About this file
This is Amendment 0002 to a Request for Proposal (RFP) for design-build roof repair and replacement services under the Army Reserve National Roofing Program (NRP), FY26 Project 12. The amendment modifies solicitation W912QR26R1C5X and applies to two locations: Fort Rucker, AL (FAC ID AL018) and Camp Shelby, MS (FAC ID MS800), with a combined estimated cost range of $1,000,000 to $5,000,000.
The amendment revises and adds specification sections to the Table of Contents, specifically modifying Statement of Work sections for both Volume A (AL018) and Volume B (MS800). Key project scope includes roof system replacements: at AL018, three sections totaling approximately 19,967 square feet of TPO single-ply roofing will be replaced with 2-ply Modified Bitumen systems; at MS800, multiple buildings totaling approximately 48,432 square feet will have existing TPO single-ply, trapezoidal metal panel, and standing seam metal roofs replaced with either Modified Bitumen or fleece-backed PVC systems. Amendment 0002 adds Attachment D (Pre Proposal Site Visit Photos dated August 18, 2026) and incorporates specific construction requirements including secondary drainage modifications, external ladder installation, roof deck repair assumptions (up to 10% damaged decking and 50% wood nailers), equipment screen removal, and expanded sealant replacement work. Design requirements mandate a Registered Roof Consultant (RRC) with ten years of roofing design experience and current IIBEC licensure as Designer of Record, with design milestones extending from Notice to Proceed through Certified Final Submittal (NTP+160 days). Proposals are due no later than September 9, 2026 at 2:00 PM Eastern Time, submitted to Ethan.S.Phillips@usace.army.mil, with the Government reserving the right to award based on initial proposals without discussion.
