6.0 IT CABLING REQUIREMENTS
6.1 Background. Department of Defense Education Activity (DoDEA) Information Technology (IT) Military Construction (MILCON) engineers have developed a standards-based method for outfitting Telecommunication Rooms (TRs) which improves serviceability, aesthetics, equipment longevity, safety for the facility, and stability of the network. Below is are examples of our typical cable management from the Fort (Ft) Campbell High School (HS) TR, which provides a platform for a successful building for many years to come.
Access system installations shall have proper cable management. Poor cable management leads to a number of issues. Airflow disruption can shorten equipment lifespan.
Disorganized cables introduce complexity to troubleshooting efforts. Cable management also increases safety from both fire and tripping hazards. Below is an example of an unacceptable camera system install, from Ft Campbell HS.
In addition to cable management concerns, testing and certifying the cabling installation shall be required to support the access systems. Integrity of the cable terminations may be good enough for an operational system at the time of contract completion, but DoDEA shall be provided data to verify the cables are within standard tolerances. Breakdown of cabling infrastructure due to poor termination will lead to additional costs throughout the systems’ lifespans.
Oversight for the installation of these systems will be conducted. Contractors install the system and IT personnel need to be aware of the upon their arrival on-site.
6.2 General Infrastructure Notes

(xiv) Update malicious code protection mechanisms when new releases are available.
(xv) Perform periodic scans of the information system and real-time scans of files from external sources as files are downloaded, opened, or executed.
(2) Other requirements. This clause does not relieve the Contractor of any other specific safeguarding requirements specified by Federal agencies and departments relating to covered contractor information systems generally or other
Federal safeguarding requirements for controlled unclassified information (CUI) as established by Executive Order 13556.
(c) Subcontracts. The Contractor shall include the substance of this clause, including this paragraph (c), in subcontracts under this contract (including subcontracts for the acquisition of commercial items, other than commercially available off-the-shelf items), in which the subcontractor may have Federal contract information residing in or transiting through its information system.
