About this file

This Justification and Approval (J&A) document supports a sole-source procurement for Monaco Enterprises Incorporated (MEI) fire alarm radio and alarm transceiver equipment for the US Army Engineer District at Fort Cavazos, Texas. The solicitation will require a new firm-fixed-price contract for maintenance and repair of the existing Equipment Concentration Site (ECS), with an estimated contract value that has been redacted. The procurement is specifically for a sole-source brand-name requirement, as MEI's fire alarm equipment is the only compatible system with the current installation-wide network, and replacing it with alternative equipment would jeopardize safety and communication capabilities.

The J&A highlights critical infrastructure needs, noting the current facility (Building 56767) was constructed in 2001 and has not undergone significant maintenance, with mechanical, plumbing, and electrical systems beyond serviceable life. The proposed project will address extensive life safety issues, including leaking roofs and walls, inadequate power and cooling systems, and the need to replace major infrastructure components to ensure continuous mission operation. A Notice of Intent was posted to SAM.gov on 09 March 2025, and as of the document's date, no responses had been received. The procurement is considered a finite requirement with no anticipated future competitive actions.

7. Actions to Increase Competition: Apart from the complete replacement of the current system in its entirety for the Fort Cavazos Fire Division, DES and all facilities on the installation, which is not a feasible solution, competition will be limited. No additional actions are planned to increase competition on follow-on procurements for the same or similar requirements for the reasons cited in paragraphs 5 and 6 above. This is a finite requirement with no future needs, and therefore there are no actions to increase future competition.

8. Market Research: Only MEI fire alarm radio, alarm transceiver equipment, which is comprised of proprietary software, will ensure seamless compatibility with the existing system. Market research was not performed in view of the reasons cited above. The market will be the same when this service is procured again.

9. Interested Sources: A technical review was not conducted. Monaco equipment is necessary for this action.
