SECTION SF 30 BLOCK 14 CONTINUATION PAGE

CONTINUATION PAGE

Question: I wanted to know if the contractor price should include the purchasing of a new septic system (in addition to the labor)?

Answer: The SOW lays it out that you are removing the existing chambers and installing a new lateral line system.

Question: Your job for the lateral line install is something we are familiar with and have knowledge in doing, we did miss the site visit though. Is there still a way we can bid this job ?

Answer: The SOW states that a site visit is REQUIRED.

Question: in the scope of work for the above reference project at Barren River Lake, it references 1400 ft of lateral lines, but the price breakout schedule shows 1844 feet. Please advise if we are good to just mark out the 1844 and insert the correct amount?

Answer: Please see the amendment, W912QR24Q0032 0001, with the corrected “Quantity” in the Price Breakout Schedule.

Question: First, is there a way to electronically submit our bid? the second question that we have is whether there a bid bond required for this project and if so, how much should that be?

Answer: Bids are to be submitted to amber.l.drones@usace.army.mil, and a bid bond is not required however, a performance bond is required.

Question: As far as personnel goes, what are the on-site requirements for a CQC Manager/SSHO/Superintendent?

Answer: They will be required to have 2 personnel on site per the Safety Manual. They can designate one person as the CQC Manager/SSHO/Superintendent.

Question: We would like to request a bid date extension. Is this possible?

Answer: No, due to campground opening date.

Question: Are there any permits required of any kind that are to be obtained by the awarded contractor?

Answer: No

Question: The Price Breakdown states 1844FT of Narrows B Lateral Line Install - should this be 1400FT instead?

Answer:It should be 1400’ and the amendment will reflect that.

Question: Only a Performance bond is required for this project and not a Payment nor a Bid Bond correct?

Answer: Yes, a performance bond only is required.

Question:What, if any, security training is required for this project? Whom does the contractor communicate with regarding this training? Where does the training take place? What is the duration of time for completion of training? What are the costs involved? Suspicious Activity Reporting training (e.g. iWATCH, CorpsWatch, or See Something, Say Something) Answer: USACE-BRL personnel will provide this.

Question:What is required of the contractor for Physical Security and Access Control Requirements if applicable?

Whom does the contractor communicate with regarding this access? Where and how does the vetting take place?

What is the duration of time for completion of clearance? What are the contractors costs involved?

Answer: USACE-BRL will coordinate this access to the facility.

mailto:amber.l.drones@usace.army.mil

Question:In regards to Suspicious Activity Reporting Training - What, if any, security training is required for this project? Whom does the contractor communicate with regarding this training? Where does the training take place? What is the duration of time for completion of training? What are the costs involved? Suspicious Activity Reporting training (e.g. iWATCH, CorpsWatch, or See Something, Say Something) Answer: USACE-BRL personnel will provide this.

Question:Due to our size and the contract being less than $150000, and performance period is less than 120 days we do not think E-Verify is applicable, however can you please confirm that you are including E-Verify in this Contract regardless of other factors so that we make sure we comply with those requirements and can submit those reports as requested? Clarification is needed because Special Requirements state "Pre-Screen".

Answer: E-Verify must be completed.

Question:Does this project fall under the Louisville District Security Management jurisdiction, if so, is it correct that all employees will need to have clearance through LDSM for this project as stated under Supplemental Security Requirements? Is there a cost involved for this?

Answer: USACE-BRL will supply the awarded contractor with the security document to complete and USACE-BRL will forward to the District Security office to be vetted.

Question:Are DOD Common Access Cards required on this project? Is there a cost involved for this?

Answer: No

Question:To clarify scope we are removing current chamber pipe in a 3 foot trench and replacing with new chamber pipe in a 4 foot trench?

Answer: Yes to 4’ trench, but no to chambers. It will be traditional lateral lines.

Question:What size piping is currently in place?

Answer: Chambers

Question:What size pipe is required for the replacement?

Answer: KY Health Department Standard for Traditional Lateral Line Systems

Question: Are there any drawings or previously approved drawings/sketches available for reference?

Answer: No

Question: Per KY Septic Installer office, there is not a KY Septic Installer license required for this project. Please confirm USACE will also not be requiring a KY Septic License, and that the experience is simply the 5 year history of the same scope.

Answer: We will be wanting to see a 5 year history of installs of similar scope and size. We would assume that a prospective bidder would have a state license for septic installation, since an installation off GOV property cannot occur unless you are a state licensed installer.

Question: Is there any other training of any kind required for the contractor to compete for this job?

Answer: Certification of at least 2 employees on-site that have CPR/First Aid training.
