Questions & Answers for W912QR25QA082 - US Army Corp of Eng Security Services

1. Unarmed Guard Licensing:

The PWS references a “Kentucky Security Guard License.” Our research indicates that Kentucky does not require a statewide license for unarmed security guards, and Louisville Metro’s licensing requirements primarily apply to armed officers/agencies.

• For unarmed guard personnel, what specific license, registration, or credential (if any) is required at time of award and/or at contract start? Is a local business registration or other documentation sufficient, or is there a particular credential you expect for unarmed officers?

Not required if unarmed.

2. Staff Vetting / Tier 3 Investigation:

The PWS requires all contractor guards to have a favorably adjudicated Tier 3 investigation for CAC issuance.

• Will the Government accept guards who have a fingerprint check and a Tier 3 investigation initiated (but not yet fully adjudicated) for initial CAC issuance and onboarding, or must the Tier 3 be fully adjudicated prior to start of performance?

Fingerprints submitted and Tier 3 Investigation initiated but not fully adjudicated will be acceptable.

3. Incumbency and Transition:

Is there an incumbent contractor currently providing unarmed guard services at LRL HQ (separate from the building’s Bradford Allen security team)? If so, will there be a transition period or phase-in expectations?

There are two Allied Universal Security Guards at the LG&E Building, BA funds both positions.

LG&E has corporate security personnel but no contracted security guards that I am aware of.

4. Collective Bargaining Agreement (CBA):

Please confirm whether there is any CBA in effect for these posts, or if all positions are non-union.

The CBA question would depend on which security guard company wins the bid. Larger security guard companies like Patronus, Allied Universal or Paragon might have a CBA compared to smaller regional security contractors.

I was reviewing the Solicitation released for (W912QR25QA082) SECURITY SERVICES IN SUPPORT OF THE U.S. ARMY CORPS OF ENGINEERS, LOUISVILLE DISTRICT HEADQUARTERS FACILITY on September 12, 2025. I was hoping you might be able to inform me if this is a new effort or if there was a previous contractor that performed these requirements? If the latter, would you be able to inform me of the Contract # used for these services?

This is a brand new effort. No incumbent contractor(s).

The correct due date is 9/26/2025 at 11AM ET. The special instructions page is a typo.

1. Can a company request a deposit on the proposal for services?

USACE does not do deposits.

2. What are the NET billing terms for this contract? we usually operate at a NET15/NET30, thus the deposit inquiry.

NET 30

1. Is there a minimum insurance amount required for the work outside of the minimums noted in (FAR 28.307-2) ? If so, what type and how much?

There should not be anything required outside of the minimum that is noted.

2. Please confirm initial (≤30 days) and annual AT/OPSEC/CUI/IA requirements will be initiated by the USACE or by the contractor?

To ensure the contractor has the training documents required per the ENG FORM 6055 (AT/OPSEC coversheet) the USACE COR should facilitate/provide these training materials to the contractor, at least during the initial contract year, subsequent annual training refreshers should be initiated by the contractor.

COR Expectations:

• Requires POC to coordinate with COR early to insure they understand the AT/OPSEC role in the contract.

• Requires COR to get comfortable with AT/OPSEC Programs to apply the various contract clauses, and to train contractors.

• Provide various sized contractor groups with briefing & collect Training Rosters, signed by each employee. Maintain all records.

• Oversight and Surveillance of Contracts cannot be haphazard or occasionally done.

• Monitoring Contract Performance in Contracts means compliance to AT/OPSEC mandates.
