About this file

This is a Special Provisions document (Section 00 80 50.00 06) for a design-build bridge replacement project numbered 569105 for Pershing and Roosevelt Bridge Replacement, issued under Amendment 0002 dated May 2023. The document supplements base contract requirements and establishes procurement and contracting requirements for this specific task order.

The special provisions address critical project management and deliverable requirements, including submittal procedures for closeout documentation such as preliminary and final as-built drawings in CAD format and contour maps, all requiring Government approval. The contractor must maintain working as-built drawings on a weekly basis throughout construction and submit completed versions to the Contracting Officer's Representative. The contract incorporates native CAD files provided by the Government for use exclusively in as-built preparation, with specific requirements that files remain in their original format without translation to alternative software systems. Key personnel, including subcontractors and outside consultants, must be specifically identified and agreed upon during negotiations before substitution. The document requires compliance with safety standards (EM 385-1-1), comprehensive environmental management including Storm Water Pollution Prevention Plans (SWPPP), NPDES permit requirements, waste management protocols, and asbestos-free material certifications. Additional provisions address native file availability for design-build proposals, time extensions for unusually severe weather based on established monthly weather delay schedules, utility availability, sequence of work phasing (ensuring one bridge remains operational during construction), traffic and property interference minimization, soil borrow certification requirements, and post-construction cleanup obligations.

1.9 STORM WATER POLLUTION PREVENTION PLAN (SWPPP)

In accordance with the National Pollutant Discharge Elimination System (NPDES) Permit, a Storm Water Pollution Prevention Plan (SWPPP) is required for any project where 1 acre or more of earth is disturbed or if disturbance is occuring within stream limits. The Contractor will be responsible for obtaining all permits, including, but not limited to 401 and 404. Utility installation within the stream will also occur during construction of the project, which will need to be permitted as well. This plan shall be developed by the Contractor as a pre-construction activity and must meet the erosion and sediment control requirements for the State where work is being performed. The plan must identify the controls that will be used and include design, inspection, and maintenance information. A site plan with the existing and proposed grading shall be included, showing the controls being utilized. The permanent stabilization practices (permanent seeding, mulching, sodding, plants, erosion control blanket, riprap, etc.) should be shown on the final grading plan, with temporary controls (temporary gravel construction entrance/exit, silt fences, straw bales, temporary diversions, sediment basins or traps, etc.) shown on the existing grading plan. Use of straw bales alone is not considered an effective method of sediment control. Prior to the start of construction, DOCUMENT 00 80 50.00 06 Page 5 the Contractor shall submit the SWPPP to the Contracting Officer for review and acceptance. The SWPPP must address compliance with all State laws regarding historic preservation and endangered species with State Letters attached. Once the SWPPP is accepted by the Contracting Officer, the NOI will be prepared by the Contractor, utilizing information contained in the approved SWPPP. A Notice of Intent (NOI) will be forwarded to the State by the Contractor. Commencement/start of construction (ground disturbing activity) by the Contractor shall not begin prior to the NPDES permit and letter for compliance being received. A copy of both the SWPPP and NPDES Permit must be kept at the construction site. Note, the SWPPP is a part of the total Pollution Prevention Plan that the Contractor is responsible for preparing in accordance with Specification Section 01 57 19.00 06.

If it is stated in the Task Order SCOPE OF WORK that the Government will develop the SWPPP, then the Contractor will be provided all plans and details to be implemented. A Notice of Intent (NOI) will be prepared by the U.S. Army Corps of Engineers and submitted to the State where work is being performed. The Contractor shall maintain a copy of the State compliance letter, the NPDES Permit and SWPPP at the construction site. Any changes made to the plan must be documented and approved by the Contracting Officer. The Contractor will be responsible for paying all permits and fees related to the NPDES permit unless otherwise stated in the Task Order SCOPE

OF WORK.

1.10 EXERCISE OF OPTION (EXTENDED CONTRACTUAL COVERAGE)

(1) Subsequent procurement of services of the type herein described may be accomplished at the sole determination of the Government.

The Contractor will be provided electronic files at the beginning of construction for use during the construction phase which are to be maintained during construction for the preparation of as-builts. The Contractor shall be responsible to print two full size paper copies. The Contractor shall enter changes and corrections on two sets of paper full size construction plans on a weekly basis in accordance with Paragraph "Maintenance of Working As-Built Drawings" in this section.

b. The Contractor shall submit completed working paper as-built drawings to the Contracting Officer's Representative for completion of digital as-built drawings by others based on the paper copy markups maintained by the Contractor during construction.

1.11.2 Withholding

Maintenance of working as-builts is considered part of the value of the facilities being constructed and will not be paid for as a separate line item. All costs in conjunction with periodic as-built maintenance and final preparation shall be considered a subsidiary obligation of the Contractor.

1.11.2.1 Failure to Maintain

If the Contractor fails to maintain the working as-built drawings as specified herein, the Contracting Officer will deduct from the monthly progress payment an amount up to 10% or which, in the Contracting Officer's judgment, represents the estimated cost of bringing the as-built documents up to date. This monthly deduction will continue until an agreement can be reached between the Contracting Officer and the Contractor regarding the accuracy and completeness of working as-built documents. This includes conversion of submittals and other miscellaneous documents.

1.11.2.2 As-Builts Prepared by Contractor

The Contractor is required to prepare and provide final as-built drawings.

The Contractor shall include an activity in the cost-loaded schedule for the final As-Built drawing submittal in the amount defined in the following paragraph. See LRL Section 01 32 01.00 06, PROJECT SCHEDULE, para "Basis for Payment and Cost Loading". This amount shall be withheld and not paid until the final As-Built drawing submittal has been accepted by the Government.

Withholding for the final as-built drawing submittal shall be in the amount of: 1% for contract awards less than $5,000,000; $50,000 for contracts awarded from $5,000,000 to $10,000,000; or $100,000 for contracts awarded greater than $10,000,000. Withholding shall be withheld until the final as-built drawing submittal has been approved and accepted by the Government.

It is recognized that the shop drawing submittals (revised showing as-built conditions) will serve as the as-built record without actual incorporation into the contract drawings. The final as-built construction drawing shall reference the shop drawing file that includes the as-built information. In turn, the shop drawing shall reference the applicable construction as-built drawing. All such shop drawing submittals must include the paper copy and PDF of the drawings.

e. The invert elevations and grades of any drainage structures or ditches installed or affected as part of the project construction.

f. Changes or modifications which result from the final inspection.

g. Contour map of the final borrow pit or spoil area with spot elevations as necessary if: borrow material is from sources on Government property; Government property is used as a spoil area; or, if excavated soil materials are placed in approved locations other than a landfill.

h. Where contract drawings present options, only the option selected for construction shall be shown on the final as-built drawings.

i. Systems designed or enhanced by the Contractor, such as HVAC controls, fire alarms, fire sprinklers, fire protection, fire detection and irrigation systems and other related systems in this project, shall be incorporated into the as-built drawings to include detailed information for all aspects of the systems including wiring, piping, and equipment

DOCUMENT 00 80 50.00 06 Page 8 drawings.

j. Room numbers shown on the contract drawings are selected for design convenience and may not represent the actual numbers intended for use by the end user. Final as-built drawings shall reflect actual room numbers adopted by the end user.

k. Contract modification (change order price) shall include the Contractor's cost to change working and final as-built drawings to reflect modifications and compliance with the following procedures (See "Markings and Indicators"):

(1) Directions in the modification for posting descriptive changes shall be followed.

(2) A Revision Triangle shall be placed at the location of each deletion.

(3) For new details or sections which are added to a drawing, a Revision Triangle shall be placed by the detail or section title.

PROJECT DESCRIPTION AND DESIGN REQUIREMENTS

09/17

Amendment 0002

PART 1 DESIGN OBJECTIVES

1.1 SCOPE OF WORK

Design and construction must comply with the requirements contained in this Request for Proposals (RFP). The design and technical criteria contained and cited in this RFP and the Unified Facilities Guide Specifications (UFGS) establish minimum standards for design and construction quality. The Designers of Record must use the Unified Facilities Guide Specifications (UFGS) and the requirements contained in this RFP to fully develop the technical specifications and construction drawings.

The building and site drawings included in this RFP illustrate the conceptual design of the project. Drawings provided must be followed by the Design/Build Contractor to comply with the Installation functional needs. The structural design is the contractor's responsibility.

This contract must consist of a base bid for the design and construction of the precast reinforced bridge system complete with associated utilities, storm drainage, paving, markings, sidewalks, curbs, gutters, exterior lighting, grading, erosion prevention and sediment control, and physical security requirements.

1.2 APPLICABLE CRITERIA

Applicable design and construction criteria is specifically indicated, but not limited to that mentioned in this LRL Section 01 02 10.00 06. Criteria must be taken from the most current references as of the date of issue of the RFP, unless noted otherwise. Referenced codes and standards are minimum acceptable criteria. Administrative, contractual, and procedural features of the contract must be as described in other sections of the RFP.

1.3 SPECIFICATIONS

The technical specifications must be developed from the Unified Facilities Guide Specifications (UFGS) by the Designers of Record. The Louisville District (LRL) versions of the UFGS must be used in all cases where applicable. All other specifications must be the UFGS army edition guide specifications unless otherwise indicated or not available. If not available in UFGS, the Designer of Record must develop one using a SpecsIntact template. See LRL Section 01 03 00.00 06 DESIGN SUBMISSION REQUIREMENTS AFTER AWARD for further technical specification preparation requirements.

1.4 DESIGN QUALITY

The main objectives of this solicitation are to obtain a new bridge system

SECTION 01 02 10.00 06 Page 4 to replace the existing Pershing Avenue and Roosevelt Avenue Bridges including associated site development within funds available, and to maximize design and materials quality. Design and materials quality is achieved through the integration of precast bridge span and foundation system, guardrail and appurtences, selection of bridge systems for low-cost maintenance and operation, and an overall balance of aesthetics and functionality within the parameters provided herein. Refer to Paragraph

4.1.1 Structural System Description.

1.5 DESIGN FREEDOM

Requirements stated and illustrated in this RFP are minimums. The drawings provided establish minimum requirements and spatial relationships that have been reviewed for user function and preliminary code compliance. Site plans and detailing may change with government approval to enhance design, comply with codes, incorporate options, or support constructability.

1.6 HAZARDOUS MATERIALS ABATEMENT

Asbestos abatement is not required during demolition. Lead-based paint is not present.

1.7 PERMITS

The contractor must be responsible for preparing, filing, and paying for any fees required to obtain all necessary permits for the construction of this project. Refer to Section 01 57 19.00 06 TEMPORARY ENVIRONMENTAL

CONTROLS AND PERMITS.

PART 2 SITE PLANNING AND DESIGN

2.1 EXISTING CONDITIONS

The project is located within the Installation. The sites (2) are within the Defense Supply Center, Columbus, Ohio installation which cover approximately (2) acres. The two bridges cross Mason Run at Pershing Avenue and Roosevelt Avenue. Sixteenth (16th) Street is parallel to Mason Run and west of both bridge sites.

2.2 SITE DEVELOPMENT PLAN

The site layout drawing provided is a conceptual layout and must be fully developed to include the requirements of this RFP. Provide a site development plan that shows the spatial and functional arrangement of the bridge system requirements. The design must provide an economical, compatible, and functional plan that utilizes the advantages of the site, preserves the maximum number of existing trees on the site, and organizes vehicular and pedestrian circulation. The site development plan must accommodate site opportunities, site constraints, RFP requirements, and applicable codes.

2.3 LANDSCAPE DESIGN

Detailed landscaping, landscape design and construction is not part of this scope of work. Provide approved seed and/or sod or other biodegradable rolled erosion control product to stabilize exposed and disturbed soils.

SECTION 01 02 10.00 06 Page 5

Seed and/or sod must be compatible with the climate conditions of the local area. Seed mixture must conform to DSCC native seed selection and be submitted to the Government for verification prior to installation. The following is the preferred seed mix application per area:

Zone Native Seed Mixture

Articulated concrete block infill Low-sedge meadow native mix

All other bank slope areas Moist-meadow

Lawn Turf grass or sod

See the appendices for the Base plant list.

The Contractor is responsible for establishment, monitoring, and maintenance of vegetation. Contractor is responsible for repair or replacement of seeded areas, which do not provide adequate cover or do not meet the Contracting Officer’s satisfaction.

2.4 GRADING AND DRAINAGE

The grading must maintain existing topography while recognizing standard gradients. Create a smooth transition of graded areas into the existing natural site. The plan must reflect selective site clearing that preserves as many trees as possible. Grading must manage site runoff to maintain rate of flow and quantity to pre-construction levels, or reduce site runoff where possible. The principles of positive drainage must be applied to control the conditions that remove rainfall away from facilities and functions. Site designs must seek to minimize the disturbance of land, and utilize natural drainage paths where possible. Federal, state and local regulations regarding the design of storm water management systems must be considered the minimum design criteria.

Avoid altering existing drainage patterns unless these alterations do not negatively impact proper water management or safety. The new bridge structures should increase the clear span without reducing rise; thus, enlarging the cross sectional area of the channel through the existing culvert and wingwall alignment. Match channel flowline and invert elevations to provide continuous flow and uniform water surface through the reach. The contractor is responsible for providing any stream flow information for the project.

Amendment 0002***************************************************************

2.5 VEHICLUAR AND PEDESTRIAN CIRCULATION

Install roadway, roadside, and sidewalk signage and pavement markings to match existing and in accordance with the OMUTCD. Design and construct accessible routes, pedestrian crossing, and curb ramps to match existing and in accordance with the Architectural Barriers Act Accessibility Standards (ABAAS) and ODOT CMS.

3.1.1 Construction Phasing

This project requires phasing demolition and construction of the existing and proposed structures. Pershing Avenue and Roosevelt Avenue are the two main corridors to access the west side of the base from the Yearling Avenue gate. Due to this characteristic of the bridges, both bridges must not be demolished or even closed at the same time for any reason. Utility work may be phased on both bridges at the same time as long as the work does not impact traffic capacity of the bridge.

3.1.2 Materials

As a minimum design criteria all materials must conform with the applicable sections of the UFGS Specifications. ODOT CMS materials may be incorporated in the UFGS Specifications.

3.1.3 Site Survey for Both Bridge Sites

A site survey was conducted by the Louisville District Corps of Engineers of the project sites. This survey includes all planimetric features such as buildings, sidewalks, roadways, visible utilities, and road culverts (including type, size and inverts). Rim, ground surface and invert elevations and pipe sizes at sanitary manholes, cleanouts, storm manholes, inlets and catch basins, location of fire hydrants and water valves, location and type of fences and walls are shown. This survey will be provided to the successful DB Contractor in electronic format. See the diagrammatic drawings for survey data to be used for proposals.

The DB Contractor must be responsible…
