The Procurement process Laura Phillips-Payne – Contract specialist, Louisville district

Both projects will be a Design-Bid-Build (D-B-B) Request for Proposals (RFP).

Project awards will be made on a “Best Value Trade-off” basis as described in the evaluation criteria.

Proposals must be submitted on time.

* The Louisville District is in the Eastern time zone.

The Source Selection Evaluation Board (SSEB) will evaluate contractors’ proposals based on specific factors which are defined in the RFP Package.

This will be a Full and Open procurement utilizing a Single-Phase Design/Bid/Build solicitation and evaluation. The NAICS code for this project is 236220 and the size standard is $45M.

The basis of award is the Best Value Trade-off process. The Government may opt not to award to the lowest price – All evaluation factors, other than price, when combined are considered approximately equal to price.

This solicitation will likely include options. Evaluation of price will be made on the total of the base and all options price.

The contract period of performance is estimated to be 800 calendar days from Administrative Notice to Proceed.

Source Selection Criteria for a “Best Value Trade-Off” usually consists of the following:

Past Performance Evaluation Recent projects, similar in size, and scope

Management Plan

Narrative Schedule

Small Business Participation Plan

Pro-Forma Evaluation (Price, JV agreements, Bonding, etc.)

Submit your best proposal the 1st time. If we receive an initial proposal that is awardable, discussions may not be opened.

Proposal Requirements Laura Phillips-Payne – Contract specialist, Louisville district

Section 00 22 12 will contain the proposal submission requirements and evaluation criteria. Follow the format described in Section 00 22 12 to keep the proposal in order, success is in the details. Please pay close attention to the requirements of the RFP.

For the Past Performance Factor, we will evaluate both the relevancy of experience and performance quality of prior experience. We will at a minimum review Contractor Performance Assessment Reporting System (CPARS) information available but reserve the right to check any and all sources of past performance information. This level of review will be conducted for the Prime Construction Contractor. This review will result in an overall assessment of confidence in performance.

Pro-Forma information will be reviewed for submission and completion. Failure to provide what is required may result in the proposal being considered non-responsive.

Standard Form (SF) 1442 must be signed, and all amendments must be acknowledged. If this is not done, the proposal may be considered non-responsive.

Proposal prices are to be good for ninety (90) days from the proposal submittal due date.

A bid bond/offer guarantee will NOT be required.

Do not assume that you will be permitted to make revisions to a proposal. Following the completion of the evaluation, if there is a technically qualified contractor at an affordable price, the Government has no reason to open discussions and ask for proposal revisions. The initial proposal should include your best effort.

Instructions for submitting a Request for Information (RFI) will be included in the solicitation.

RFIs for this project will be received and answered through the Projnet system: www.projnet.org Any RFIs submitted directly to the project team will not receive a response and will be directed to the Projnet system.
