The work will consist of the following methods as specified herein for CLIN 0001 (Base) and CLIN 0002 - 0003 (Options 1 & 2):
1. Hazardous trees will be removed at three (6) Areas in Allen and Barren Counties at Barren River Lake, KY. See attached spreadsheet (Sheets 1-3) for exact locations.
2. All trees identified to be removed are described in the attached spreadsheet and have been identified with a blue metal tag at eye level on the trunk. Each tag has a unique number stamped on it, coordinating with the attached spreadsheet. The spreadsheet will delineate which trees should be cut down and removed.
3. All trees requiring complete removal are dead or dying and should be cut to within 3-4” of the ground. All debris shall be taken to the closest burn area on government property designated by the Project Manager and placed in piles suitable for burning by government personnel at a later date. The designated burn areas are located at Bailey’s Point, The Narrows, and Tailwater.
4. Hazardous limbs (limbs greater than ¾” in diameter) which are damaged, dead, or dying should be removed. Limbs will be cut back to the collar of the tree where the limb meets the base of the tree and removed from designated trees. Any limbs which the contractor considers questionable should be brought to the attention of the technical representative for a decision as to whether removal is necessary. Cut limbs shall be taken to the closest burn area on government property designated by the park manager and placed in piles suitable for burning by government personnel at a later date. Hazardous limbs removed from trail areas may be left to the sides of the trails, but no closer than 5’ from trail’s edge. These trees will not block the trail.
5. Trees requiring complete removal that lie outside of designated mowing areas or in wooded areas will be cut down to within 3-4” of ground level and left in the woods. Any trees in this category will be labeled as such on the attached spreadsheet. (All trees located on trails fall under this category). If the felled tree is blocking a trail or dropped within a mowed area, that portion in the maintained area must be cut to a manageable size and moved to the wooded area.
6. Recreation area roadways will be kept clean of debris and contractor equipment will not block the roadway or campsites, except when necessary, during the cutting and removal process. Contractor shall use appropriate traffic control and pedestrian access restrictions to keep visitors out of the work area and to ensure their safety. Equipment used to access trail areas must be approved by a Government Representative prior to work.
7. Trees that are felled that contain saw logs may be removed from government property for personal use ONLY. The removal of saw logs shall not result in the sale of marketable timber by the contractor.
8. For CLIN 0001 (Base), there are a total of 51 trees to be cut and removed or limbed. Inventory and locations of where work is to be accomplished is referenced in the table below.
b. CLIN 0002 (Option 1): Tree Removal – Bailey’s Point C-Showerhouse & Trails

Federal contract information means information, not intended for public release, that is provided by or generated for the Government under a contract to develop or deliver a product or service to the Government, but not including information provided by the Government to the public (such as on public websites) or simple transactional information, such as necessary to process payments.
Information means any communication or representation of knowledge such as facts, data, or opinions, in any medium or form, including textual, numerical, graphic, cartographic, narrative, or audiovisual (Committee on National Security Systems Instruction (CNSSI) 4009).
Information system means a discrete set of information resources organized for the collection, processing, maintenance, use, sharing, dissemination, or disposition of information (44 U.S.C. 3502).
Safeguarding means measures or controls that are prescribed to protect information systems.
(b) Safeguarding requirements and procedures.
(1) The Contractor shall apply the following basic safeguarding requirements and procedures to protect covered contractor information systems. Requirements and procedures for basic safeguarding of covered contractor information systems shall include, at a minimum, the following security controls:
(i) Limit information system access to authorized users, processes acting on behalf of authorized users, or devices (including other information systems).
(ii) Limit information system access to the types of transactions and functions that authorized users are permitted to execute.
(iii) Verify and control/limit connections to and use of external information systems.
(iv) Control information posted or processed on publicly accessible information systems.
(v) Identify information system users, processes acting on behalf of users, or devices.
(vi) Authenticate (or verify) the identities of those users, processes, or devices, as a prerequisite to allowing access to organizational information systems.

(ix) Escort visitors and monitor visitor activity; maintain audit logs of physical access; and control and manage physical access devices.
(x) Monitor, control, and protect organizational communications (i.e., information transmitted or received by organizational information systems) at the external boundaries and key internal boundaries of the information systems.
(xi) Implement subnetworks for publicly accessible system components that are physically or logically separated from internal networks.
(xii) Identify, report, and correct information and information system flaws in a timely manner.
(xiii) Provide protection from malicious code at appropriate locations within organizational information systems.
(xiv) Update malicious code protection mechanisms when new releases are available.
(xv) Perform periodic scans of the information system and real-time scans of files from external sources as files are downloaded, opened, or executed.

This clause does not relieve the Contractor of any other specific safeguarding requirements specified by Federal agencies and departments relating to covered contractor information systems generally or other Federal safeguarding requirements for controlled unclassified information (CUI) as established by Executive Order 13556.
(c) Subcontracts. The Contractor shall include the substance of this clause, including this paragraph (c), in subcontracts under this contract (including subcontracts for the acquisition of commercial products or commercial services, other than commercially available off-the-shelf items), in which the subcontractor may have Federal contract information residing in or transiting through its information system.
