Cave Run Lake
150 KY-826
Morehead, Kentucky 40351
1. GENERAL REQUIREMENTS:
The work will involve the re-surfacing of existing asphalt pavement areas at Cave Run Lake USACE Field Office.
This work will include the removal of the existing asphalt surface course by milling and placement of new asphalt surface over existing base course asphalt. The asphalt mixture, construction, and placement are to meet the requirements of Kentucky Department of Highways Standard Specification for Road and Bridge Construction (KYDOH SSRBC), current edition, unless otherwise specified in this scope of work. The contractor shall furnish all personnel, materials, supplies, tools, parts, equipment, transportation, labor, supervision, communication, and quality control to complete the work listed below, at the areas specified at Cave Run Lake, located in Rowan County, Kentucky.
The following intended work areas shall be limited to the Office Access Road (11,045 sf), Office, Public and Employee Parking/Drives (13,820 sf), and North Storage Compound (8,965 sf), and as indicated in the Index of Exhibits. Please note, all area measurements of the listed areas are approximate. It is the responsibility the contractor to inspect the site for exact square footage amounts and special conditions prior to bidding a quote.
Prices shall include mobilization & de-mobilization, fuel, labor, supervision, material, and equipment.
2. LINE ITEM 001: Mill and Remove 1-1/2"(minimum) of Existing Asphalt Surface.
Preparation of the existing Main Office Access Road and Approach, Public Parking Area, Employee Parking Area including drive lanes, and the North Storage Compound.
2.1 The contractor shall take into consideration all equipment sizes and load weights as to not damage the existing pavement sections.
2.2 Contractor shall remove and store all existing wheel stops before commencing milling operations. Storage of the wheel stops shall be on site at a designated area to be coordinated with the US Army Corps Facility personnel.
2.3 Remove a minimum of 1-1/2” of the existing asphalt surface by milling down to suitable existing base course asphalt as specified in KY Department of Highways Specification Division 400, Section 408, current edition.
2.3.1 When placing adjacent material use a cutting wheel and cut back a minimum of 3” from the top of the course to expose a clean and sound vertical surface for the full depth of the course.
2.3.2 All milled material and spoils from construction shall become the property of the Contractor and shall be removed from the project site. The contractor will remove all demolition debris and left over construction debris to a site licensed to receive/recycle construction debris. The contractor is responsible for any waste disposal, permits and fees associated with disposal.
2.4 THIS PARAGRAGH IS ONLY TO BE USED IF repair and/or remediation of the existing subgrade, stone sub-base section, or existing base asphalt is required. Any area requiring repair or remediation shall be identified and reported to the TPOC and/or Project Manager. No remedial work shall take place until approval is granted. Reporting would include but not be limited to the size and scope of the affected area(s), acceptable proposed repair procedure(s), and pricing for remedial work with supporting documentation of recommendations, associated costs, and applicable warranties.
2.4.1 Mild failure of existing asphalt base. The contractor will perform any needed base repairs. Cracks greater than 1/4 inches will be cleaned and filled using ASTM D6690 hot pour sealer. If excessive cracking is present or the base course asphalt has deteriorated and the sub-base aggregate are exposed, treat the area as a pothole.
If only the sub-base is exposed and in good condition, then start repairs from the sub-base up. If the sub-base is cracked or has a hole deep enough to expose all aggregate below, visually inspect the aggregate and replace any poor-quality material.
New asphalt base shall be laid in a single course to a compacted thickness of matching the existing base course asphalt elevation (minimum 3 inches). Placement of the asphalt surface course shall follow and be laid in a single course to a compacted thickness of 1.5 inches during re-surfacing operations to ensure continuity of the surface course.
2.4.2 Severe failure of existing pavement section. Remediation would consist of a FULL DEPTH REPAIR. This would include over excavating and backfilling areas encountered with unstable soil conditions and soft subgrade materials. Contractor shall not over-excavate until approval is given by the TPOC.
The over excavation and backfill of soft subgrade areas will consist of excavating 12 inches below the subgrade elevation, installation of an 8 oz. non-woven filter fabric, followed by installation and compaction of 12 inches KY #2 coarse aggregate. Install sub-base layers composed of prepared DGA crushed limestone sub-base (maximum 4-inch lifts) as necessary.
2.5 All milled material and spoils from construction shall become the property of the Contractor and shall be removed from the project site. The contractor will remove all demolition debris and left over construction debris to a site licensed to receive/recycle construction debris. The contractor is responsible for any waste disposal, permits and fees associated with disposal.
3. LINE ITEM 002: Re-pave Area(s) with 1-1/2” of New Asphalt Surface.
3.1 All asphalt materials, processing, and placing shall meet the KY Department of Highways Divisions 400 and 800, Sections 401, 402, 403, 406, 407, 804, 805, and 806. Mix design shall meet the requirements for AADTT Class 2. Both Hot Mix and Warm Mix Asphalt are acceptable. Asphalt Surface and Asphalt Base course should have a binder grade of PG64-22.
3.2 Prepare existing milled surfaces of the existing Main Office Access Road and Approach, Public Parking Area, Office Parking Area including drive lanes, and the North Storage Compound with a mechanical broom/sweeper, removing all debris and foreign materials.
3.2.1 Provide a mechanical broom or sweeper that is adjustable to make uniform contact with the surface and that thoroughly cleans without cutting into the surface being swept. Use wire hand brooms when necessary.
3.2.2 Extend sweeping beyond the edges of the surface to ensure a thorough cleaning of the full width to be treated.
3.3 Tack Coat / Emulsified Asphalts
A tack coat shall be applied on each layer of asphalt as specified by Kentucky Department of Highways Standard Specification for Road and Bridge Construction (KYDOH SSRBC), Division 400, Section 406.02.01, current edition.
3.3.1 Ensure 0.1 gallons per square yard Tack coat is used when relaying the base and top courses.
Tack coat shall meet the requirements of (KYDOH SSRBC), Division 800, Specification Section 806.
3.3.2 Emulsified Asphalt tack coats of either SS-1 or SS-1h shall be used. Ensure the surface is dry, clean, dust-free, and between 70°F and 160°F.
3.3.3 Apply the tack coat with a spray bar that can be raised to a sufficient height so as to uniformly and completely coat the entire surface. When a uniform application, at the rate required, cannot be obtained from the spray bar, then apply the tack coat by fogging with a hand spray attachment.
3.3.4 If the application rate has not been achieved, reapply the tack coat to achieve the required application rate before placing asphalt mixture.
3.3.5 Placement of the new surface shall take place on the same day as tack coats are applied.
3.3.6 All contact surfaces including manholes, gutters, etc. shall be given a light tack coat prior to placing any fresh mixture against the joint as specified by (KYDOH SSRBC) Division 400, Section 406.03.03 item B, current edition.
3.4 Transporting.
Provide trucks for transporting asphalt mixtures to the site that have tight, clean, smooth metal beds that have been sprayed with a minimum amount of release agent. Drain excess release agents from truck beds.
Do not load trucks that are contaminated with an unapproved release agent.
3.4.1 Asphalt material should be loaded on to trucks per (KYDOH SSRBC) Division 400, Section 403.03.04, current edition.
3.4.2 Deliveries shall be scheduled so that placing and compacting of mixture is uniform with minimum stopping and starting of the paver.
3.4.3 Do not load trucks with asphalt mixtures when the ambient air temperature is below 35 °F.
3.4.4 Hauling over freshly placed material will not be permitted until the material has been compacted as specified, and allowed to cool to 140 °F.
3.5 Asphalt Placement.
The mix shall be placed and compacted at a temperature suitable for obtaining density, surface smoothness, and other specified requirements. Placement of the asphalt surface course shall be laid in a single course to a compacted thickness of 1.5 inches.
3.5.1 Do not place asphalt mixtures on any wet surface, when the ambient air and existing surface temperatures on the project are less than those specified in the table by (KYDOH SSRBC) Division 400, Section 406.03.01, current edition, or when weather conditions otherwise prevent the proper handling or finishing of the asphalt mixtures.
3.5.2 Upon arrival, the mixture shall be placed to the full width by an asphalt paver; it shall be struck off in a uniform layer of such depth that, when the work is completed, it shall have the required thickness and conform to the grade and contour indicated.
3.5.3 Use asphalt pavers that are self-propelled and capable of spreading and finishing all courses to the indicated widths and depths, line, grade, and cross section, with a smooth finish, uniform in density and texture, without requiring an undue amount of back-dressing for correcting irregularities.
3.5.4 The speed of the paver shall be regulated to eliminate pulling and tearing of the asphalt mat.
3.5.5 Any irregularities in the surface of the pavement course shall be corrected directly behind the paver. Excess material forming high spots shall be removed with a shovel or a lute. Indented areas shall be filled with hot mix and smoothed with a lute, or the edge of a shovel being pulled over the surface.
3.5.6 Unless otherwise permitted, placement of the mixture shall begin along the centerline of a crowned section or on the high side of areas with a one-way slope. The mixture shall be placed in consecutive adjacent strips having a minimum width of 10 feet.
3.5.7 On isolated areas where irregularities or unavoidable obstacles make the use of mechanical spreading and finishing equipment impractical, the mixture may be spread and luted by hand tools.
3.5.7.1 Wood or steel forms, rigidly supported to assure correct grade and cross section, may be used.
3.5.7.2 Placing by hand shall be performed carefully to avoid segregation of the mix. Broadcasting of the material shall not be permitted.
3.5.7.3 Any lumps that do not break down readily shall be removed.
3.5.8 Existing finished surface grades shall be maintained unless USACE and Contractor agree that improvements to pavement crown, improvements to existing surface ponding issues, or improvements to pavement runoff can be achieved.
3.5.8.1 The surface of the completed work, when tested with a ten-foot straightedge, shall not contain irregularities more than 1/8 inch.
3.6 Compaction of Asphalt.
After placing, the mixture shall be thoroughly and uniformly compacted by rolling per (KYDOH SSRBC) Division 400, Section 403.03.10, current edition, Option B.
3.6.1 The surface shall be compacted as soon as possible without causing displacement, cracking, or shoving. Provide self-propelled rollers that are capable of reversing smoothly. The sequence of rolling operations and the type of rollers used shall be at the discretion of the Contractor.
3.6.2 Sufficient rollers shall be furnished to handle the output of the plant.
3.6.3 To prevent adhesion of the mixture to the roller, equip steel-wheel rollers with adjustable scrapers, spray bars, and wetting pads to keep the wheels clean at all times. The wheels shall be kept properly moistened but excessive water will not be permitted.
3.6.4 The speed of the roller shall, at all times, be sufficiently slow to avoid displacement of the hot mixture and be effective in compaction. Any displacement occurring as a result of reversing the direction of the roller, or from any other cause, shall be corrected at once.
3.6.5 Rolling shall continue until the surface is of uniform texture, true to grade and cross section, and the required field density is obtained.
3.6.6 In areas not accessible to the roller, the mixture shall be thoroughly compacted with vibratory plate compactor(s) or hand tamper(s).
3.6.7 Any mixture that becomes loose and broken, mixed with dirt, contains check-cracking, or is in any way defective shall be removed full depth, replaced with fresh hot mixture, and immediately compacted to conform to the surrounding area. This work shall be done at the Contractor’s expense. Skin patching will not be allowed.
3.7 Joints.
The formation of joints shall be made ensuring a continuous bond between the courses and to obtain the required density. All joints shall have the same texture as other sections of the course and meet the requirements for smoothness and grade.
3.7.1 Transverse Joints. Transverse joints shall be kept to a minimum.
3.7.1.1 Transverse joints in one course shall be offset by at least 10 feet from transverse joints in the previous course. Transverse joints in adjacent lanes shall be offset a minimum of 10 feet.
3.7.1.2 The roller shall not pass over the unprotected end of the freshly laid mixture, except when necessary to from a transverse joint.
3.7.1.3 When necessary to form a transverse joint, it shall be made by means of placing a bulkhead or by tapering the course.
3.7.1.4 The tapered edge shall be cut back to its full depth and width on a straight line to expose a vertical face prior to placing material at the joint. The cutback material shall be removed from the project.
3.7.1.5 In both methods, all contact surfaces shall be given a light tack coat of emulsified asphalt material before placing any fresh mixture against the joint.
3.7.2 Longitudinal Joints.
3.7.2.1 The longitudinal joint in one course shall offset the longitudinal joint in the course immediately below by at least 1 foot; however, the joint in the surface course shall be at the centerline of the pavement.
3.7.2.2 Longitudinal joints which are irregular, damaged, uncompacted, cold (less than 175 degrees F at the time of placing adjacent lanes), or otherwise defective, shall be cut back a maximum of 2 inches from the top of the course with a cutting wheel to expose a clean, sound vertical surface for the full depth of the course. All cutback material shall be removed from the project.
3.7.2.3 All contact surfaces shall be given a light tack coat of emulsified asphalt material prior to placing any fresh mixture against the joint.
3.7.2.4 The Contractor will be allowed to use an alternate method if it can be demonstrated that density, smoothness, and texture can be met.
3.8 Clean up.
All construction debris, trash, and spoils shall be removed from site by the contractor and properly disposed of according to all federal, state, and local laws and regulations. The contractor is responsible for any waste disposal, permits and fees associated with disposal.
3.9 All wheel stops shall be re-installed and staked once the newly placed asphalt surface has fully cured.
3.9.1 All wheel stops will be staked back in place with rebar reused from site, or new rebar provided by the contractor.
Note: If Option Item 0001 is awarded, re-installment of wheel stops shall be executed after new pavement markings have been applied.
4. OPTION ITEM 0001: Re-stripe Pavement Marking for Public, Office, and Employee Parking Lot(s).
Pavement striping/markings will match existing layout for the areas identified as public parking, office parking, and north storage compound. Any changes to striping layout shall be provided by the contractor to the Park Manager and TCOP prior to striping. Park Manager shall approve final striping plans on all new striping.
Striping and Striping paint shall conform to Kentucky Department of Highways Standard Specification for Road and Bridge Construction (KYDOH SSRBC), Divisions 700 and 800, Sections 713 and 842, current edition, however, glass beads are not a requirement. The lots shall be striped using a premium grade, quick drying, and waterborne, acrylic pavement striping paint.
4.1 Striping should be done according to the descriptions in section 1.2.1.6.
4.1.1 Single car spaces shall be a minimum of 9’ wide and 20’ long.
4.1.2 ADA standard spaces shall be a minimum of 8’ wide with 5' aisle for a total of 13' minimum and 20’ long. ADA van space shall be 8' minimum with 8' aisle OR 11' minimum with 5' aisle for a total of 16' either way and 20’ long.
4.1.2.1 Additionally, for lots with 1-25 spaces, minimum of only one ADA space is required, but it must be a van space.
4.1.2.2 ADA spaces shall be marked with signs and van spaces must be marked as "van accessible". If available, existing signage can be used.
4.1.2.3 Handicap parking space identification and striping shall adhere to Department of Justice 2010 ADA Standards for Accessible Design Section 502, existing ADA spaces shall serve as a guide.
5. RESPONSIBILITIES AND SITE CONDITIONS:
