2.0 TECHNICAL PROVISIONS
Electronic Chart Support Services
The government’s primary requirement shall be to maintain a suite of USACE Inland Electronic Navigational Chart
(IENC) cells in a continual update environment. USACE charts shall be systematically revised to incorporate the latest information required for safe navigation in the nation’s inland waterways and harbors. The Contractor shall continually maintain a provided suite of IENC cells through the application of new source materials (both critical and non-critical source) supplied by USACE and from USCG publications, in monthly intervals.
The new, revised or updated cells shall be compliant with S-57 ENC specifications, Inland ENC specifications and
USACE encoding rules, as outlined in the task orders. New source may include, but not be limited to: hydrographic surveys, topographic surveys, feature survey data, digital manuscripts, US Army Corps of Engineers (USACE) channel condition reports, construction permit blueprints and letters, construction completion letters, private source letters and blueprints, updated US Coast Guard (USCG) Light Lists, and Notices to Mariners (NTM).
The update and maintenance process will require an ongoing review of USCG NTMs, waterway publications, other publicly available sources, and monthly product review cycles. The contract’s primary requirements include:
1. Create a Work Plan to define the approach and schedule for IENC development or update process.
2. Apply any new IENC Standard Encoding Guide object changes to IENCs.
3. Create an IENC Management Plan which describes and documents the new chart development or update process.
4. Develop or maintain the IENCs:
a. Apply provided Corps surveys/updates in ESRI Shapefile, Geodatabase, DGN, XYZ, and other formats (refer to Attachment A for a list of possible data source formats).
b. Apply applicable USCG Local NTMs and NGA ATONS changes.
c. Apply occasional non-digital map source materials (e.g. reports).
d. Maintain Chart Histories for each IENC cell.
e. Maintain archives of all IENCs versions to provide traceable data audit trails.
f. Provide Monthly Updates or New Editions (via FTP)
5. Provide printed hardcopies and data CDs, as specified or required.
6. Provide Status Reports abstracting all changes as outlined in task orders.
Paper Chart Support Services
The government’s secondary requirement shall be to develop and maintain a suite of USACE Paper Chart Books.
These chart books shall be produced to the most current specifications as provided by USACE for symbology, marginalia, paper size, chart scale and other pertinent charting elements. The use of GIS and a database management approach to chart production will be necessary in order to effectively track changes to individual charts.
Geospatial Data Processing Charting Support Services
Provide expert knowledge of Geographic Information System (GIS) with specialized knowledge of ESRI ArcGIS software, ESRI geo-database structure, Raster-to-Vector data processing, Federal Spatial Data Standards, and metadata standards.
Utilize Computer Aided Design and Drafting (CADD) systems and supporting tools.
Development of GIS data with the end products of this contract will be integrated as part of the USACE Geographical
Information Systems. This requirement may utilize the integration and data attribution for CADD, GIS, Oracle, MS
Access and other supporting data in compliance with the Spatial Data Standard for Facilities, Infrastructure and
Environment (SDSFIE) and the National Committee for Information Technology Standards (NCITS 353).
2.0 DETAILED DESCRIPTION OF WORK
2.1 Work Plan and Schedule. Provide a written Work Plan and Schedule that identifies the means and processes that will ensure the timely and accurate delivery of the requested IENC development or updates and report products. The delivery approach will involve routine, interactive dialog and development with the government staff. The contractor shall provide the plan within ten of days of Notice to Proceed (NTP) on any task order, unless otherwise directed. The government must accept the plan prior to data compilation and the government must approve any deviations.
2.2 Restructure IENC Objects to incorporate IENC Encoding Guide Updates. Analyze all IENCs under maintenance against the edition of IENC Encoding Guide specified in the task order and provide preliminary report. It is understood that the contractor cannot infer data to make IENCs complete to Encoding Guide standards. However, the IENCs need to be reviewed against Encoding Guide changes to ensure that they do not fall out of compliance. Data structure changes should be applied as necessary, to ensure compliance. When new data attributes are needed, UNKNOWN can be used where permitted in the IENC Encoding Guide. Also, reports and chart histories should capture object-by-object deficiencies so that the government can tabulate and collect missing data.
2.2.1 These requirements do not require new field data collection; instead tabulate and report both resolved and irresolvable data deficiencies to the Encoding Guide that require additional data collection or USACE resolution.
2.2.2 Provide report to show and enumerate changes required.
2.2.3 Restructure the IENCs
2.3 Create and maintain an IENC Maintenance Management Plan for the new chart development or update process. The Contractor shall create and maintain an IENC Continual Update Management Plan which describes how the work is managed, to include IENC Update staff Organization chart, illustration of staff’s skill-set redundancies, and a “continuity of operations plan” (COOP) for: managing staff turnover, for maintaining secure
& backed up computer systems, for disaster/fire impact to contractor’s operational site, and for restoring operations at contractor site.
2.4 The Contractor shall maintain and update the Government-approved Quality Control Plan sufficient to meet the
IHO Standard S-57 and international IENC specifications and assure a documented and audible process for
Inland Electronic Navigational Chart (IENC) version control and configuration management.
This plan shall include how the Contractor will:
• Monitor the Quality Control Plan
• Track and report progress
• Update the IENCs and Chart Histories
• Maintain continuity of operations in regard to data backup and restoration
• Maintain continuity of operations in regard to staff turnover and maintaining schedule.
• Identify and address obstacles to performance under this Contract
• Information Security Plans
• Configuration and back up procedures
2.5 Perform Monthly Update Process. Establish a methodology and then apply a workflow to achieve a minimum period of monthly updates and reviews of all IENCs listed in the task order. Charts that are reviewed against known updates materials, USCG Monthly NTMs, and have no changes shall be reported as “chart cleared through NTM xx/xx” with a statement of what materials were reviewed, applied and chart histories updated.
The contractor shall positively state and log in monthly and chart history files which charts have been reviewed against new source and NTM and found to have no changes. These charts shall be indicated and “cleared through
NTM no./YYYY (e.g. LNM 39/2020). This process shall be similar in nature and intent to the known processes being NOAA for ENC updates.
2.6 The IENC Update files shall be reviewed against known sources and specifically annotated as being up-to-date to that NTM Issue Number and Issue Date.
2.7 The Government will notify the contractor and provide any information that is to be updated into IENCs.
Information shall be electronically transferred to the contractor via VPN, secure FTP, or other secure means.
Some hardcopy data may also require overnight or regular mail delivery. Government-edited IENC versions with corrections may be provided. The Government will retrieve updated IENCs, reports, and other data files from the contractor via VPN, FTP, or other secure means. The Contractor will re-commence the continual update process once monthly IENC updates have been accepted by the Government.
The Contractor shall:
• Evaluate all provided source documents (see Attachment A for a possible list of sources) for possible application to geographically relevant IENC cells;
• Evaluate all source documents for significant changes or hazardous conditions and report any information that may warrant posting of a Corps Navigation Bulletin (which feeds into the USCG
Notice to Mariners);
• Revise IENC cells, comparing the quality and timeliness (lineage and/or date) of the new source information with information already incorporated into the cells;
• Report unresolved conflicts or discrepancies in the source data to the Corps for resolution;
• Maintain Chart history records of all IENC revisions and updates in softcopy Chart history folders;
• Perform quality control of work to assure Government standards are met;
• Notify government as to what IENC and reports are completed for FTP download;
• The government shall accept/reject each update within 10 business days;
The Contractor shall ensure that all delivered IENCs pass the validation checks. The Contractor shall provide written explanation for any ERRORS or Warnings within the Chart History file. Each updated IENC shall be accompanied with an update history, summarizing the updates/reviews performed.
The compilation and review of all source data shall conform to the special instructions, specifications and standards contained in the IENC and the version of the IENC Encoding Guide stated in the task order. The
IENC effort shall also conform to the most current version of the International Hydrographic Organization (IHO)
Standard S-57, Transfer Standard for Digital Hydrographic Data, IHO Standard S-100, The Universal
Hydrographic Data Model, or the Inland ENC standard as stated in the task order.
The Government may use any number of commercially available IENC validation tools for checking the IENCs.
The Government will review the application of source documents to validate the complete and accurate application of the data when a Contractor monthly report shows that the source has been applied.
On-site inspections of contractor production site may occur. The review may happen at the Contractor facility or the Contractor shall provide the IENC cell to the Government by close of business on the same day as the request for review by the Government.
Chart History Files. Utilize government-provided digital Chart History files as a basis for tracking changes and reporting. Create Chart History files for all new IENCs generated under each this contract. The Chart History format presently used by USACE will be maintained, but the contractor will incorporate any future changes to the format or content therein. These files consist of MS Excel spreadsheets that log all actions performed on each chart and who performed these actions.
2.8 Reports. Produce all reports and documents using MS Office tools (e.g. MS Word, MS Excel). All updates and reports shall be available on a secure site for government reference and access.
2.9 Report or CD Printing. The primary means of data delivery shall be electronic, however, on occasion, printed hardcopy and CDs of IENCs may be requested in small quantities and considered as incidental quantities.
2.10 The Contractor must pre-screen Candidates using the E-verify Program (http://www.uscis.gov/e-verify) website to meet the established employment eligibility requirements. The Vendor must ensure that the Candidate has two valid forms of Government issued identification prior to enrollment to ensure the correct information is entered into the E-verify system. An initial list of verified/eligible Candidates must be provided to the COR no later than 3 business days after the initial contract award.
DELIVERABLES
2.11 IENC updates, new chart developments, e-mail notifications of updates and secure FTP site for data delivery and softcopy history records and reports.
2.12 The Contracting Officer’s Representative (COR) for this contract will be determined at a later date. The contractor shall be provided with the COR’s contact information once the COR has been determined.
2.13 The Government Review of the Deliverables shall begin once the COR has acknowledged to the Contractor that he has received the Electronic Deliverable and can read the information. The Contractor shall not proceed with any subsequent work until the COR has approved the previous Deliverable. If the Deliverable is disapproved, the Contractor shall resubmit the corrected Electronic Deliverable to the COR within 5 working days of notice of disapproval.
http://www.uscis.gov/e-verify
2.14 Time Schedule. If contractor anticipates a future schedule delay for causes beyond the control and without fault or negligence of the Contractor, the contractor shall request extensions. Requests for time extension should be forwarded to the Contracting Officer prior to schedule impacts.

The charts are systematically revised to incorporate the latest information required for safe navigation in the nation’s inland waterways and harbors. There are three (3) tasks associated with this delivery order:
Task 1 is to host and maintain a provided suite of sixty-one (61) IENC cells (See list, Attachment A for list of
IENCs to be maintained) through the application of new source materials (both critical and non-critical source) supplied by USACE and from USCG publications, in monthly intervals, for a period of twelve (12) months.
Task 2 is to produce monthly updates to three (3) Mississippi River Deep Draft Crossings for a period of twelve
(12) months.
2.0 GOVERNMENT FURNISHED DATA AND MATERIALS
2.1 IENC Data. The government will provide published IENC data cells, available from the Corps’ IENC WWW
Site (https://ienccloud.us/), Version 2.4 of the IENC Product Specification (including the Encoding Guide).
Attachment A contains the initial list of IENCs which will be continuously maintained for this task order.
2.2 Survey data or other information or IENC updates (see Attachment B for possible lists of types of sources)
2.3 Government furnished information includes:
a. All active IENCs
b. All current Chart Histories
3.0 DETAILED DESCRIPTION OF WORK
Task 1 – Host and maintain a suite of sixty-one (61) IENCs for a period of twelve (12) months.
3.1 Period of Performance. Charts shall be updated and maintained for a period of twelve (12) months following the Notice to Proceed, with monthly delivery due the last day of each month or first business day thereafter.
3.2 Host IENC Data. Data comprising the suite of sixty-one (61) IENCs will be hosted in a Database Driven
Solution for a period of twelve (12) months. Access to the database shall be made available to USACE personnel as requested by the IENC Production Manager (see below).
3.3 Maintain IENC Cells. Maintain the IENC cells in accordance with IENC 2.4 product specification. Each monthly maintenance update shall contain a version of each cell or documentation (history file) stating that no new version was published during that time interval. Sixty-one (61) cells will be maintained.
3.4 Create and maintain an IENC Maintenance Management Plan for the update process. The Contractor shall create and maintain an IENC Continual Update Management Plan which describes how the work is https://ienccloud.us/ managed, to include IENC Update staff Organization chart, illustration of staff’s skill-set redundancies, and a
“continuity of operations plan” (COOP) for: managing staff turnover, for maintaining secure & backed up computer systems, for disaster/fire impact to contractor’s operational site, and for restoring operations at contractor site. Update in each new option period and whenever staff or operations materially change.
3.5 Perform Monthly Update Process. Establish a methodology and then apply a workflow to achieve a minimum period of monthly updates and reviews of all 61-listed IENCs. Charts that are reviewed against known update materials, USCG Monthly NTMs, and have no changes shall be reported as “chart cleared through NTM xx/xx” with a statement of what materials were reviewed, applied and chart histories updated.
The contractor shall positively state and log in monthly and chart history files which charts have been reviewed against new source and NTM and found to have no changes. These charts shall be indicated and
“cleared through LNM no./YYYY” (e.g. LNM 38/2020). Provide Monthly Status Report abstracting all changes
3.6 The Government will notify the contractor of any information that is to be updated into the IENCs.
Information shall be uploaded to the contractor via a secure FTP or file transmittal site. Some hardcopy data may also require overnight or regular mail delivery. Government-edited IENC versions with corrections may occur.
In the case of Lower Mississippi IENC cell U37LM236, the Contractor shall check monthly for new bathymetric source data for Old River Control, Fort Adams Reach, Smithland 1,2 & 3, and Bayou Sara at:
http://www.mvn.usace.army.mil/Missions/Navigation/ChannelSurveys.aspx
The Government shall retrieve a copy of the new edition IENC file from a contractor ‘incoming data’ ftp site.
The Contractor will re-commence the continual update with the new IENC file once it has been accepted by the Government.
The Contractor shall:
• Evaluate all provided source documents (see Attachment B for a possible list of sources) for possible application to geographically relevant IENC cells;
• Evaluate all source documents for significant changes or hazardous conditions and report any information that may warrant posting of a Corps Navigation Bulletin (which feeds into the USCG Notice to Mariners);
• Revise IENC cells, comparing the quality and timeliness (lineage and/or date) of the new source information with information already incorporated into the cells;
• Report unresolved conflicts or discrepancies in the source data to the Corps for resolution;
• Maintain Chart history records of all IENC revisions and updates in softcopy Chart history folders;
• Perform quality control of work to assure Government standards are met.
• Notify government as to what IENC and reports are completed for FTP download.
• The Contractor shall apply all sources, to the IENC within one month of receipt.
• All monthly updates are due the last day of each month or first business day thereafter.
• Monthly Status Reports are due the last day of each month, or the first business day thereafter.
• The government shall accept/reject each update within 10 business days.
The Contractor shall ensure that all delivered IENCs pass S-58 or similar validation checks. The Contractor shall provide written explanation for any ERRORS or Warnings within the Chart History file. Each updated IENC shall be accompanied with an update history, summarizing the updates/reviews performed.
The compilation and review of all source data shall conform to the special instructions, specifications and standards contained in the IENC Version 2.4 Product Specification.
The Government may use any commercially available IENC validation software for checking the IENC.
Generally, the government will use CARIS Composer or ENC Analyzer for data review.
The Government will review the application of all source documents, to validate the complete and accurate application of the data.
The Government will choose to conduct a review of the application of source documents when a Contractor monthly report shows that the source has been applied. On-site inspections shall occur. The review may happen at the Contractor facility or the Contractor shall provide the IENC cell to the Government by close of business on the same day as the request for review by the Government.
Chart History Files. Utilize existing, create, and/or maintain Chart History files. Upon request, the government will provide a sample of an existing Chart History file. These files consist of MS Excel spreadsheets that log all actions performed on each chart and who performed these actions.
Task 2 - Produce monthly updates to the Mississippi River Deep Draft Crossings for a period of twelve (12) months.
3.7 Maintain IENC Overlays for Deep Draft Crossings. Using the previously established workflow for generating Mississippi River Deep Draft Crossings IENC overlays, produce three IENC overlay cells on a monthly basis, as needed based on new source data, for a period of 12 months (up to 36 overlays) in IENC 2.4 standard.
The three overlays to be maintained are:
1. Wilkerson to Smoke Bend - 3UALM233
2. Belmont - 3UALM160
3. Fairview - 3UALM117
The cells shall show true sounding value represented in appropriate LWRP river datum. The soundings shall be represented in a filtered fashion using SCAMIN values. At smaller scale the soundings those be minimal be need to be shoalest soundings. As one zooms- in to progressively larger scales, fewer but shoaler, soundings shall be displayed and at largest scale – all soundings shall be displayed.
Source data for this product may be obtained at:
http://www.mvn.usace.army.mil/Missions/Navigation/ChannelSurveys.aspx and downloading new source data for the Mississippi River Deep Draft Crossings, to include Wilkerson Point.
