2. TECHNICAL SPECIFICATIONS

Technical Specifications.

General

A. The contractor will perform asphalt resurfacing, which includes patching previously paved areas that are damaged or severely distressed before resurfacing, in accordance with the attached specifications and requirements. The asphalt mixture, construction, and placement are to meet the requirements of the Kentucky Department of Highways Standard Specification, Division 400 Asphalt Pavement 2019.All work in this contract will follow current Kentucky Department of Highways guidelines:

https://transportation.ky.gov/Construction/Standard%20amd%20Supplemental%20Specifications/Co mplete%20KYTC%20Standard%20Specifications%20-%202019.pdf

Resurfacing/Patching/Repairing Existing Distressed Asphalt

A. Pave over existing pavement with 1.5 inches of compacted asphalt pavement surface course. Prior to paving contractor will remove soil, vegetation, loose stone, and other debris from areas to be re-paved with a power broom or similar equipment to expose a clean surface. All cutback material will be removed from the site. The contractor will apply asphalt tack coat to all pavement to be repaved.

Placing of the asphalt surface course will follow and be laid in a single course to a compacted thickness of 1.5 inches. The asphalt will be spread and struck off with a paver. Any irregularities in the surface of the pavement course will be corrected directly behind the paver. Excess material forming high spots will be removed with a shovel or a lute. Indented areas will be filled with hot mix and smoothed with a lute or the edge of a shovel being pulled over the surface. Broadcasting of the material will not be permitted. Any lumps that do not break down readily will be removed.

B. Where patching/repair of asphalt is required, the Contractor will excavate existing distressed asphalt through the top and base coats, as necessary. Contractor will follow standard industry practices and standards as to depth of excavation required. Afterwards, specifications for new asphalt paving general design and new asphalt construction procedures will be followed, as shown herein, for installation of new pavement in these areas.

C. The Contractor will furnish, if requested, representative samples of materials to be used in the work, including the mixture of asphalt. The samples may be retained and tested by the Government at no cost to the Contractor. The contractor will provide certification that material is in accordance with the Kentucky Department of Highways Standard Specification for Road and Bridge Construction (Latest

Edition). Sampling and testing will be in accordance with the latest rev. of the American Association of State Highway and Transportation Officials or the ASTM standard procedures for sampling and testing the materials being used on the project. No recycled asphalt pavement will be allowed in the asphalt surface.

D. Thoroughly and uniformly compact the surface by making a minimum of three passes with rollers.

Rollers will be in good condition and will be operated at slow speeds to avoid displacement of the asphalt mixture. The number, type, and weight of rollers will be sufficient to compact the mixture to the required density while it is still in a workable condition. Perform initial compaction while the mixture is above 250º F and as soon as the hot mix material can be compacted without displacement.

Rolling will continue until thoroughly compacted and all roller marks have disappeared. In areas too small for the roller, a vibrating plate compacter or hand tamper will be used to achieve thorough compaction. At the contact end of paving with existing pavement, new pavement will be tapered by milling underlying pavement to match existing pavement or concrete with a minimum 3 foot transition zone and removal of a minimum of 2 inches depth of existing pavement with a replacement of an appropriate amount of compacted asphalt pavement surface course to match new and existing pavement.

New Asphalt Paving General Design A. New asphalt pavement will consist of a 1.5 inch thick surface course and a 3.5 inch base course, all constructed on prepared subgrade.

B. Paved areas will be so constructed that water will quickly drain from the surface and be conducted away from the area through approved systems. Transverse and/or longitudinal slopes of not less than 5/8 inch in 10 feet will be provided.

C. On the prepared sub-grade the asphalt base will be laid in a single course to a compacted thickness of 3 inches.

Casting of mix over such areas will not be permitted. If it is impractical to use a paver or spread box in areas of 1000 sq.yd. or less asphalt base and surface courses may be spread and finished by hand. Wood or steel forms, rigidly supported to assure correct grade and cross section, may be used. Placing by hand will be performed carefully to avoid segregation of the mix. Broadcasting of the material will not be permitted. Any lumps that do not break down readily will be removed.

Rolling will start as soon as the hot mix material can be compacted without displacement. Rolling will continue until thoroughly compacted and all roller marks have disappeared. In areas too small for the roller, a vibrating plate compacter or hand tamper will be used to achieve thorough compaction. The surface of the completed work, when tested with a ten foot straightedge, will not contain irregularities in excess of ¼ inch.

D. A tack coat will be applied on each layer.

E. Priming material for the sub-grade will be of good quality according to industry standards.

F. Longitudinal joint spacing will not exceed 12.5 feet.

G. Transverse joint spacing will be at regular intervals of 20 feet.

H. All transverse construction joints will have a depth equal to ¼ of the pavement thickness

The contractor will dispose of removed material off Corps of Engineer property in accordance with appropriate state and federal requirements.

Flagging and Signage (if needed)

a. Maintain the portion of the project used by public traffic, and adequately accommodate through and local traffic. Furnish, erect, and maintain all traffic control devices, including signs, signals, channelization devices, temporary pavement markings, pilot cars and other items necessary to maintain traffic according to the Manual on Uniform Traffic Control Devices (MUTCD) throughout the duration of the project.

b. All flaggers shall be trained in current MUTCD flagging procedures. Proof of training must be available for review at the Government’s request. Flagging credentials must be current within the last 5 years.

c. Make provisions for the timely passage of an emergency vehicle through the work zone. When maintaining traffic over a section of highway or a bridge, provide facilities for the safe movement of traffic at all times. Notify the TECHNICAL POC before erecting traffic control devices, changing the location of devices in place, or beginning a traffic operation of any kind, except in case of an emergency. Notify the TECHNICAL POC in writing a minimum of one week in advance, when it is necessary to do work such as detour signing outside the limits of the project.

d. Place all traffic control devices starting and proceeding in the direction of the flow of traffic.

Remove traffic control devices starting and proceeding in the direction opposite to the flow of traffic.

e. Take responsibility for all damage caused by the failure of any traffic control device or person protecting it. Whenever evidence of damage is found before the job is called complete, the TECHNICAL POC may order immediate removal and replacement of the damaged portion of the work.

f. Remove all traffic control devices when they are not needed for the project.
