The following have been added by full text:
REQUESTS FOR INFORMATION
QUESTION: Are there as-built drawings of the bridge?
USACE RESPONSE: As-built drawing will not be provided until after the award. Furthermore, the proposed bidder is strongly recommended to visit the job site for quantities, materials, critical dimensions, and work conditions used to calculate a quote.
QUESTION: What is the bridge weight rating?
USACE RESPONSE: The bridge is rated for 14,000lbs.
QUESTION: Can you confirm that the intent of this contract is to prep and paint the entire steel substructure?
USACE RESPONSE: Yes, it is to prep and paint the entire structure below and under the walkway.
QUESTION: TP-3.1 General Specification, Painting states, ... “after bridge support steel, conduits, and fuel lines are painted.” Please confirm the intent of “underneath” scope, i.e., exposed concrete underneath the bridge is out of scope.
USACE RESPONSE: The concrete under the bridge is not part of the scope of the painting project.
QUESTION: TP-2.1 items 2, 3, 4, and 5 – what is the duration of the security courses for all on site employees and is there any sort of delay receiving confirmation that the training is completed?
USACE RESPONSE: Anti-terrorism and I-watch training takes 30-45 minutes to complete.
QUESTION: After the successful contractor submits the required information for all employees that will be on site to the Louisville District Security Management Office, how long does the background investigation take to complete and can the NTP be delayed or the contract duration be extended during any delay (if impactful)?
USACE RESPONSE: It should not impact any start dates as long as the contractor provides the necessary information in a timely manner. This is all part of the pre-work requirements. Normal turn-around time is two days once the security office receives all necessary personnel information.
QUESTION: The scope does not detail a method of paint removal, however, the (page 17 of 52) scoped primer – Amercoat 68HS is a zinc base material that requires a SSPC SP-6 (commercial abrasive blast). Will the government consider alternative prep and coating methodology?
USACE RESPONSE: The method of paint removal and application is entirely up to the contractor. The only requirement is that per TP-3.1 section 3 SPECIAL CONDITIONS: All necessary precautions are to be followed for the preparation and painting of surfaces coated with paint containing lead. Air quality permit may be required depending on the method of paint removal. The work will be elevated over water. Contractor must ensure that no paint being removed or being applied comes in contact with the water surface. Maintenance personnel must always have access to the water control tower. As long as it meets the color requirements (grey) and the other specifications in TP-3.1 section 1.
QUESTION: Is there a water source for pressure washing or do we need to supply our own water
USACE RESPONSE: The contractors should plan on supplying their own water.
QUESTION: What component is the existing bonding strap?
USACE RESPONSE: Steel/Metal.
QUESTION: What is the access method for the TPOC to conduct his inspection? Do we need to provide access?
USACE RESPONSE: Access will need to be arranged with the TPOC and the TPOC will be present during the inspection.
