About this file
This is an Industry Day presentation for a construction project at Niagara Falls Air Reserve Station (NFARS) to be held on January 30, 2025. The project involves constructing a 2,500 SF Boom Operator Weapons System Trainer (BOWST) addition to Building 321 and renovating the building for an Operational Flight Trainer (OFT) simulator, to be executed as a Design-Bid-Build Invitation for Bid with small business set-aside.
The project, estimated between $5M-$10M with NAICS 236220, includes constructing a high bay (21'H x 33'x34'), briefing/debriefing rooms, storage areas, and mechanical/electrical spaces for the BOWST addition. The renovation portion will modify B321 to meet secure storage requirements for simulators. Key requirements include managing PFOS/PFOA contamination, installing a deluge fire system, 2-ton overhead crane, and various HVAC/utility modifications. The pre-solicitation will be advertised in February 2025, with proposals due in May 2025, contract award in May 2025, and construction completion in April 2027. The project duration is 745 calendar days, with the first 30-90 days being administrative notice to proceed. The government will handle simulator procurement/installation separately, though the contractor must complete specific system commissioning afterward.
