The solicitation covers laundry processing for up to 60 bags per day across up to 20 locations in the National Capital Region, with pickups and deliveries Monday through Friday. Key details include washing uniforms and mixed clothing items, using government-provided mesh laundry bags, and following standard commercial laundering practices. The contract has a 1-month base period with five 1-month options, potentially extending to 6-7 months total, with a base start date of February 1, 2026.
The Q&A document clarifies several operational specifics, including that laundry bags may be commingled during washing, items must be neatly folded and returned in labeled bags, and contractors will be liable up to $60 for lost clothing items. The solicitation is issued by the Department of the Army National Guard, with a closing date extended to January 20, 2026 at 10:00 AM. Contractors are expected to handle daily pickups, inventory, and delivery across multiple hotel locations in Washington DC, Virginia, and Maryland, with the potential for location adjustments based on mission requirements.

Solicitation Questions and Answers for W912R1-26-Q-7003 From DCNG USPFO Contracting Officer: MAJ Darrin Weaver Contracting Specialist: CPT Kyle Hartleben as of 01/15/2026 @ 1300
Q1: How will daily quantities be communicated (e.g., email, app, phone), and by what time each day?
A1: Will be communicated during pickup.
Q2: The PWS states pickups/drop-offs occur between 0530–1500 “Daily,” but also Monday–Friday. Should we plan for 7 days a week or weekdays only?
A2: The contractor shall conduct laundry pickups and drop-offs Monday through Friday. PWS updated.
Q3: The PWS states services occur even on recognized US holidays or closures, but later states the contractor shall not perform services on recognized holidays. Which instruction controls?
A3: There will not be a requirement to work on U.S. Federal Holidays found in 1.4.2 in the PWS. PWS updated.
Q4: The PWS lists 12 locations, but the Technical Exhibit lists more. Please confirm the current official list and the total count of locations.
A4: The current list is found in Technical Exhibit 2, but is subject to change with mission requirements. Can go up to 20 locations. PWS updated.
Q5: Will members provide their own laundry bags, or will the contractor provide them?
A5: Mesh laundry bags are already provided by the Government, may require labeling with a unique identifier for organization purposes.
Q6: Is dry-cleaning ever required, or is all work standard laundering only?
A6: Dry cleaning is not required.
Q7: Is there a Government-provided inventory/receipt template, or may the contractor use its own?
A7: The contractor may use their own template.
Q8: How many containers are needed per site, and who determines the quantities?
A8: Dirty laundry will be in laundry bags provided by the Government. Containers are up to the Contractor's discretion on how they propose to transport. The quantity of containers is also at the contractor's discretion.
Q9: The PWS requires items to be “inspected, inventoried, and notated” at pickup and delivery. Does the Government require a piece-count by item type/size, or is a bag count sufficient?
A9: The preferred method is to weigh laundry at pickup and deliver to catch discrepancies in laundry, other methods may be acceptable with COR approval during post award. Loss of clothing will result in contractor liability limited to a maximum of sixty dollars ($60.00) per individual item. See PWS 5.1.10.
Q10: May laundry bags be commingled during the washing process, or is each bag required to be washed separately?
A10: Laundry bags may be commingled together, assuming bags are secure prior to and do not become displaced during the process.
Q11: Are there specific instructions or standards for folding, packaging, or labeling laundry upon delivery?
A11: All laundered items shall be neatly folded, organized, and returned in the labeled bag, free of wrinkles.
Q12: What types of items will be laundered (e.g., uniforms, linens, towels, mixed items)?
A12: Uniforms and mixed general clothing items.
Q13: How many total pickup and delivery locations are anticipated for this requirement?
A13: Up to twenty different locations within the National Capital Region, which are subject to change post-award. See Technical Exhibit 2.
Q14: The RFQ narrative references pickup Monday–Friday; however, the pricing exhibit reflects 181 calendar days. Will laundry pickups be required on Saturdays and Sundays?
A14: Laundry pickups will not be required on Saturday and Sunday.
Q15: If not, will laundry generated over the weekend be consolidated into the Monday pickup?
A15: Yes.
Q16: Are there any special handling requirements for laundering, such as specific detergent types?
A16: Standard commercial detergents for colors/whites capable of meeting PWS requirements 5.1.4, 5.1.5, and 5.1.6.
Q17: Are there any special handling requirements for the separation of delicates, whites, or other categories?
A17: At Contractor discretion.
Q18: Are there temperature or sanitation requirements beyond standard commercial laundering?
A18: Standard commercial methods for colors/whites capable of meeting PWS requirements 5.1.4, 5.1.5, and 5.1.6.
Q19: Technical Exhibit 2 lists multiple hotel locations across DC, VA, and MD. Please confirm whether each listed location represents an individual pickup and delivery point, or whether laundry is consolidated by the Government to a central location prior to contractor pickup.
A19: Each location listed in Technical Exhibit 2 represents individual pickup and delivery points.
Q20: Based on Technical Exhibit 1 requirements for sorting, bundling, and labeling upon return, please confirm whether laundry items may be commingled during the washing process, provided all return bundling, size sorting, and labeling requirements are met. Alternatively, does the Government require laundry to be washed by individual bag or by location?
A20: Multiple, secured laundry bags from different service members may be washed together in the same machine (i.e., commingled). However, each bag must remain securely closed throughout the entire process to ensure the contents of one bag do not mix with another.
Q21: Technical Exhibit 1 references “Miscellaneous Clothing and Equipment.” Please clarify whether laundry items are expected to arrive pre-sorted by item type and size, or if sorting is the responsibility of the contractor.
A21: Items will be in individual laundry bags.
Q22: Beyond the stated cleanliness, chemical residue, and drying standards, are there any additional laundering requirements (e.g., specific detergents, temperature restrictions, separation of whites or delicate) that the contractor must follow?
A22: No additional laundering requirements; however, damage to clothing items will be paid to individuals by contractors.
Q23: The PWS says an average of 60 bags per day and 5 days a week, so only 300 bags per week?
A23: There will be an average of up to 60 bags per day including weekends. Although pickups and delivery will not be required Saturday and Sunday, this will still average up to 420 bags per week.
Q24: If/when the NG expands to hotels beyond the 15 listed in the PWS, how do we charge for additional durable laundry supplies needed, such as extra laundry scales that must be supplied to each hotel?
A24: Locations can be added via negotiated modification.
Q25: Are we able to charge anything extra if the Guard adds additional pickup/drop-off locations (ie. additional hotels) beyond the 15 listed in the PWS, thereby increasing delivery time and costs?
A25: Locations can be added via negotiated modification.
Q26: The PWS does not address what happens when hundreds of troops rotate out, and new troops rotate in to take their place in DC. When troops go off mission and leave DC and new ones come in to replace them, it is very tedious and time consuming to collect sometimes 500+ laundry bags at a time for the troops who are leaving, clear out the customer accounts associated with those laundry bag’s barcode, and then re-assign barcodes and re-create new customer accounts using those same barcoded laundry bags for the replacement troops coming in. This can be a very large added expense. Are we able to charge anything extra for the cost incurred in reprocessing laundry bags for troops rotating out and new ones coming in?
A26: PWS updated, see sections 1.2 and 5.1.12.
Q27: Paragraph 1.3 seems to conflict with itself. It says a 1 month base and 5 one-month options, but then it says plus an additional 6 one-month options as an emergency extension. Is the total possible contract period supposed to be for 6 months total (1+5), or 7 months (1+6) total, or 12 months (6+6) total. (see excerpt below):
Period of Performance (PoP): The Period of Performance shall be on a 1 month Base Period with five 1 month options for up to an average of sixty (60), 20-Ibs pound, bags of laundry per day, plus an additional six (6) one-month Ordering Periods as an emergency extension (6 months total) per clause FAR 52.217-9 if needed. The Base Year PoP shall begin on 01 February 2026.
A27: PWS updated, see section 1.3.
Q28: Will any accommodations be made (monetary or otherwise) to offset excessive added time and cost, if any, to perform daily pickup and drop-off in parts of DC that could see extreme transit delays due to increased security checkpoints, vehicle checks, and/or extremely heavy traffic during and leading up to America’s 250th Birthday celebration?
A28: No.
Q29: Will contractor’s drivers or other personnel be required to go through background checks and/or secret service screening and approval to perform its duties during or leading up to America’s 250th Birthday celebration?
A29: Reference PWS section1.4.5 to 1.4.6. This will be implemented if needed for instances such as described in Q29.
