Whenever these methods are used, the requirements and procedures of chapter 1-4 of SW-846 shall also be followed as applicable to performance of laboratory work. Many aspects of procedures specified by SW-846 are ambiguous or offer alternatives for choices of action. The content of any USACE approved project work plan, sampling and analysis plan, and/or quality assurance project plan, will provide clarification as to the specific options for execution of laboratory analyses that will be acceptable to USACE. If there is a conflict between the content of any project work plan, sampling and analysis plan, and/or quality assurance project plan, and the minimum requirements of SW-846, then the content of any project work plan, sampling and analysis plan, and/or quality assurance project plan will take precedence for execution of work for this contract. In the absence of project specific documents, the analytical requirements of the most currently published version of the DOD QSM apply.
3.1 REQUESTED ANALYSES
Requested test items based on the USFK Regulation 201-1. Test items and method for each matrix are provided in Table 1.
3.2 GENERAL ANALYSIS REQUIREMENTS
To ensure that quality data are continuously produced during analysis and allow the eventual compliance review, systematic QC checks are incorporated into the analyses.
Systematic QC checks include replicates, standards, surrogates, or spiked samples and are incorporated into the analyses to show results remain reproducible and that the analytical method is actually measuring the quantity of target analytes without unacceptable bias.
3.3 TARGET COMPOUND LISTS
Target analyte lists necessary for a project should be identified within project contract documents based upon project-specific data quality objectives. However, for instances where a particular SW-846 method is specified but the target analyte list for the method is not, the requirements presented in the DOD QSM version 5.0 or
5.1 shall be applied.
3.4 METHOD PERFORMANCE
For each method performed, the lab shall maintain documentation that demonstrates the lab's performance of the method within sensitivity and precision/bias as stated in the published method to include a detection limit (DL) study for each matrix, determine an appropriate limit of quantitation (LOQ) and limit of detection (LOD) for each compound and matrix based upon the calculated DL, demonstrate precision and bias of the method by analyzing laboratory control samples and other QC check samples; and the laboratory shall have, in-house, the appropriate standards for all target analytes.
3.5 ANALYTICAL PROCESS DOCUMENTATION
The lab must maintain documentation to clearly show how all of the analytical values were obtained to include but not limited to logbooks, chain-of-custody records, sample work sheets, bench sheets, instrument printout, and other documents relating to the sample or sample analysis.
3.6 LABORATORY SAMPLE HANDLING REQUIREMENTS
3.6.1 SAMPLE HANDLING AND DELIVERY
The Contractor shall furnish all the applicable sample containers and coolers necessary for the collection and shipment of field samples. The Contracting Officer’s Representative (COR) will be responsible for making arrangements for delivery of samples to the Contractor. Prior to such delivery, the COR will notify Contractor by e-mail or phone, the expected delivery of samples to the laboratory. The contractor shall also provide the delivery of samples from FED to the contractor’s laboratory facility when requested. Arrival of samples to contractor’s laboratory facility must occur within 24 hours from the time contractor is notified that the samples are ready for delivery. When the samples are delivered to SubContractor by Contractor, all soil and groundwater samples shall be received by the analyzing Laboratory at 2 – 6 ºC. Be aware that soil or groundwater samples received by the SubContractor at temperatures higher than 6 ºC shall be declared invalid and will require resampling at no additional cost to the Government. If insufficient time is available between sample shipping from the Contractor and receipt by the SubContractor, then additional ice must be used to reduce temperatures to the desired range.
3.6.2 SAMPLE RECEIPT
The receiving laboratory’s chain-of-custody, sample storage, and distribution for analysis shall be documented per specific laboratory standard operating procedures (SOPs) and project requirements. Individual ' Cooler Receipt Forms ' or similar, shall be used by the laboratory for each cooler to verify sample condition, including proper sample containers, volumes, preservation, etc. and document any problems noted.
Corrective action will be required for any deficiencies identified. It is required that all coolers contain at least one temperature blank. The temperature blank should be a 40-ml VOA vial filled with water and placed in a representative position inside the cooler.
The laboratory should document when the temperature blank was positioned inappropriately or was not representative of the cooler temperature measurement on the Cooler Receipt Form. The chain-of-custody form, any shipping documents, completed cooler receipt forms, telephone conversation record forms, and any corrective action forms will be maintained by the laboratory for each shipment and included in the reporting package when the results are submitted.
3.6.3 SAMPLE STORAGE
All samples and their associated extracts must be stored under conditions that will preserve their integrity and preservation and demonstrated to be free from all potential contaminants. The Contractor maintain in appropriate condition for all samples and their associated extracts for a minimum of sixty (60) calendar days after receipt of the final data report at FED for those samples. After that time, the Contractor is responsible for the disposal of the samples and extracts in compliance with all Korean National, Provincial, and local regulations (if the Contractor is located in Korea) or all Federal, State, and local regulations (if the Contractor is located in the U.S.) at the Contractor's expense.
3.6.4 RETURN OF SHIPPING MATERIALS BY CONTRACTOR
Contractor shall make arrangements to return any Government furnished coolers and other usable materials (trays, blue ice packs, etc.) to FED within 30 calendar days after receipt of samples
3.6.5 SAMPLE SECURITY AND TRACKING
The laboratory shall maintain the integrity of the samples received, their associated extracts, and the data generated. Limited and controlled access to all laboratory areas shall be maintained. If required by the project, the laboratory should maintain sample and extract chain-of-custody within the laboratory at all times through the use of appropriate documentation and forms, otherwise strict internal chain-of-custody would not be required.
3.6.6 SAMPLE HOLDING TIMES
Holding times are defined from the date the sample is collected in the field to the date the sample is prepared (or extracted) or analyzed by the Contractor. All samples shall be handled in such a manner that all sample extraction and analysis holding times are met.
Sufficient time shall also be allowed for the reanalysis of samples within holding times should calibration, method, or quality control failures occur. These holding times are summarized in Appendix B, EM-200-1-3. The various projects requiring analytical support via this contract award are very critical in supporting the District’s mission.
Because of these projects are non-routine monitoring and there is no chance of re-sampling, it is important that analyses be done correctly with acceptable quality within the required holding time. Once the contractor takes custody of the samples the contractor is solely responsible for the sample handling, storage, and other transportation of the samples to their other subcontractor’s laboratory.
4.0 DATA VALIDATION AND REPORTING
4.1 DATA VALIDATION
Internal data validation process shall consist of data generation, reduction, and a minimum three levels of documented review. In each stage, the review process shall be documented using an appropriate checklist form that is signed and dated by the reviewer. The analyst who generates the analytical data has the prime responsibility for the correctness and completeness of the data.
Each step of this review process involves evaluation of data quality based on both the results of the QC data and the professional judgment of those conducting the review. All data generated and reduced shall follow well-documented in-house protocols.
4.1.1 LEVEL 1 TECHNICAL DATA REVIEW
Each analyst at the Contractor reviews the quality of their work based on an established set of guidelines. The review criteria as established in each method, in this contract, or within the Contractor shall be used. This review shall, at a minimum, ensure that: (1) Sample preparation information is correct and complete; (2) Analysis information is correct and complete; (3) The appropriate SOPs have been followed; (4) Analytical results are correct and complete; (5) QC samples are within established control limits; (6) Blanks and laboratory control samples are within appropriate QC limits; (7) Special sample preparation and analytical requirements have been met; and (8) Documentation is complete (e.g., all anomalies in the preparation and analysis have been documented, anomaly forms are complete, holding times are documented, etc.). Level 1 data review shall be documented by using a checklist form and by the signature and date of the reviewer.
4.1.2 LEVEL 2 SUPERVISORY DATA REVIEW.
Level 2 review shall be performed by a supervisor or data review specialist at the Contractor whose function is to provide an independent review of the data package. This review shall also be conducted according to an established set of guidelines and is structured to ensure that: (1) All appropriate laboratory SOPs have been followed; (2) Calibration data are scientifically sound, appropriate to the method, and completely documented; (3) QC samples are within established guidelines; (4) Qualitative identification of sample components is correct; (5) Quantitative results are correct; (6) Documentation is complete and correct (e.g., anomalies in the preparation and analysis have been documented, anomaly forms are complete, holding times are documented, etc.); (7) The data are ready for incorporation into the final report; and (8) The data package is complete and ready for data archive. Level 2 review shall be structured so that all calibration data and QC sample results are reviewed and all of the analytical results from at least 10% of the samples are checked back to the bench sheet. If no problems are found with the data package, the review is complete. If any problems are found with the data package, an additional 10% of the sample results shall be checked back to the bench sheet. This cycle then repeats until either no errors are found in the data set checked or all data has been checked. All errors and corrections noted shall be documented. Level 2 data review shall also be documented on a checklist with the signature and date of the reviewer.
4.1.3 LEVEL 3 ADMINISTRATIVE DATA REVIEW.
Level 3 review is performed by the quality assurance officer or the program administrator at the Contractor. This review should be similar to the review as provided in Level 2 except that it should provide a total overview of the data package to ensure its consistency and compliance with this contract. All errors noted shall be corrected and documented. Level 3 data review shall also be documented on a checklist with the signature and date of the reviewer.
4.2 REPORTING DETECTED CONCENTRATIONS
All detected concentrations shall be reported as actual detected values corrected for % moisture (dry-weight) for soil samples and corrected for any sample dilutions for both solid and liquid matrixes. The sample dilution factor (DF) shall be clearly reported with each project sample.
4.3 REPORTING NON-DETECTED CONCENTRATIONS
In general, non-detected concentrations should be reported as "<X," or "XU" where "X" denotes some numerical value and "U" represents a data qualifier for "not detected." When non-detected concentrations are reported as "ND," the term "ND" should be assigned a numerical value for each target analyte based on the DOD QSM requirement to report the data using the LOD, LOQ or the reporting limit (RL) as applicable. LOD, LOQ or RL values should also be corrected for % moisture and sample dilution factors as described above.
4.4 DATA DELIVERABLES
All reports and data shall be archived for a minimum of five (5) years. The standard reporting format requires the reporting of all analytical results along with the supporting QC information. An electronic deliverable shall also be required with each format which will allow the automated uploading of analytical data to FED.
