About this file

This file contains industry day presentation slides for the U.S. Army Corps of Engineers (USACE), Louisville District, announcing an upcoming Progressive Design-Build (PDB) competition for Fort Campbell, Kentucky. The presentation, delivered on October 8, 2026, by Project Manager Erich Hoehler and Agreements Officer April Judd, outlines the procurement strategy, evaluation process, and applicable regulations for two major construction projects.

The Aircraft Maintenance Hangar project has an estimated value of $220 million and is currently 35% designed. USACE will issue a Request for Qualifications (RFQ) in the first quarter of FY27, with Phase 1 award targeted for the second quarter of FY27. The acquisition strategy employs Progressive Design-Build with Other Transaction Authority (OTA) under 10 U.S.C. 2808a, exempt from Federal Acquisition Regulation (FAR) requirements. The UEPH Barracks project comprises two 260-person unaccompanied enlisted personnel housing barracks valued at $205 million with 100% design complete. A Market Intelligence Notice was issued September 28, 2026, with responses due October 13, 2026. The barracks acquisition will utilize Construction Manager at Risk (CM@Risk) via OTA, with RFQ issuance targeted for the second quarter of FY27, Phase 1 award in the third quarter of FY27, and Guaranteed Maximum Price (GMP) modification in the fourth quarter of FY27. Both acquisitions employ a three-step selection process: qualifications-based RFQ evaluation, pitch presentations by up to three selected firms, and negotiations with the most highly qualified offeror. Applicable laws include Buy American Act, Davis-Bacon, Miller Act, FOIA, fiscal laws, Procurement Integrity Act, and laws of general applicability. Interested firms must register in System for Award Management (SAM) and submit qualifications through the Procurement Integrated Enterprise Environment (PIEE).

Firms will have 60 minutes to deliver an oral presentation about why they are the best qualified firm to deliver the project.

After 60 minutes, a panel of government reviewers will ask questions about the presentation and the team. *The Pitch Meetings are intended to be conversational, rather than a strict Q&A session.
