2. TECHNICAL SPECIFICATIONS
2.1 All asphalt materials, processing, and placing shall meet the KY Department of Highways Divisions 400 and 800, Sections 401, 402, 403, 406, 407, 804, 805, and 806. Mix design shall meet the requirements for AADTT Class 2. Both Hot Mix and Warm Mix Asphalt are acceptable. Asphalt Surface and Asphalt Base course should have a binder grade of PG64-22.
2.2 Prepare existing surfaces of the dam service access road with a mechanical broom/sweeper, removing all debris and foreign materials.
2.2.1 Provide a mechanical broom or sweeper that is adjustable to make uniform contact with the surface and that thoroughly cleans without cutting into the surface being swept. Use wire hand brooms when necessary.
2.2.2 Extend sweeping beyond the edges of the surface to ensure a thorough cleaning of the full width to be treated.
2.3 Tack Coat / Emulsified Asphalts
A tack coat shall be applied on each layer of asphalt as specified by Kentucky Department of Highways Standard Specification for Road and Bridge Construction (KYDOH SSRBC), Division 400, Section 406.02.01, current edition.
2.3.1 Ensure 0.1 gallons per square yard Tack coat is used when relaying the base and top courses.
Tack coat shall meet the requirements of (KYDOH SSRBC), Division 800, Specification Section 806.
2.3.2 Emulsified Asphalt tack coats of either SS-1 or SS-1h shall be used. Ensure the surface is dry, clean, dust-free, and between 70°F and 160°F.
2.3.3 Apply the tack coat with a spray bar that can be raised to a sufficient height so as to uniformly and completely coat the entire surface. When a uniform application, at the rate required, cannot be obtained from the spray bar, then apply the tack coat by fogging with a hand spray attachment.
2.3.4 If the application rate has not been achieved, reapply the tack coat to achieve the required application rate before placing asphalt mixture.
2.3.5 Placement of the new surface shall take place on the same day as tack coats are applied.
2.3.6 All contact surfaces including manholes, gutters, etc. shall be given a light tack coat prior to placing any fresh mixture against the joint as specified by (KYDOH SSRBC) Division 400, Section 406.03.03 item B, current edition.
2.4 Transporting.
Provide trucks for transporting asphalt mixtures to the site that have tight, clean, smooth metal beds that have been sprayed with a minimum amount of release agent. Drain excess release agents from truck beds.
Do not load trucks that are contaminated with an unapproved release agent.
2.4.1 Asphalt material should be loaded on to trucks per (KYDOH SSRBC) Division 400, Section 403.03.04, current edition.
2.4.2 Deliveries shall be scheduled so that placing and compacting of mixture is uniform with minimum stopping and starting of the paver.
2.4.3 Do not load trucks with asphalt mixtures when the ambient air temperature is below 35 °F.
2.4.4 Hauling over freshly placed material will not be permitted until the material has been compacted as specified, and allowed to cool to 140 °F.
2.5 Asphalt Placement.
The mix shall be placed and compacted at a temperature suitable for obtaining density, surface smoothness, and other specified requirements. Placement of the asphalt surface course shall be laid in a single course to a compacted thickness of 2 inches.
2.5.1 Do not place asphalt mixtures on any wet surface, when the ambient air and existing surface temperatures on the project are less than those specified in the table by (KYDOH SSRBC) Division 400, Section 406.03.01, current edition, or when weather conditions otherwise prevent the proper handling or finishing of the asphalt mixtures.
2.5.2 Upon arrival, the mixture shall be placed to the full width by an asphalt paver; it shall be struck off in a uniform layer of such depth that, when the work is completed, it shall have the required thickness and conform to the grade and contour indicated.
2.5.3 Use asphalt pavers that are self-propelled and capable of spreading and finishing all courses to the indicated widths and depths, line, grade, and cross section, with a smooth finish, uniform in density and texture, without requiring an undue amount of back-dressing for correcting irregularities.
2.5.4 The speed of the paver shall be regulated to eliminate pulling and tearing of the asphalt mat.
2.5.5 Any irregularities in the surface of the pavement course shall be corrected directly behind the paver. Excess material forming high spots shall be removed with a shovel or a lute. Indented areas shall be filled with hot mix and smoothed with a lute, or the edge of a shovel being pulled over the surface.
2.5.6 Unless otherwise permitted, placement of the mixture shall begin along the centerline of a crowned section or on the high side of areas with a one-way slope. The mixture shall be placed in consecutive adjacent strips having a minimum width of 5 feet.
2.5.7 On isolated areas where irregularities or unavoidable obstacles make the use of mechanical spreading and finishing equipment impractical, the mixture may be spread and luted by hand tools.
2.5.7.1 Wood or steel forms, rigidly supported to assure correct grade and cross section, may be used.
2.5.7.2 Placing by hand shall be performed carefully to avoid segregation of the mix. Broadcasting of the material shall not be permitted.
2.5.7.3 Any lumps that do not break down readily shall be removed.
2.5.8 Existing finished surface grades/ road profile shall be maintained unless USACE and Contractor agree that improvements to pavement crown, improvements to existing surface ponding issues, or improvements to pavement runoff can be achieved.
2.5.8.1 The surface of the completed work, when tested with a ten-foot straightedge, shall not contain irregularities more than 1/8 inch.
2.6 Leveling & Wedging.
The contractor shall level and wedge the existing asphalt as needed before placing the new surface course according to (KYDOH SSRBC) Division 400, Section 403.03.09, current edition.
2.6.1 Thoroughly clean the areas to receive the corrective work.
2.6.2 Apply the same tack material as specified for the course(s) being constructed.
2.6.3 Spread the asphalt mixture for leveling and wedging with a motor-patrol grader or paver.
2.6.3.1 Set the paver to a minimum thickness as directed to correct rutting, adverse warping, dipping, and other imperfections in the existing pavement and to provide a smooth, level surface for the final surface course.
2.6.3.2 After spreading, thoroughly compact the mixture.
2.6.4 Do not apply the material monolithically with the surface course.
2.7 Compaction of Asphalt.
After placing, the mixture shall be thoroughly and uniformly compacted by rolling per (KYDOH SSRBC) Division 400, Section 403.03.10, current edition, Option B.
2.7.1 The surface shall be compacted as soon as possible without causing displacement, cracking, or shoving. Provide self-propelled rollers that are capable of reversing smoothly. The sequence of rolling operations and the type of rollers used shall be at the discretion of the Contractor.
2.7.2 Sufficient rollers shall be furnished to handle the output of the plant.
2.7.3 To prevent adhesion of the mixture to the roller, equip steel-wheel rollers with adjustable scrapers, spray bars, and wetting pads to keep the wheels clean at all times. The wheels shall be kept properly moistened but excessive water will not be permitted.
2.7.4 The speed of the roller shall, at all times, be sufficiently slow to avoid displacement of the hot mixture and be effective in compaction. Any displacement occurring as a result of reversing the direction of the roller, or from any other cause, shall be corrected at once.
2.7.5 Rolling shall continue until the surface is of uniform texture, true to grade and cross section, and the required field density is obtained.
2.7.6 In areas not accessible to the roller, the mixture shall be thoroughly compacted with vibratory plate compactor(s) or hand tamper(s).
2.7.7 Any mixture that becomes loose and broken, mixed with dirt, contains check-cracking, or is in any way defective shall be removed full depth, replaced with fresh hot mixture, and immediately compacted to conform to the surrounding area. This work shall be done at the Contractor’s expense. Skin patching will not be allowed.
2.8 Joints.
The formation of joints shall be made ensuring a continuous bond between the courses and to obtain the required density. All joints shall have the same texture as other sections of the course and meet the requirements for smoothness and grade.
2.8.1 Transverse Joints. Transverse joints shall be kept to a minimum.
2.8.1.1 Transverse joints in one course shall be offset by at least 10 feet from transverse joints in the previous course. Transverse joints in adjacent lanes shall be offset a minimum of 10 feet.
2.8.1.2 The roller shall not pass over the unprotected end of the freshly laid mixture, except when necessary to from a transverse joint.
2.8.1.3 When necessary to form a transverse joint, it shall be made by means of placing a bulkhead or by tapering the course.
2.8.1.4 The tapered edge shall be cut back to its full depth and width on a straight line to expose a vertical face prior to placing material at the joint. The cutback material shall be removed from the project.
2.8.1.5 In both methods, all contact surfaces shall be given a light tack coat of emulsified asphalt material before placing any fresh mixture against the joint.
2.8.2 Longitudinal Joints.
2.8.2.1 The longitudinal joint in one course shall offset the longitudinal joint in the course immediately below by at least 1 foot; however, the joint in the surface course shall be at the centerline of the pavement.
2.8.2.2 Longitudinal joints which are irregular, damaged, uncompacted, cold (less than 175 degrees F at the time of placing adjacent lanes), or otherwise defective, shall be cut back a maximum of 2 inches from the top of the course with a cutting wheel to expose a clean, sound vertical surface for the full depth of the course. All cutback material shall be removed from the project.
2.8.2.3 All contact surfaces shall be given a light tack coat of emulsified asphalt material prior to placing any fresh mixture against the joint.
2.8.2.4 The Contractor will be allowed to use an alternate method if it can be demonstrated that density, smoothness, and texture can be met.
2.9 Remediation Procedures.
THIS PARAGRAGH IS ONLY TO BE USED IF repair and/or remediation of the existing base course asphalt, stone sub-base section, or subgrade is required. All work consisting of the remediation of existing conditions will be inspected and reviewed by USACE, and awarded via listed option item.
Any area(s) requiring repair or remediation shall be identified and reported to the TPOC and/or Lake Manager. Reporting would include but not be limited to the size and scope of the affected area(s), acceptable proposed repair procedure(s), and pricing for remedial work with supporting documentation, recommendations, associated costs, and applicable warranties. No remedial work shall take place until area(s) have been inspected by USACE and approval is granted. The following is a general outline of remedial procedures based on severity of failure.
2.9.1 Mild failure of existing asphalt base. The contractor will perform needed base repairs on any approved area identified. Cracks greater than 1/4 inches will be cleaned and filled using ASTM D6690 hot pour sealer. If excessive cracking is present or the base course asphalt has deteriorated and the sub-base aggregate are exposed, treat the area as a pothole.
If only the sub-base is exposed and in good condition, then start repairs from the sub-base up. If the sub-base is cracked or has a hole deep enough to expose all aggregate below, visually inspect the aggregate and replace any poor-quality material.
New asphalt base shall be laid in a single course to a compacted thickness of matching the existing base course asphalt elevation (minimum 3 inches). Placement of the asphalt surface course shall follow and be laid in a single course to a compacted thickness of 1.5 inches during re-surfacing operations to ensure continuity of the surface course.
Any excavated material or spoils from construction shall become the property of the Contractor and shall be removed from the project site. The contractor will remove all demolition debris and left over construction debris to a site licensed to receive/recycle construction debris. The contractor is responsible for any waste disposal, permits and fees associated with disposal.
2.10 Clean up.
All construction debris, trash, and spoils shall be removed from site by the contractor and properly disposed of according to all federal, state, and local laws and regulations. The contractor is responsible for any waste disposal, permits and fees associated with disposal.
3. RESPONSIBILITIES AND SITE CONDITIONS:
a. Existing break areas, offices, latrines, and showers are not available for contractor use. It is recommended that the contractor bring portable restrooms.
b. Parking of vehicles and designated laydown area is to be coordinated with the Lake Manager during pre-construction conference.
c. All deliveries will be coordinated with the Lake Manager at least 48 hours in advance.
d. Contractor shall keep work area clean and orderly.
e. All waste materials shall be removed, and under no circumstance be dumped into the lake.
f. Access to the facility shall not be impeded.
g. The contractor shall exercise care when selecting equipment and equipment sizes as to not damage the existing pavement, curbing, etc. Any damaged caused by negligence to the existing pavement shall be repaired/replaced at the expense of the contractor.
h. Any damage caused by construction to the existing buildings, structures, utilities, or other areas of the project site shall be fully restored to the condition present before start of construction at the contractor’s expense.
4. PRE-PROPOSAL SITE VISIT:
A HIGHLY ENCOURAGED site visit will be conducted on 17 September 2024 at 1030 ET. This site visit is for the contractor to evaluate the site conditions prior to submitting a proposal.
