Ohio River Olmsted Locks & Dam

Dam Maintenance Support

1. GENERAL:

Dive deflector box/wicket deflector box/deflector box/wicket maintenance box are all the same piece of equipment as referenced elsewhere in the RFP and are referenced as the WICKET MAINTENANCE BOX in the drawings supplied.

1.1 General Scope of Work: The Contractor shall provide all labor and equipment necessary to perform all operations associated with lifting and setting a government furnished dive deflector box at Olmsted Locks & Dam. The deflector box will be used to support USACE divers who will remove and replace dam wickets for annual maintenance and clear debris from the concrete area near the wickets’ horse hinge pins. Wicket box dive operations will also be supported by USACE employees including a dive supervisor, tender(s), rigger, signalman / lift supervisor, and topside diver support. In addition to the dive support team, a USACE captain/pilot, engineer, and deckhands will manage the government floating plant responsible for keeping the equipment in position to support the dive. Contracted support for lifting and setting the dive deflector box will be provided while USACE constructs a floating crane to perform these activities independently. Contractor support shall consist of, but is not limited to, anchoring and positioning the floating plant, transporting a dive deflector box weighing 62 tons, picking and setting the dive deflector box in slack water with dam raised, moving the government dam-raising floating plant across and around wicket holes, and underwater excavation. Prior to raising/lowering the dam, the trench upstream of the wickets must be clear of debris. The Contractor’s divers and employees will be responsible for inspecting and cleaning the trench. The minimum requirements of the Contractor’s floating plant shall include a towboat, crane, spud barge, dredging capabilities, anchoring capabilities, a safety vessel, and a floating platform to store the wicket box. All work is to be completed in accordance with these specifications, reference drawings, Industry Standards, and any and all applicable codes, regulations and ordinances. The project site is located on the Ohio River mile 964.4. Address is Olmsted Locks & Dam, 634 New Dam Rd, Olmsted, IL 62970.

1.2 Safety: The Contractor shall complete all work in accordance with the U.S. Army Corps of

Engineers Safety and Health Requirements Manual, EM 385-1-1, and all applicable Federal, State and local laws, codes and regulations.

2. SCHEDULE:

2.1 Base Performance Period: There is a performance period of 151 days. Contractor fleet and personnel shall commence work no later than December 1, 2021 at Olmsted Locks and Dam.

During the high water season, it is anticipated there will be 25 active days, 10 inactive days, and 116 extended inactive days. December 1, 2021 will mark the start of the performance period and start the active, inactive, and extended inactive rates. At the end of the period, the contractor will transfer the wicket box back to a Government furnished barge or other storage location at Olmsted to include the harbor cells and then demobilize from the site.

2.2 Active / Inactive / Extended Inactive Rates: The contractor quote shall be broken into active days, inactive days, and extended inactive days in the quantities listed in the Price Breakout

Schedule. and in CLIN definitions in section 11 of this scope. Do not assume that Active, Inactive, or Extended Inactive days will be consecutive.

2.2.1 Active Day: An active day is to be considered when the contracted floating plant and all contractor personnel are present at Olmsted L&D performing operations. The active days includes the mooring to the anchorage system that was previously installed by the dam contractor, diving in the wicket trench, air lifting material from trench, positioning fleet, dredging, and setting deflector box.

2.2.2 Inactive Day: An inactive day is to be considered when the contracted fleet is moored at or near Olmsted L&D and the contractor personnel except for floating plant personnel are offsite. If contractor towboat is used to support government floating plant making dam operations this is considered an inactive day. When the contractor is in inactive status, onsite personnel must mobilize for active status with 24 hours’ notice.

2.2.3 Extended Inactive Day: An extended inactive day is to be considered when contracted fleet is moored offsite in control of the contractor. During extended inactive days contractor may perform work on projects unrelated to this project.

When the contractor is in extended inactive status, he must arrive at Olmsted L&D, prepared for active status with 72 hours’ notice.

The government will make the determination of when river conditions become conducive to work an active day. Contractor will maintain the wicket deflector box on barge when on extended inactive day.

2.3 Daily Active Shift: An active day shift will consist of one 12-hour shift with contractor having personnel and equipment able to support all functions in this contract (fleet positioning, crane operations, and underwater excavation). The shift will start at 7:00 am and end at 7:00 pm on active days. The Olmsted L&D personnel and divers will also be onsite during the full 12-hour shift assisting in the replacement of wickets. The 12-hour shift will allow fleet positioning, crane operations, surveying, and diving operations to be completed during daylight hours. The contractor must provide a second shift to watch over the floating plant when it is anchored in the middle of the river above the dam. Fleet positioning, crane operations, underwater excavating, surveying, and diving operations will not be taking place on second shift. Active days may land on weekends and off days.

4. FLOATING PLANT EQUIPMENT REQUIRED:

4.1 Crane: The contractor shall supply a suitable capacity floating derrick crane that has a Naval

Architectural Analysis documented in accordance with EM 385-1-1, 30 Nov 2014, Section 16.L and from which a floating service load chart has been developed. The crane shall have a current Periodic (Annual) Inspection. Prior to use onsite, the crane shall be inspected, tested, and certified in writing by a competent person in accordance with the manufacturer's recommendations and the requirements of EM 385-1-1. See Section 16.D Inspection Criteria for Cranes and Hoisting Equipment, 16.E Safety Devices and Operational Aids and 16.F Testing. The contractor shall supply a qualified operator with a current certification from a Nationally Accredited Crane Operator Testing Organization and shall be certified on the class and type of crane being supplied. The operator shall also be designated in writing by the employer to be qualified to operate the crane. The operator shall have a physical current within

2 years and in accordance with EM 385-1-1, Section 16.B.05. Form 16-1, Certificate of Compliance for Load Handling Equipment, is applicable to all contractor Load Handling Equipment (LHE) and rigging gear, cranes, derricks, excavators used for hoisting, and any other hoisting equipment used to lift suspended loads. The certificate shall be signed by an official of the company that provides LHE/cranes and rigging gear for any application under this contract. Any safety or contract deficiencies found shall be corrected within 24 hours after notification of the deficiencies. If crane is subject to load testing requirement due to needing assembly upon arrival then the contractor shall have test weights on hand to complete this requirement.

Before equipment is delivered the following items shall be provided to and accepted by the government: Certificate of Compliance, Standard Lift Plan, Personnel Qualifications, Inspection forms, and Floating Service Load Chart and Naval Architect Analysis. Other requirements will be reviewed during onsite inspection.

The crane shall have the capacity to pick a 62 ton load and set the deflector box with the center of the hook at least 40’ from the deck on the working end. The crane shall have the capacity to reach and pick over its side, a 62 ton load from the center of a 54’ wide barge. Crane shall have the capacity and head room to set the deflector box with the dam raised. The crane barge shall have independent winches for each spud. Spud winches shall be capable of rapidly moving the spuds.

The Crane Barge may be wider than 54’, however, for example, a crane centered on a 100' wide barge must pick the load at a minimum 76' radius if perfectly aligned to the port or starboard side.

The crane barge shall have electric powered winches located on the deck of the working end of the crane. Winches shall have control of the working line at all times (no free unspooling) and rigged with wire rope of a minimum length of 150’. Winches must connect to two lugs on the upstream side of the deflector box, which prevents the box from swinging down river due to the river current. The river could exert a 33 kip horizontal force on the deflector box in the direction of river flow. Each winch shall have a working capacity to half of pull the maximum of the design horizontal force and winch line rigging angle. The actual tension forces on the winches will vary depending on the location of the winches on the crane deck due to the rigging angles. The line tension will have to be calculated and verified by the contractor prior to setting the deflector box.

The crane barge shall have mooring points mounted on the working end of the barge which will typically face downstream. These mooring points shall be used to support the wicket lifter when it would need to span a wicket gap in excess of 10 feet (1 wicket wide) with no more than 7 feet head differential. The restrained wicket lifter is positioned broadside to the current and can exert a total drag force of 106 kip, and should be supported by two mooring wires.

Mooring points on the contractor's barge shall be connected to anchor wires originating from winches on the wicket lifter Keen. See drawing 788-D215-01 in the reference drawings for locations of the winches on the barge. For a given wicket gap, the wicket lifter barge will traverse along the wickets up to 40 feet, while supported by the contractors barge. Mooring points and the anchoring system shall be designed to support the wicket lifter’s resultant drag force during the following conditions: wicket lifter midship in alignment with the longitudinal centerline of the contractor’s barge and the wicket lifter located at its extreme end of travel.

Mooring points shall be designed for all applicable allowable stresses per the AISC ASD 9th edition for 150% of the operating load of the winch wires in the worst case of the 40' traverse, except for Von Mises stress which shall be in accordance with the American Bureau Shipping.

Beam of contractor' s barge shall be adequate to accommodate the wicket lifter to traverse 40' with the contractor's barge in a single position.

USACE will provide a lifting beam and shackles to connect to the deflector box and synthetic slings to lift the deflector box. Contractor will supply new synthetic slings of equivalent style, length, capacity, and meeting ASME B30.9 for lifting the deflector box during the contract and will turn them over to the USACE in serviceable condition at the end of the contract. Purchase price for slings shall be included in CLIN 0001 Mobilization and Demobilization. There are two 100-ton vertical capacity nylon synthetic endless round slings of 30’. All rigging components to pick and replace the wickets and wicket components will be provided by USACE. Rigging used to lift the deflector box shall maintain lifting angles of 45 degrees or larger.

4.2 Towboat: The towboat shall have the capability to position the contracted fleet above the dam with a river velocity of 5 fps and hold until the anchoring system is deployed. The towboat shall have a minimum of 2,000 hp. The towboat shall be in compliance with EM 385-1-1 and all Coast Guard regulations. In case of emergency, the towboat shall have a licensed staff capable of moving the fleet at any time while on active or inactive days. The towboat shall monitor Marine Channel 13 24/7 while on active or inactive days. Days of extended inactivity are at the discretion of the contractor. Towboat Captain and Pilots shall have experience in swift water on either the Ohio or Mississippi Rivers. Contractor shall submit Captain and Pilot qualifications for review. The towboat may be called upon for use in supporting USACE floating plant across any wicket hole on active or inactive days without change in contract price. In this scenario, the towboat will face up to and pull the USACE shallow draft barge(s) off the dam and upstream before reaching the wicket hole, maneuver approximately 200’ past the hole, and then lower the barge back down to resting on the dam before returning to the fleet.

4.3 Spud Barge: The contractor shall supply a flat deck or cargo barge capable of holding a concentrated deck load of 5,000 lbf. This barge or the crane barge shall have the capacity to store the 62 ton deflector box and components. The minimum size barge is a 45’ wide x 100’ long and/or the barge shall have sufficient deck area to store the footprint of the deflector box, deflector box spacers, shutters, and walkways on the deck. The barge shall have at least two working spuds with independent winches for each spud.

4.4 Dredging Equipment: Contractor shall supply floating plant, divers, and diving equipment to clear debris, rock, or sand from trench immediately above the sill face of the wickets. See elevation view of the lowered wicket gate on Reference drawing S-460. With the dam lowered and current flowing through the area, the dredging equipment shall be capable of digging, diving, and clearing debris, with the water level at EL 305 and below. Expected velocities during this operation are 3.5 fps as measured by the onsite USGS velocity gage. Trench must be cleared so that no more than 6” of material remains at the bottom of the trench. Contractor shall be able to clear the full 1400’ section of the trench within two 12-hour days and must coordinate with the Lockmaster to allow traffic to pass outside of the diving footprint.

Excavation is only necessary where there is a buildup of debris against the upstream dam sill face. The need for excavation will be determined by USACE Hydrographic survey prior to the dam being raised. Material must be airlifted or otherwise removed from the trench, between the dam sill and wicket, and placed ahead of the wicket to allow free movement of the wicket. If significant material rests on top of the wicket and within the trench, then a limited amount of power equipment such as barge mounted GPS enabled track hoe or crane clamshell bucket are permitted. Olmsted Dam Sill Survey will be provided of the upstream dam sill face, however, the exact amount of debris to be excavated is unknown since the material moves daily depending on the river current. The contractor’s positioning and anchoring system shall be sufficient to position and hold the excavation equipment. Prior to raising the dam, the contractor shall dredge the area on the left bank of the river where the wicket lifter moors. Dredging shall occur in water up to EL 312 and dredge the area down EL 283. Previous dredging quantities were 1200 cyd. Contractor has five days to remove the material and either swing or transport the material to the downstream side of the dam. The contractor may also be requested to dredge above the lock miter gates before the dam is raised if debris hinders the miter gates from swinging freely. Other possible tasks include dredging the upstream and downstream harbors and using the excavator to remove drift and debris from the top of the lock wall. GPS equipment shall be used during dredging operations to minimize damage to underwater dam features. Dredging will occur on active days.

4.5 Diving: All diving operations shall be in compliance with EM385-1-1 Section 30. By recommendation of the Louisville District Dive Supervisor, the contractor shall provide a dive supervisor, a diver, a standby diver, and two tenders due to the hazardous conditions and remote location of the wicket dam. All dive operations will be approved by the Louisville District Dive Coordinator prior to commencing.

5. SURVEY & VELOCITY MEASURMENTS:

5.1 Survey Equipment: The contractor shall provide survey and/or GPS equipment and personnel for locating the position of the fleet, deflector box, and anchors in open river settings. The contractor will work with LRL Operations Navigation Section to retrieve coordinates.

5.2 River Velocity Measurements: Contractor shall supply all equipment and personnel to record velocity readings. Velocity meter shall be returned to the manufacturer for calibration annually. If velocities exceed the average max velocity of 5 fps during operations, the deflector box shall not be set. Velocity readings shall be measured above the dam sill at a depth of 5-10 feet below the water’s surface where the deflector box will enter the water.

Readings shall be taken prior to setting the deflector box or at the discretion of the USACE Lock Master monitoring the river flows.

6. ANCHORING SYSTEM / SPUDS:

6.1 General: Contractor shall be capable of retrieving and attaching onto existing anchors, winching upstream or downstream, and holding the contracted fleet, including the towboat, a 22’ x 60’ shallow draft wicket barge, and the force of setting the deflector box in dam up and open river conditions. Spuds shall only be considered in the force analysis to stabilize the fleet laterally across the dam and support their own drag force. Spuds on all equipment shall be capable of reaching river bottom with the river elevation of EL. 302’ along the entire length of the dam. River bottom elevation can be as low as EL. 240’. The anchoring and winching system shall allow the fleet to move parallel to the dam a minimum of 150’ without switching anchors. The contracted fleet forces shall be calculated based on a river velocity of 5 fps.

Contractor shall use a minimum of three winch lines to the anchors, of which two will be sized to hold the load of the fleet.

6.2 Winches: All winches used in anchoring system shall meet ASME B30.7. Winches connected to the anchors shall be able to be independently controlled by a single operator.

Winch power unit shall be mounted so that noise levels are low enough that operator can communicate by radio with winching supervisor. Winches should be able to spool and unspool under power and not able to free spool. If winches with free-spooling capability are used, submit operator qualifications and narrative plan describing how operator will maintain all winch lines in a non-slack condition throughout the winching operations. Winches shall have enough line pull to move the fleet in the river velocity above with no assistance of the towboat with the maximum number of layers of wire rope used on this job. Minimal line pull on each drum of the winch to be 25,000 lbs linepull and 75,000 lbs brake holding capacity.

7. WORKING RIVER CONDITIONS:

7.1 General: River velocities during operations may range from 5 fps and lower. While setting the deflector box, the highest averaged river velocity at the dam sill may not exceed 5 fps. River velocities will increase directly above the dam sill profile due to a smaller river cross section at the dam and locks. While excavating and cleaning, river elevations will range from 305 to 295.

While setting the deflector box, river elevations will range from 302 to 295. River traffic will be closed on the navigable pass while setting the deflector box. After the deflector box has been set, river traffic may be passed, at the discretion of the Lockmaster. The contractor fleet shall have appropriate Coast Guard instrumentation and markers to show c o m p l e t e anchorage or restricted ability to maneuver while working around the dam. When the wicket dam is fully raised, traffic is passed through the lock.

8. GOVERNMENT FURNISHED WICKET DEFLECTOR BOX:

8.1 General: Government will provide the wicket deflector box and wicket box storage cradles. The wicket box is currently stored in the upright storage position on the cradle on a flat deck barge. Contractor will relocate the wicket box and cradle to their fleet upon mobilization. Upon demobilization, the box, cradle, and all supporting components shall be offloaded to another barge or a land location at the site per the lockmaster's direction.

See referenced deflector box and cradle drawings for exact measurements and weights.

Installation procedures and safety considerations shall be maintained per the deflector box drawings.

9. ANTI-TERRORISM/OPERATIONS SECURITY:

9.1 Access and General Protection/Security Policy and Procedures: All contractor and all associated sub-contractors’ employees shall comply with applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative). The contractor shall also provide all information required for background checks to meet installation/facility access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office. Contractor workforce must comply with all personal identity verification requirements (FAR clause 52.204-9, Personal Identity Verification of Contractor Personnel) as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any installation or facility change, the Government may require changes in contractor security matters or processes.

9.2 Suspicious Activity Reporting Training: The contractor and all associated sub-contractors shall receive a brief/training (provided by the RA) on the local suspicious activity reporting program. This locally developed training will be used to inform employees of the types of behavior to watch for and instruct employees to report suspicious activity to the project manager, security representative or law enforcement entity. This training shall be completed within 30 calendar days of contract award and within 30 calendar days of new employees commencing performance with the results reported to the COR NLT 5 calendar days after the completion of the training.

9.3 Pre-screen candidates using E-Verify Program: The Contractor must pre-screen Candidates using the E-verify Program (http://www.uscis.gov/e-verify) website to meet the established employment eligibility requirements. The Vendor must ensure that the Candidate has two valid forms of Government issued identification prior to enrollment to ensure the correct information is entered into the E-verify system. An initial list of verified/eligible Candidates must be provided to the COR no later than 3 business days after the initial contract award.

10. PRICE BREAKOUT SCHEDULE:

Reference Section B of the SF 33.

11. WAGE RATES:

The three decisions of the Secretary of Labor, covering rates of wages, including fringe benefits to be paid laborers and mechanics performing work under this contract, are attached hereto. The payment for all classes of laborers and mechanics actually employed to perform work under the contract will be specified in the following contract provisions: DAVIS-BACON ACT (DBA), CONTRACT WORK HOURS AND SAFETY STANDARDS ACT, THE COPELAND ACT, and THE SERVICE CONTRACT ACT (SCA).

The work to be performed is located in the State of Illinois, Pulaski County.

Wage Determinations applicable to this project are as follows:

11.1 DBA IL20210016 (Heavy/Highway): Applies to any work associated with the mobilization and demobilization of heavy equipment and the use of heavy equipment, as well as all diving activties on this project (see Attachment 1).

11.2 DBA IL20210019 (Heavy/Dredging): Applies to all dredging activities in the Ohio River associated with this project (see Attachment 2).

11.3 SCA 1999-0326: Applies to all other work on this project (see Attachment 3).

12. REFERENCE GUIDANCE ONLY

12.1 Possible Procedures for Dam Down, Flowing River, Deflector Box Setting: The Contracted fleet will have to set anchors above the navigable pass. The anchoring system will need to allow the floating plant to move upstream, downstream, and side to side across the dam. The fleet will need to be surveyed into position by GPS. The exact fleet location will be dependent on the floating crane’s capacity and load chart. Once in position, spuds will need to be deployed to hold the fleet laterally. Velocity measurements will then need to be taken at the sill to ensure the velocity does not exceed the deflector box capacity of 5fps. The deflector box will then be picked. Contractor will either support the wicket lifter to raise wickets on either side of the box setting, or if conditions are dive able by USACE diver’s contractor will raise wickets with crane rigged by USACE divers prior to setting back. The position of the box will have to be surveyed into position to ensure the box is in the correct location. Once the box is set, access to the box will need to be gained and the box will need to be unhooked from the crane. The box shutters will be installed utilizing the contractor crane. The Lock & Dam personnel will then begin diving operations to replace wickets. The wickets will be hooked to the contractor crane by Lock & Dam divers and personnel. Once new wickets are installed the shutters and box will have to be removed by the contractor crane. The process then repeats itself. This paragraph is for reference only. Not all steps or procedures are included in this paragraph.

12.2 Possible Procedures for Dam Up, Slack Water, Deflector Box Setting: The contracted fleet will have to be positioned using the anchorage system or by towboat. Survey equipment could be utilized to position the fleet, but it may be possible to acquire fleet position from the top of the wickets. Once the fleet is in position the spuds will need to be deployed. Access to the wickets will need to be gained, to spread the wickets apart depending on gap between wickets. Manned taglines will need to be attached to the upstream tagline lugs to keep the box from rotating. Once the box is set over and between the wickets, access to the box will need to be gained. The box will need to be unhooked from the crane. The box shutters will be installed utilizing the contractor crane. The Lock and Dam personnel will then begin diving operations to replace wickets. The wickets will be hooked to the contractor crane by Lock & Dam divers and personnel. Once new wickets are installed the shutters and box will have to be removed by the contractor crane. The process then repeats itself. This paragraph is for reference only. Not all steps or procedures are included in this paragraph.
