The Contractor’s work will involve removing the existing ramps and installing new concrete ramps as described in the specifications herein at McAlpine Lock and Dam, located in Jefferson County, Kentucky. The contractor shall furnish all personnel, materials, supplies, tools, parts, equipment, transportation, labor, supervision, communication, and quality control to complete the work listed below. Contractor is responsible for locating all buried utilities in the work area.

The work areas shall be limited to the Small Vehicle Ramp adjacent to the shop building and Lock Wall Transition Ramp, and as indicated in the Index of Exhibits, refer to Exhibits B, C, and D. Please note, all area measurements provided are approximate. It is the responsibility the contractor to inspect the site for exact square footage amounts and special conditions prior to bidding a proposal. Prices shall include mobilization & de-mobilization, fuel, labor, supervision, material, and equipment.

a. After receipt of the NTP, the contractor shall provide the TPOC with a detailed work schedule broken down by week and all requested submittals. The Contractor will complete all scheduled work within 120 calendar days from the issuance of the Notice to Proceed (NTP).

b. Before any demolition work is started, the contractor shall install a temporary access road for USACE personnel and equipment to access the lock wall during the construction of the new transitional ramp. Please refer to Exhibit E for the planned location. The temporary access road shall start at the lower parking asphalt pavement, cross the concrete paved ditch, and extend to the lock wall.

We anticipate the temporary access road will be approximately 35 lineal feet. The temporary road shall be at least 10 feet wide and constructed from compacted crushed limestone. The crushed limestone shall be approximately 12-inches thick consisting of KY No. 3’s or similar, capped and choked with compacted KY DGA. A non-woven geotextile fabric shall be placed between the crushed limestone and subgrade/grass. A 8-inch diameter pipe will need to be installed at the invert of the concrete paved ditch to allow water to flow unrestricted beneath the temporary road. This pipe will be covered with crushed stone.

The contractor shall maintain this temporary road for the duration of the project. Once construction is complete and the new ramps are operational, the contractor will remove the temporary access road and restore the area back to its original condition. The crushed limestone used to construct the temporary road shall become the property of the stockpiled on-site at a location to be determined by the Lock Master after use and become the property of the government.

c. Before and after placing crushed stone base for the new ramps, the subgrade shall be inspected by proof roll using a loaded tri-axle dump truck supplied by the contractor. USACE shall be present during the proof roll inspection.

d. All concrete for the ramps shall be tested as specified with results reported to USACE.

e. All areas where resurface material is to join existing roadways, curbs, or similar objects shall be adjoined/pinned and installation of expansion joint to ensure a smooth transition exists between all surfaces.

f. All debris, spoils, and material excavated or generated from construction of the area shall become the property of the Contractor and shall be removed from the project site. All spoils and waste must be properly disposed of and/or recycled offsite at a site authorized to accept the type of material. The contractor is responsible for any waste disposal, permits and fees associated with disposal.
