Procure and install Advantor Electronic Security System (ESS) YRP Projects, Korea

Justification and Approval for Other than Full and Open Competition

Brand Name - Advantor Electronic Security System (ESS)

1. Contracting Activity: Contracting Division, US Army Corps of Engineers (USACE), Far East District (FED).

2. Description of Action: Procure and install Advantor Intrusion Detection System (IDS) for multiple locations on USAG Humphreys and Busan Navy Base. The total estimated value of the proposed action is $553,141.00.

The Advantor system is a proprietary system that can only be installed and maintained by Advantor Certified Installers and Technicians. Advantor will not authorize other companies to install their systems in locations that Advantor technicians are authorized to do the installation. If the systems are installed by other companies, Advantor will not honor the warrantee for the equipment or installation.

The Garrisons in Korea are in the process of switching over to the Advantor ASN 6.0 system. All existing installation IDS system and security services monitoring capability have either been upgraded to the Advantor system or are scheduled to be upgraded in 2015 at a total investment of $2,900,000. All new construction under the YRP/LPP programs must interface with the Advantor infrastructure; therefore all new installation must be the Advantor 6.0 ASN system. Total YRP/LPP investment is estimated at approximately $13,329,590. The system is not compatible with any other Intrusion Detection Systems (IDS). Each of the Garrison's only has the long term capability to operate, maintain, control and monitor a single IDS system.

The US Army Corps of Engineers did a business case analysis in September 2012 which recommended the use of the Advantor ASN 6.0 system at IMCOM location in Korea. IMCOM and the Office of the Provost Marshal General (OPMG) concurred with the Corps of Engineers recommendation and began the process of exchanging all of the currently installed systems last year. This effort is to improve upon response capabilities of the Garrisons' security forces and to reduce costs associated with the training on and maintenance of several, very different, systems (Advantor ASN 5.0, Pegasus, and JSIIDS).

Advantor ASN 6.0 is now the system of record for IMCOM, US Army garrisons in Korea. No other IDS system can utilize the same backbone as the Advantor system and no other system can be monitored by the Garrisons (either the MP Station or Security Offices).

Under the Yongsan Relocation Program (YRP), the following critical project packages require an Advantor ESS solution to support facility occupancy and unit moves scheduled:

CNFK Headquarters, Busan (HQ020A/C4I120) - Commander, U.S. Naval Forces Korea (CNFK) will move from Seoul to two locations, one at the Republic of Korea (ROK) Naval Base in Busan and one at Camp Humphreys. This justification and approval covers the brand specific purchases of Advantor Electronic Security System (ESS) components for installation in the CNFK Headquarters (HQ) and SCIF currently under construction in Busan.

Child Development Center, Camp Humphreys (CDC010) – The Commander, USAG-Humphreys cannot allow children to occupy this facility without the required duress alarm being installed. This justification and approval covers the brand specific purchases of Advantor Electronic Security System (ESS) components for installation in the CDC010 facility currently complete and unoccupied pending this resolution.

C4I Area Distribution Node/Main Communications Node (Troop Housing ADN and Zoekler Station MCN), Camp Humphreys (C4I021) – The Commander, USAG- Humphreys cannot allow C4I active installations and operations without the required intrusion detection system being installed. This justification and approval covers the brand specific purchases of Advantor Electronic Security System (ESS) components for installation in the C4I021 facilities currently complete and unoccupied pending this resolution.

Televideo Center, Camp Humphreys (C4I060) – The Commander, USAG-

Humphreys cannot allow C4I active installations and operations without the required intrusion detection system being installed. This justification and approval covers the brand specific purchases of Advantor Electronic Security System (ESS) components for installation in the C4I060 facility currently under construction.

Dental Clinic, Camp Humphreys (MED010) – The Commander, USAG-

Humphreys cannot allow operations and certification or the Dental Command to occupy this facility without the required intrusion detection system being installed. This justification and approval covers the brand specific purchases of Advantor Electronic Security System (ESS) components for installation in the MED010 facility currently under construction.

Medical Brigade Headquarters, Camp Humphreys (MED030) – The Commander, USAG-Humphreys cannot allow operations and certification or the Dental Command to occupy this facility without the required intrusion detection system being installed. This justification and approval covers the brand specific purchases of Advantor Electronic Security System (ESS) components for installation in the MED030 facility currently under construction.

4. Authority Cited: 10 U.S.C 2304(c)(1), FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements – Brand Name

5. Reason for Authority Cited: Based on a Business Case Analysis (BCA) conducted in September 2012, the Electronic Security Center, U.S. Army Corps of Engineers, Huntsville Alabama, recommended that the Advantor ASN 6.0 system be installed at all enduring Army sites located across the Korean peninsula. The primary justification for this recommendation is that Advantor meets all regulatory requirements, has the authority to operate (ATO) on Army networks, Installation Management Command and Headquarters Department of the Army, Force Protection Systems endorse the system, and the Army has already invested $1.8M in existing Advantor ASN 6.0 systems on the peninsula. As described in paragraph 2, all garrisons in Korea are either in the process of converting or have already converted garrison-based IDS to Advantor, including USAG Humphreys which houses five of the six acquisitions justified here. To further justify the cited authority, the Advantor System is proprietary in which no other brand system can integrate with the Advantor system, and no other company can purchase or install. As a result and as further described below, no other IDS equipment or maintenance services can meet the agency’s requirements to provide compatible and integrated IDS equipment and services for these projects.

a. CNFK has a requirement to operate Controlled Access Areas (CAA) and a Sensitive Compartmentalized Information Facility (SCIF) at the CNFK HQ currently being constructed in Busan, Korea. These facilities will be accredited by the Navy and must meet applicable Unified Facilities Criteria (UFC) specifications for Controlled Access Areas (CAA) spaces and Technical

Specifications for Construction and Management of Sensitive Compartmented Information Facilities (SCIF) (IC Tech Spec ICD/ICS 705). Advantor’s software-based IDS annunciator capability has been specifically developed and enhanced to comply with the requirements of ICD/ICS 705 and meets all UFC requirements. Advantor Systems Corporation ESS equipment fully complies with the above regulations.

b. CDC010 has a requirement to operate duress alarms. This facility will be accredited by the US Army and must meet applicable Unified Facilities Criteria (UFC) specifications for child development centers. Advantor’s software-based IDS annunciator capability has been specifically developed and enhanced to comply with the requirements and meets all UFC requirements. Advantor Systems Corporation ESS equipment fully complies with the above regulations.

c. C4I021, C4I060, MED010 and MED030 all have a requirement to operate a

Controlled Access Areas (CAA) and require Intrusion Detection monitored by the Directorate of Emergency Services (DES) of USAG-Humphreys.

d. Compatibility with Army systems in Korea: Based on a Business Case Analysis

(BCA) conducted in September 2012 by the Electronic Security Center U.S.

Army Corps of Engineers, Huntsville Alabama, Advantor systems are being installed at all IMCOM bases and facilities throughout Korea. The US managed Land Partnership Program (LPP) and ROK managed Yongsan Relocation Program (YRP) all must be compatible with the existing ESS infrastructure installed by IMCOM.

As the Commander Navy Region Korea (CNRK) Navy Wing is part of the Eighth Army HQ on USAG-H, Advantor ESS will be installed for secure rooms of this facility. Although this ESS will be installed as part of the USFK Relocation program, the Navy will maintain and control the access control database. In order to enable system compatibility at multiple locations and minimize the types of ESS employed in Navy facilities, the Advantor ESS is the system required for the CNFK HQ in Busan, Korea. The remaining systems outlined in the document fall under the US Army Garrison Commander, USAG-Humphreys.

e. Commander, Navy Installations Command (CNIC) compliant: The Advantor system meets all CNIC requirements for integration into the Navy’s ENABLER database system and will utilize the Common Access Card (CAC) feature as badging authorization system.

f. Maintenance Support: Existing Navy legacy ESS are installed by various installing activities and do not have an established local logistic or maintenance support system. As CNFK personnel are not trained or qualified to maintain ESS, any logistic or maintenance support must be accomplished via a contract process or maintenance work request with the Navy’s Space and Naval Warfare Systems Command (SPAWAR) organization. Either method requires time consuming contract and material procurement processes which is detrimental to maintaining proper access control to secure facilities. If Advantor ESS is installed in the CNFK HQ in Busan, Navy will be able to participate in the IMCOM-P Advantor maintenance support agreement which will allow immediate maintenance support and enable access control of secure facilities to be maintained. This expedited maintenance response time is critical to meeting operational requirements at SCIFs.

g. Network Annunciation Authorization: Advantor meets all regulatory requirements, and is working to obtain an authority to operate (ATO) on Army networks, and satisfies requirements leveraged on navy commands by CNIC.

Due to the remote location of the CNFK HQ in Busan in a non- U.S. military base campus environment, the nearest Security facility to annunciate alarms is located in Commander, fleet Activities Chinhae (CFAC), Chinhae, Korea which must utilize a network for transport or expensive leased circuit. Advantor is the only ESS provider known to be working to obtain an ATO for any network in Korea.

To further justify the cited authority, the Advantor ESS is proprietary in which no other company can purchase or install.

6. Efforts to Obtain Competition: CNFK has attempted to coordinate with SPAWAR and CNIC to obtain ESS support. However, neither organization was able to meet operational implementation requirements. This has left CNFK in the position to solicit their own ESS support and has resulted in the realization that compatibility with planned USFK YRP/LPP systems for reasons stated above will provide the most efficient solution to the new Navy HQ. The USAG-Humphreys command was directed by IMCOM to upgrade all existing ESS capability to the Advantor solution and coordinate with the YRP/LPP programs to ensure all new construction is equipped with the same solution.

7. Actions to Increase Competition: Installation Management Command made the decision with concurrence from Headquarters Department of the Army to install the Advantor system throughout the Korea Peninsula. This includes installation of Advantor for installation that do not currently have Advantor installed or installations that require a partial upgrade. Also includes maintenance cost for 10 years and total lifecycle cost for 10 years.

8. Market Research: The BCA team compared eight (8) intrusion detection systems to determine the best system that meets regulatory requirements of the assets in Korea.

The following tables illustrate the capabilities of each system.

9. Interested Sources The USAG-Humphreys DES has already procured the Advantor solution to upgrade all existing IDS systems and also procured for the 2014- 2015 LPP facilities. The acquisition justified in this document will and must integrate with this existing Advantor IDS sytem. No other sources have expressed interest in this procurement to date.

Notices required by FAR 5.201 concerning this sole source acquisition will be published on FedBizOpps.

10. Additional Information to support the justification. The BCA team focused on finding a recommended solution for an intrusion detection system that would meet regulatory requirements of the assets located on the Korean peninsula. The team compared several systems; collected data about the existing IDS installed at US Army sites in South Korea, and determined requirements for each asset.

After analyzing the survey data and market research information, the Region Director of Headquarters, IMCOM directed Advantor ASN 6.0 be installed at all enduring US Army sites on the Korean peninsula. This meets IMCOM Pacific Region’s goal of one intrusion detection system in operation on the Korean peninsula that meets Army regulatory requirements and has an authority to operate (ATO) on Army networks.

After IMCOM issued this decision to use Advantor as the single intrusion detection system (IDS) and garrisons such as Humphreys proceeded with the installation of Advantor IDS equipment, YRP requiring IDS as justified here must use Advantor equipment for the reasons of compatibility and system integration.
