QUESTIONS & ANSWERS

Tricycle Storage

1. Where is the storage building and tricycle storage supposed to be located for the Pre-school play area since this play area is not located along the perimeter fence? Bid as shown. The tricycle storage and freestanding storage shed for the Pre-School play area shall be located with the entrance in-line to a portion of the play-area perimeter fence. The preschool tricycle storage and freestanding storage shed are required to follow the RFP provisions and Draft FC 4-740-14F Part 5.3.2, Storage Sheds. The required outdoor play environment design submittal shall locate the Pre-school storage structures with minimal distance to the preschool play area and shall include paths to the storage structures as required by the RFP and CDC Criteria. (10451346)

Doors at Shared Suites

1. Paragraph 3.2.3.2 of Section 01 11 04 (p. 263/532 of Vol. 1) requires all doors in shared suite spaces to be provided with shutters. When referring to FC 4-740-14F for more information, shutters in all doors of shared suite spaces are exclusively mentioned under section 2-7 "Active Shooter/Safe Room" (p. 85/454 of Vol. 2). However, Paragraph 1.2.7 of Section 01 11 01 waives section 2-7 in its entirety for the project, including, presumably, the shutters. Please confirm whether or not shutters at the shared suite doors are required as part of this project. This is addressed by Amendment 0005. (10457977)

2. Paragraph 3.2.3.2 of Section 01 11 02 says "All doors into shared suites shall be provided with a shutter (overhead coiling type, manual operated) that covers the vision panel of the shared suite doors". Please confirm that the storage rooms located adjacent and between the SAC, STEM and Café Rooms do not require shutters as no "Shared Suite" rooms existing in these areas according to the RFP floor plan Drawing A-110. This will be addressed by Amendment 0005. (10484893)

82 foot Standoff Distance listed in Draft FC 4-740-14F

1. As a follow-up to our previous question regarding barrier gates (10447926), Paragraph 1.1.3.3 of Section 01 11 01 says "Install remote operated barrier gates in accordance with the requirements of FC 4-740-14F, Wright-Patterson AFB IFS section B03.2 and UFC 4-022-03, at the drop-off lane access points; entrance and exit". Part 3-7.3.5 of FC 4-740-14F says "Install a remote operated barrier gate at the drop-off lane access points; entrance and exit, service drive access points; kitchen and mechanical, and fire/emergency access points a minimum of 82 feet away from the face of the facility". Part of this current SAC CDC project includes construction of drives and parking areas that will presumably be used by both the new SAC CDC and the Renovated CDC. Are we required to provide any barrier gates at the 82' standoff for the renovated CDC? If so, please modify the site drawings to show those as none are currently shown. Bid as shown. Design a comprehensive site approach with gates located on the site to meet the gate access control shown in the Diagrammatic Site Plan. Refer to General Note 6 on the diagrammatic site plan. (10484544)

2. The barrier gate shown on Drawing CS105 is located only about 38 feet off the SE corner of the building. Will the gate need to be moved to meet the 82' requirement? If so, please revise Drawing CS105 to show the new location as the new location will affect the cost of providing the gate. This will be addressed by Amendment. There will be no revision to the diagrammatic site plan. (10484545).

Other

1. Air Force CDC RFPs typically require an early childhood specialist to be involved in the selection of equipment and design of the outdoor play environment. There is no reference to an early childhood specialist in the RFP. Please confirm that an early childhood specialist is not required on this project An accredited early childhood specialist is not required on this project. (10483062)

2. Part 5-3 of FC 4-740-14F states that an AFPC/SVI certified safety inspector "shall design the playground or review and approve the final design". An AFPC/SVI certified safety inspector cannot perform the design work. Please confirm that a National Recreation and Park Assoc. (NRPA) Certified Playground Safety Inspector (CPSI) is required to design the playground. The Certified Playground Safety Inspector will inspect the equipment once installed. Refer to 01 11 01 Part 1.1.3.2 and its subpart for design requirements related to the Outdoor Activity Area and Outdoor Play Equipment. (10483122)

3. Page 157 of FC 4-740-14F (see Page 223/454 of Volume 2) is associated with the room data sheets for the corridors and mentions clerestory windows. There is no other requirement for the clerestory windows that we can find and there is not enough information provided to price the requirement. Please confirm our understanding that clerestory windows are not required. If they are required, please provide additional information so we can price this requirement such as the number of SF of windows in each corridor. A requirement to put clerestory windows in the corridors would entail putting a large number of dormers throughout the roof increasing costs dramatically Air Force Services has provided the following direction:

Clerestory windows are an optional design feature. (10484603)

4. The room data sheet for Laundry Rooms on Table 4-21 indicates that the washer and dryer are to be in the

FF&E package only. However, Appendix C indicates that the washer and dryer are contractor furnished, contractor installed. Could you please clarify this conflict? The following clarification was provided by Air Force Services: The washers and dryers are Government Furnished, Contractor Installed (GFCI).

(10484609)

5. Paragraph 3-4.1.7.16 says "provide a...laundry tub...". Appendix C of the same document says the laundry tub is GFGI. Please correct the conflict and confirm the laundry sink is GFGI. Air Force Services has provided the following clarification: The Laundry tub is CFCI. (10484749)

6. Facilities Criteria paragraph 3-4.1.7.6 specifies that there are to be double compartment 18 gage stainless steel sinks in the break rooms. However, the detail for the breakroom shown on the drawings in Appendix I (Page 331/454 of Volume 2) indicates an integral solid surface sink; we believe this is an error on the drawings and that the sink should be stainless steel per the Facilities Criteria. Could you please confirm?

Stainless steel sinks are required per Draft FC 4-740-14F, 3-4.1.7.6. (10484611)

7. Table 4-21 of FC 4-740-14F shows the requirements for the Laundry Room and for the millwork refers to

Paragraph 3-3.3.1.7. Paragraph 3-3.3.1.7 has general requirements for the millwork and specific requirements for some millwork items but not the millwork required for the Laundry Room. Table 1-1 of the same document describes a "work surface for folding". Please clarify the millwork requirements in the Laundry Room. Is only a work counter required in the Laundry Room as indicated in Table 1-1 or are base cabinets also required? Air Force Services has provided the following instruction: The laundry room shall have a countertop with base cabinets and upper cabinets above the countertop. (10484747)

8. Paragraph 1.2.3 of Section 01 11 00 says "The Child Development Center facility shall be fully accessible to physically disabled persons and shall conform to the ABA Accessibility Guidelines for Buildings and Facilities". Paragraph 3.2.3.12 of Section 01 11 02 says "Provide heavy duty commercial type hardware components and keying that complies with all ABA and UFC 3-600-01 requirements. Refer to Draft FC 4- 740-14F for required locations of lever-type release devices and locations of other types of door release devices". Paragraph 3-3.3.1.4 of FC 4-740-14F states to provide heavy-duty commercial type door hardware for all doors and that the doors within the activity rooms that children have access to shall be knob-type where it does not conflict with ABA. It also states that all others shall be lever-type handles to comply with ABA. Knob locksets are not allowed per the Architectural Barriers Act (ABA) Standards.

Additionally, our supplier is telling us that there are limitations on availability and volatile pricing for heavy duty commercial cylindrical series knob locksets. The sentence in Paragraph 3.2.3.12, "Provide heavy duty commercial type hardware components and keying that complies with all ABA and UFC 3-600- 01 requirements" conflicts with the requirements of 3-3.3.1.4 to provide knob-type locksets on some doors.

Please confirm our interpretation that lever hardware in accordance with ABA is to be used for all door hardware. If this is the incorrect interpretation, please tell us which doors are to have knob-type lockset handles. Bid as shown. Hardware in full compliance with ABA standards, and in accordance with the RFP Statements of work is required. Per the order of precedent, the RFP statements of work take precedent over the CDC Air Force Criteria. (10489445)

FF&E

1. Paragraph 2.1.1 of Section 01 11 03 says "No furniture drawings are required for this contract". What is meant by this statement? Paragraph 3-6.2 of FC 4-740-14F says "Items identified as part of the FFE Package shall be the responsibility of the Base CDC and shall be procured under separate funding than the building contract". And Paragraph 4-1.2 says "The AF Base CDC furnishes and installs all items identified as part of the FF&E separately from the construction contract". Paragraph 3.7 of Section 01 03 00.00 06 says in passing "SID and FF&E binders will be returned to the DB Contractor after each review for revisions", but the RFP doesn't otherwise mention a requirement to provide a design for the FF&E package.

Please confirm our interpretation that the design-builder is not required to provide the design for the FF&E Package. The design-builder is not required to provide the design for the FF&E package. (10484640)

2. Paragraphs 3-6.2 and 4-1.2 of FC 4-740-14F indicate that furnishing and installing the FF&E is not included in the design builder's contract. Paragraph 3-6.2 says "Those items included in the FFE shall be Accessories, Seating, Desks, Storage, Systems Furniture, Tables, and Equipment. Additional furnishings not identified under these categories are considered Non-RPIE and shall be included as part of the FFE. For a full listing of items identified as Non-RPIE reference AFI 32-9005". We do see a list of examples but don't see a full listing of items identified as non-RPIE in AFI 32-9005. We also see the equipment matrix in Appendix C of FC 4-740-14F and we assume we are required to design the CFCI items. The equipment matrix also shows a listing of GFGI items. In addition to the furniture, we assume that the items listed as GFGI in Appendix C are part of the FF&E package and that we would not have any responsibility to design these items. Please confirm that. If we are required to design any GFGI items, please provide a list of those items. Bid as shown. Refer to Draft FC 4-740-14F, 3-6.2 and Instruction referenced therein. Refer to AFI 32-9005, 9.4, Exclusions. Design/Builder is required to provide space and infrastructure for equipment in place as described in the RFP and its referenced criteria. (10484646)

Storage Sheds

1. Paragraph 1.1.3.2.e / 01 11 01 and Section 5-3.2 of Draft FC 4-740-14F describe storage sheds located "in each activity area except for the infant activity areas". We have the following questions:

a. Are lighting and/or electrical receptacles required for the storage sheds? None is indicated.

b. Drawing A-110 shows 3 outdoors play environments but one of the outdoor areas is noted as

"SAC Outdoor Play Environment" and also as "Pre-School Outdoor Play Environment". Are two sheds or one shed required in the area noted as "SAC Outdoor Play Environment" / "Pre-School Outdoor Play Environment"?

a. Light fixtures and power receptacles are not required for the outdoor storage sheds at each activity area.

b. 01 11 01 Part 1.1.3.2 (e) will be addressed by amendment. However, the requirement to provide a shed for each activity area (except for the infant activity area) will remain. (10484565)

Electrical Site Work

1. Paragraph 2.1.1./ 01 11 06 says "Design Build Contractor's responsibility includes transformer pad, grounding, trenching, conduit and metering. AES will supply transformer, utility poles (as required), 3 phase riser and approximately 95' feet of primary-side wiring". But Paragraph 2.1.3 / 01 11 06 says "Contractor is responsible for transformer, pad and grounding per AES standards". Who is responsible for providing the transformer, AES or the contractor? We believe that AES is responsible as shown in Paragraph 2.1.1. Also, when paragraph 2.1.1 says "AES will supply..." we believe that means without any cost to the contractor. Please confirm that the only fees / charge applicable to AES providing the new electrical service is as shown for CLIN 4 on the Price Breakout Schedule. This will be addressed by Amendment. AES is responsible for the transformer itself. The contractor is responsible for the transformer pad. (10484566)

1.8 AS-BUILT DOCUMENTS FOR DESIGN BUILD PROJECTS

1.8.1 General

It is the scope of this section to provide guidance to the Contractor on preparing as-built drawings for design-build projects. An as-built drawing is a contract construction drawing revised to reflect the final as-built conditions of the project because of modifications, changes, corrections to the project design required during construction, submittals and extensions of design. The terms "drawings," "contract drawings," "drawing files," "working as-built drawings" and "final as-built drawings" refer to contract drawings that are revised to be used for the "RECORD

DRAWING AS-BUILTS".

DOCUMENT 00 80 00.00 06 Page 5

1.8.2 Withholding

Maintenance of working as-builts is considered part of the value of the facilities being constructed and will not be paid for as a separate line item. All costs in conjunction with periodic as-built maintenance and final preparation shall be considered a subsidiary obligation of the Contractor.

1.8.2.1 Failure to Maintain

If the Contractor fails to maintain the working as-built drawings as specified herein, the Contracting Officer will deduct from the monthly progress payment an amount up to 10% or which, in the Contracting Officer's judgment, represents the estimated cost of bringing the as-built documents up to date. This monthly deduction will continue until an agreement can be reached between the Contracting Officer and the Contractor regarding the accuracy and completeness of working as-built documents. This includes conversion of submittals and other miscellaneous documents.

1.8.2.2 As-Builts Prepared by Contractor

The Contractor is required to prepare and provide final as-built drawings utilizing the native files provided by the Government. If translation is required, the original design models (BIM or CAD) shall be updated to As-Built conditions and then appropriately translated. Updating translated drawings will not be accepted. The contractor shall update the CAD working as-built drawings, in accordance with paragraph "Maintenance of As-Built Drawings", on a quarterly basis and submit them for independent Government review. Both paper and electronic documents shall be available at all times and shall be provided promptly to the Contracting Officer's Representatives when requested. The Contractor shall be responsible for backup of electronic files during construction and for controlling release of information.

The Contractor shall include an activity in the cost-loaded schedule for the final As-Built drawing submittal in the amount defined in the following paragraph. See Section 01 32 01.00 06, PROJECT SCHEDULE, para "Basis for Payment and Cost Loading". This amount shall be withheld and not paid until the final As-Built drawing submittal has been accepted by the Government.

Withholding for the final as-built drawing submittal shall be in the amount of: 1% for contract awards less than $5,000,000; $50,000 for contracts awarded from $5,000,000 to $10,000,000; or $100,000 for contracts awarded greater than $10,000,000. Withholding shall be withheld until the final as-built drawing submittal has been approved and accepted by the Government.

1.8.3 Maintenance of Working As-Built Drawings

The Contractor shall revise two (2) sets of paper drawings by red-line process to show the as-built conditions during the prosecution of the project. These as-built marked drawings shall be kept current on a weekly basis and available on the jobsite at all times. Changes in the work from the contract or additional information which is uncovered in the course of construction shall be accurately and neatly recorded as they occur by means of details and notes. Changes must be reflected on all sheets that

DOCUMENT 00 80 00.00 06 Page 6 the change affects . The working as-built marked drawings will be jointly reviewed for accuracy and completeness by the Contracting Officer and the Contractor before submission of each monthly pay estimate. The working as-built drawings shall show the following information if applicable to the project, but not be limited thereto:

a. The actual location, dimensions, kinds and sizes of all sub-surface utility lines. In order that the location of these lines and appurtenances may be determined in the event the surface openings or indicators become covered over or obscured, the as-built drawings shall show, by offset dimensions to two permanently fixed surface features, the end of each run including each change in direction.

Valves, splice boxes and similar appurtenances shall be located by dimensioning along the utility run from a reference point. The average depth below the surface of each run shall also be recorded.

b. The location and dimensions of any changes within the building structure.

c. The correct, alignments, grade elevations, typical cross section, earthwork, structures, or utilities if any changes were made from contract plans.

d. Additional as-built information that exceeds the detail shown on the Contract Drawings. These as-built conditions include those that reflect structural details, fabrication, erection, installation plans and placing details, pipe sizes, insulation material, dimensions of equipment foundations and layouts, equipment, sizes, mechanical and electrical room layouts and other extensions of design, that were not shown in the original contract documents because the exact details were not known until after the time of approved shop drawings. It is recognized that the shop drawing submittals (revised showing as-built conditions) will serve as the as-built record without actual incorporation into the contract drawings. The final as-built construction drawing shall reference the shop drawing file that includes the as-built information. In turn, the shop drawing shall reference the applicable construction as-built drawing. All such shop drawing submittals must include the paper copy and PDF of the drawings.

e. The invert elevations and grades of any drainage structures or ditches installed or affected as part of the project construction.

f. Changes or modifications which result from the final inspection.

g. Contour map of the final borrow pit or spoil area with spot elevations as necessary if: borrow material is from sources on Government property; Government property is used as a spoil area; or, if excavated soil materials are placed in approved locations other than a landfill.

h. Where contract drawings present options, only the option selected for construction shall be shown on the final as-built drawings.

i. Systems designed or enhanced by the Contractor, such as HVAC controls, fire alarms, fire sprinklers, fire protection, fire detection and irrigation systems and other related systems are included in this project, the as-built drawings will include detailed information for all aspects of the systems including wiring, piping, and equipment drawings.

DOCUMENT 00 80 00.00 06 Page 7

j. Typically, room numbers shown on the contract drawings are selected for design convenience and do not represent the actual numbers intended for use by the end user. Final as-built drawings shall reflect actual room numbers adopted by the end user.

k. Contract modifications (change order price) shall include the Contractor's cost to change working and final as-built drawings to reflect modifications and compliance with the following procedures:

(1) Directions in the modification for posting descriptive changes shall be followed.

(2) A Revision Triangle shall be placed at the location of each deletion.

(3) For new details or sections which are added to a drawing, a Revision Triangle shall be placed by the detail or section title.

(4) For minor changes, a Revision Triangle shall be placed by the area changed on the drawing (each location).

(5) For major changes to a drawing, a Revision Triangle shall be placed by the title of the affected plan, section, or detail at each location.

(6) For changes to schedules or drawings, a Revision Triangle shall be placed either by the schedule heading or by the change in the schedule.

1.8.4 Computer Aided Design and Drafting (CAD) Drawings

Only personnel proficient in the preparation of CAD drawings shall be employed to prepare and modify the construction drawings or prepare additional new drawings. Additions and corrections to the construction drawings shall be equal in quality to that of the originals. Line work, line weights, lettering, layering conventions, and symbols shall be the same as the original line work, line weights, lettering, layering conventions, and symbols. If additional drawings are required, they shall be prepared using the specified electronic file format applying the same guidance specified for original drawings. Three dimensional (3D) elements shall be placed in files in their proper locations when using 3D files with spatially correct elements. The title block and drawing border to be used for any new final as-built drawings shall be identical to that used on the contract drawings.

1) Additions and corrections to the contract drawings shall be accomplished using CAD media files supplied by the Designers of Record. All work by the Contractor shall be done on files in the format in which they are provided. Translation of files to a different format, for the purpose of As-Built production, and then retranslating back to the format originally provided, will not be acceptable. The Using Agency uses Bentley Systems AECOsim Version 8.

The media files will be supplied by the Contractor to the COR Using Agency's specified media. The Contractor shall be responsible for providing all program files and hardware necessary to prepare final as-built drawings. The Contracting Officer will review final as-built drawings for accuracy and the Contractor shall make all required corrections, changes, additions, and deletions.

DOCUMENT 00 80 00.00 06 Page 8

2) When final revisions have been completed, the cover sheet drawing shall show the wording "RECORD DRAWING AS-BUILT" followed by the name of the Contractor in letters at least 3/16 inch high. All other contract drawings shall be marked in the bottom right-hand corner of each drawing either "AS-BUILT" drawing denoting no revisions on the sheet, or "REVISED AS-BUILT" denoting one or more revisions. Original contract drawings shall be dated in the revision block.

1.8.5 Partial Occupancy

For projects where portions of construction are to be occupied or activated before overall project completion, including portions of utility systems, as-built drawings for those portions of the facility being occupied or activated shall be supplied at the time the facility is occupied or activated. This same as-built information previously furnished must also be shown on the final set of as-built drawings.

1.8.6 Preliminary (Working) As-Built Drawings Submittal

Six (6) weeks before occupancy of this facility by the Government, the Contractor shall submit one (1) set of the original paper working as-built drawings to the Contracting Officer for review and approval. These working as-built marked drawings shall be neat, legible and accurate. The review by Government personnel will be expedited to the maximum extent possible.

If upon review, the working as-built drawings are found to contain errors and/or omissions, they will be returned to the Contractor for corrections.

The Contractor shall complete the corrections and return the working as-built marked drawings to the Contracting Officer within fourteen (14) calendar days. Upon approval, the working as-built drawings will be returned to the Contractor for use in preparation of final as-built drawings. Upon approval, the working as-built drawings will be used by the Government for preparation of digital as-built drawings by others.

1.8.7 Final As-Built Drawings

The contract drawings shall be modified as may be necessary to correctly show the features of the project as it has been constructed by bringing the contract drawings into agreement with approved working as-built drawings, adding such additional drawings as may be necessary. These final as-built drawings are part of the permanent records of the project and the Contractor shall be responsible for the protection and safety thereof until returned to the Contracting Officer. Any drawings damaged or lost by the Contractor shall be satisfactorily replaced by the Contractor at no expense to the Government.

A set of BIM/CIM models, and exported CAD files shall be provided to the Government as a part of the Final As-Built submittal for a review to verify the correctness of the as-built markups and confirm that all changes have been incorporated into the models. Should errors be determined, the contractor shall update the files and provide a corrected set of files within fourteen (14) calendar days of receipt of comments. An independent Government review, by the Louisville district As-Built Coordinator (CELRL-CDM-Q), will be made on the accepted files to determine compliance to the As-Built requirements and to verify graphics changes were done properly. This review will require the electronic model files, all the files needed to reproduce the contract drawings, a full size set of contract drawings in PDF format and all the shop drawings in PDF format, a scanned set of the paper markups and the paper markups. Upon

DOCUMENT 00 80 00.00 06 Page 9 receipt of any comments from this independent review, the contractor shall update the electronic model files and provide a corrected set of files within fourteen (14) calendar days of receipt of the comments.
