor Question 1. PWS Section 1.5.a. states that the study should survey units with a minimum of 37 net square meters.

a. From our experience, housing sizes in Korea are generally described in terms of gross floor area instead of net floor area. Thus, information on net floor area is frequently unavailable. We have previously used a factor of 75% to convert gross floor area to net floor area for Korean housing. In other words, for housing with only gross floor area information, we would multiply the gross square footage by 0.75 to approximate the net square footage of the unit. Would that be acceptable for this use case?

Government Response 1. Yes, as long as the conversion factor used is explained/documented well in the study.

Contractor Question 2.PWS Section 1.5.c. requires an estimate of fair market rent by property sub-type and market area.

a. Would the Government please define what it means by “fair market rent” in this context? Is it the median rent for units that meet the PWS specifications? The average rent? Something else?

b. Additionally, we understand this study to contain one market area. Is there more than one market area (i.e., 10-mile radius of Kunsan AB)? If so, what are they?

Government Response 2a. Fair Market Rent is the agreed upon rental rate between a typical market lessor/owner and a typical renter. Per uniform standards for professional appraisal practice (USPAP), the definition is “the most probable rent that a property should bring in a competitive and open market under all conditions requisite to a fair lease transaction”. After a sufficient number of lease data points, a statistically accurate and relevant “average” rent for each certain property type maybe calculated.

Government Response 2b. No. The 10-mile radius of Kunsan is the only market area to be studied.

Contractor Question 3. PWS Section 1.5.d. requires an estimate of utility costs by property sub-type and market area.

a. To confirm, does the Government want the estimated average cost for electricity, water, sewer, gas, and garbage, by property sub-type and market area?

Government Response 3. Yes. The Government seeks the total cost to live in a unit, including base rent and all necessary utilities and services costs. If the landlord does not pay for utilities/services and only provides the unit

W912UM22R0019

alone, the additional cost for these services to the renter for each property sub-type shall be documented and explained.

Contractor Question 4. PWS Section 1.5.e. outlines the required summary report.

a. To clarify the scope, does the Government envision a summary report being closer to a one-page summary of findings to accompany the spreadsheet deliverable or something more extensive, i.e. a 50-page report that includes detailed tables and/or other content?

b. Can the government confirm that the contractor is to exclude any rental housing units from the price analysis that are based on the jeonse or wolse system and only use rentals available for a monthly rent without a deposit? (I.e., the contractor will not being asked to convert jeonse/wolse rentals to monthly rents based on economic modeling and/or interviews with property managers.)

Government Response 4a. A minimum of 2-3 page summary report will be sufficient.

Government Response 4b. No. The contractor shall not exclude units using Jeonse/Wolse system. Rather, for units under the Jeonse/Wolse system, shall be converted and factored into the rental amount to an equivalent monthly rental rate format.

Contractor Question 5. PWS Section 1.5.g. requires supporting data used in the analysis be presented in a spreadsheet table

a. Does the government have a target sample size for the rental database?

Government Response 5. Depending on market availability, a sample size of 50 units per property type is recommended.

Contractor Question 6. Section D.3. requires contractor to provide “a copy of SAM” in response to this RFP.

a. To meet this requirement, will the government accept a statement affirming active SAM status, including identifiable vendor information such as a Cage Code and Employer Identification Number

(EIN)?

Government Response 6. Vendor cage code number is acceptable.
