About this file

This document is a Request for Proposal (RFP) and Task Order solicitation for design-build roofing services under an existing MATOC (Multiple Award Task Order Contract) vehicle. The Government is requesting price proposals from nine pre-qualified MATOC contractors for the complete design and construction of roof replacement services at the Columbia, Missouri Army Reserve facility (MO006), located at 1306 Business Loop 70 W. The project encompasses roof replacement work across two buildings: the USARC building with eight roof sections totaling approximately 21,622 square feet, and a warehouse building with one section of 2,607 square feet. All existing EPDM roofs are to be replaced with 2-Ply Modified Bitumen systems in accordance with UFC 3-110-03 specifications. The work includes design services by a Registered Roof Consultant (RRC) with at least 10 years of experience and current IIBEC licensure, plus all associated construction, equipment relocation, metal wall panels, roof hatches with fall protection, concrete splash blocks, and gutter replacement.

The cost range for this task order is between $1,000,000 and $5,000,000, with award based on a best value trade-off methodology where price is weighted more heavily than past performance evaluated through CPARS reports. Proposals must be received by 2:00 PM ET on 27 June 2026 via email to charity.a.mansfield@usace.army.mil and shall remain valid for a minimum of 120 calendar days. All proposals must include detailed price breakdowns demonstrating use of binding MATOC contract rates and labor categories; proposals failing to provide this information will be deemed non-compliant. The selected contractor must complete all work within 275 calendar days from the Notice to Proceed, with liquidated damages of $2,725 per day for delays. Performance and Payment Bonds are required within 10 days of award. An on-site site visit is scheduled for 09 June 2026 at 9:00 AM, and technical questions must be submitted via ProjNet using Bidder Inquiry Key GD2ZXU-ZM3MB4 no later than five calendar days before the 27 June deadline.

1.3. COMMENCEMENT, PROSECUTION AND COMPLETION OF WORK - Paragraph 1.3 of Section 00 80 00.00 06 is replaced with the following:

1.3.1 After approval of the required bonds, the Government will issue an Administrative Notice-to-Proceed (NTP) to allow for preconstruction activities to be initiated in accordance with the contract requirements. The contract period of performance specified in Contract Clause 52.211-10 will begin upon issuance of Administrative NTP. No onsite demolition or construction work will be permitted during the Administrative NTP period. All required preconstruction activities and submittals must be submitted and accepted by the Government, where applicable, within the Administrative NTP period. The Government will issue a Construction NTP to allow commencement of all other contract work after the Administrative NTP period, or after the contractor's completion of all work specified in the Administrative NTP. Failure to complete all required preconstruction activities may result in the contract being terminated for default in accordance with Contract Clause 52.249-10 Default (Fixed-Price Construction).

1.3.2 Refer to FAR 52.211-12 "LIQUIDATED DAMAGES" in Section 00 70 50 for the amount of Liquidated Damages for the Task order project.

This provision specifies the procedure for the determination of time extensions for unusually severe weather in accordance with the "Default (Fixed-Price Construction)" as discussed in Section 00 70 00 of the base contract and Section 00 70 50 of this task order. In order for the Contracting Officer to award a time extension under this clause, the following conditions must be satisfied:

The weather experienced at the project site during the contract period must be found to be unusually severe, that is, more severe than the adverse weather anticipated for the project location during any given month.

The unusually severe weather must actually cause a delay to the completion of the project. The delay must be beyond the control and without the fault or negligence of the Contractor.

The following schedule of monthly anticipated adverse weather delays is based on National Oceanic and Atmospheric Administration (NOAA) or similar data for the project location and will constitute the base line for monthly weather time evaluations. The Contractor's progress schedule must reflect these anticipated adverse weather delays in weather dependent activities.

MONTHLY ANTICIPATED ADVERSE WEATHER DELAY WORKDAYS BASED ON (5) DAY WORK

WEEK

JAN FEB MAR APR MAY JUN JUL AUG SEP OCT NOV DEC

MO006 22 21 21 21 16 5 4 4 6 18 19 20

Actual adverse weather delay days must prevent work on critical activities for 50 percent or more of the Contractor's scheduled workday. The number of actual adverse weather delay days shall include days impacted by actual adverse weather (even if adverse weather occurred in previous month), be calculated chronologically from the first to the last day of each month and be recorded as full days. If the number of actual adverse weather delay days exceeds the number of days anticipated listed above, the Contracting Officer will convert any qualifying delays to calendar days, giving full consideration for equivalent fair-weather workdays, and issue a modification in accordance with the "Default (Fixed-Price Construction)" in section 00 70 00 of the base contract, Volume 1 .
