About this file

This document is a Request for Proposal (RFP) for an Indefinite Delivery, Indefinite Quantity (IDIQ) Multiple Award Task Order Contract (MATOC) issued by the U.S. Army Corps of Engineers Louisville District. The solicitation seeks up to seven (7) small business contractors to support military construction and operations and maintenance funded construction requirements in Michigan, Illinois, Indiana, Ohio, and Kentucky. The total contract capacity is $240,000,000, with a maximum of $15,000,000 per task order, and will consist of a five-year base period with a six-month option to extend the ordering period.

The procurement will follow a two-phase evaluation process, with Phase I focusing on Past Performance and Technical Approach, and Phase II evaluating Design/Technical, Management Approach, and Price. The contract is set aside 100% for small businesses under NAICS code 236220, with a size standard of $45,000,000. Offerors must be registered in the System for Award Management (SAM) and will be evaluated on their ability to provide design-build and design-bid-build construction services. The solicitation indicates the government intends to award without discussions, and contractors will be given fair opportunity to compete for individual task orders throughout the contract's performance period.

Proposals which do not include the information required for Volume I and Volume II, consequently, may be deemed ineligible for award, and may not be further evaluated.
