All work shall be performed in strict compliance with the attached specifications and all other terms, clauses, and conditions incorporated herein. Up to two (2) awards will be made from this RFQ. One award will be made for park attendant services at each of the two listed site locations.
NOTE: There is a bonding requirement for this procurement action.
Per FAR 52.204-7(b)(1), Offerors are required to be registered in SAM when submitting an offer or quotation.
Please ensure the SAM registration process is complete and your SAM profile is active prior to submitting a quote otherwise the quote will not be considered. All proposed contractors are highly encouraged to review FAR 52.232-33 -- Payments by Electronic Funds Transfer -- System for Award Management (July 2013), which indicates “All payments by the Government under this contract shall be made by electronic funds transfer (EFT).” Those not currently registered can obtain registration by going to the website http://www.sam.gov. The process can usually be completed from 3 to 5 days after submission. Contractors will need to obtain a Unique Entity Identifier for processing their registration. If you do not already have a Unique Entity Identifier, one can be obtained from Dun and Bradstreet by calling 1-800-333-0505. Refer to www.SAM.gov for information formerly found in CCR, EPLS, ORCA, and FedReg.
NOTE: SAM is completely free of charge for both registrants and users.
This procurement is 100% set-aside for Small Business, under NAICS code 561210 ($41.5 Million). Method of Payment under this contract will be Electronic Funds Transfer (EFT) to a commercial bank account specified by the Contractor.
Quotes are due 19 March 2021, 2:00 pm Eastern Time. Electronic submittals will be accepted. Fax submittals will not be accepted. Quotes will not be accepted for quantities less than the quantities specified in the price breakout schedule.
NOTE: The contract award will be based on Best Value to the Government as determined by the Trade-Off evaluation process based on the following evaluation factors: (1) Past Performance and (2) Price. Offerors must submit pricing for the desired location.
Interested parties may submit quotes for one or all campgrounds as desired but will be awarded only one campground. If the offeror is the successful offeror at more than one campground, the campground selected for award to that offeror will be the most advantageous to the Government.
In addition to the completed price breakout schedule/price quote, the offeror must complete their Representations and Certifications located in the solicitation.

EVALUATION CRITERIA
1. Evaluation Factors for Contract Award.
The contract will be awarded using the Best Value Trade-off Process. This process, which involves an evaluation of the factors described below, is used to determine that the quote conforms to the solicitation, is fair and reasonable, and offers the best overall value to the Government, all factors considered. “Offeror Quotes” as referred to in this solicitation shall include the following:
• Price Breakout Schedule
• Park Attendant Background and Experience Statement along with the attached Past Performance
Questionnaires (see Section 3 Past Performance Submission Requirements for more details)
• Representations and Certifications
2. Evaluation Criteria.
Quotes will be evaluated based on the following factors: Past Performance and Price. Past Performance will be considered significantly more important than Price.
Offerors are reminded to include their best and most relevant Past Performance information and Price terms in their initial quote and not to automatically assume that they will have an opportunity to participate in discussions or be asked to submit a revised quote. The Government may make award of a conforming quote without discussions, if deemed to be within the best interest of the Government.
3. Past Performance Submission Requirements.
3.1 Project Descriptions. Provide descriptions of up to three (3) projects completed by the prime contractor within the last five (5) years from the solicitation issue date that are similar in size and scope to this project.
The following information shall be provided for each project:
o Project title, location, and contract number/unique identifier o Period of performance o Project scope o Project size
Projects considered similar in scope to this project include services required to manage campgrounds.
Such services include, but are not limited to, collecting fees, maintaining records, distributing literature, administering the reservation system (i.e., Recreation.gov or equivalent program through a Windows based computer system), greeting visitors, distributing customer comment cards, counting boat ramp fees, coordinating recreation equipment check-outs, and selling passes. For more information on scope, see the description found in the Technical Provision 2 Campground Fee Station Operation.
Projects considered similar in size to this project would be those in which Campgrounds consisted of 10 or more campsites.
For the purposes of this solicitation, a “completed” project refers to one that was previously awarded or a contract that one is currently employed under and will expire before the expected arrival date of the awarded campground under this solicitation.
Additional consideration may be given to offerors who have Park Attendant experience with USACE.
3.2 Project References. Provide at least one reference for all submitted projects. Reference information must include project name, location, owner's name, point of contact, telephone number, and email address. Also include any ratings, letters, awards, etc. that support past performance on these projects.
A sample Past Performance Questionnaire and Project Detail Sheet is included for your convenience. If used, the Past Performance Questionnaire and Project Detail Sheet must be submitted by the offeror with the proposal submission and not sent directly to the agency from the reference. Use as many forms as necessary to meet the criteria. If you elect not to use the formats, all information identified on the formats is still required for evaluation of this item.
NOTE: For purposes of evaluating past performance, the Prime Contractor is defined as the contractor identified in Block 30 of the Standard Form 1449. If more than one contractor is listed in Block 30, then a signed joint venture must be submitted with the proposal and the joint venture shall be registered as such in the System for Award Management (SAM). However, each party of the Joint Venture must submit their own Unique Entity Identifier number with the Joint Ventures’ quote. Projects performed by other contractors than the offeror, such as teaming partners or subcontractors, will not be evaluated for past performance, unless those other contractors are part of a joint venture offeror as demonstrated by a signed joint venture agreement. If the Offeror represents the combining of two or more companies as a joint venture for the purpose of this RFQ, each company in the joint venture may submit project examples, but the total submitted by the joint venture shall not exceed three (3).
4. Past Performance Evaluation.
Evaluation of past performance will be assessed based on a consideration of all relevant facts and circumstances. It will not be based on absolute standards of acceptable performance. Past performance will be evaluated based on the relevancy of recent past performance identified within each offeror’s quote.
4.1 Past Project Relevancy. In its evaluation of project relevancy, the Government will use the rating scale shown in Table 1 to determine, based on size and scope descriptions, if the each of submitted projects is Very Relevant, Relevant, Somewhat Relevant, or Not Relevant to the solicited project.
4.2 Past Project Performance. In its evaluation of project performance, the Government will consider the offeror’s record of conforming to specifications and standards of good workmanship; adherence to schedules, including the administrative aspects of performance; concern for safety and accident prevention; reasonable and cooperative behavior and commitment to customer satisfaction. Past Performance Questionnaires/Background and Experience Statements attached to this document may be used by the Offeror to provide business references that can be contacted for the purpose of verifying past performance. It is the offeror’s responsibility to ensure all of the necessary information within their quote is provided for evaluation. A minimum of three (3) and no more than five
(5) references are required. The Government will consider information in the Past Performance Questionnaires completed by personnel for whom the Offeror has performed work and any information obtained from other sources.
4.3. Performance Confidence Assessments. Using the information provided by the Offerors and any contacted References, evaluators will assign a confidence rating (using the rating scale shown in Table 2) to each offeror based on the degree of successful performance of all recent and relevant projects identified in the quote. The Government's conclusions about the overall quality of the Offeror's past performance may influence the selection of the proposal considered “Best Value to the Government.” The Government reserves the right to check any or all cited references to verify supplied information and to assess owner satisfaction. The Government also reserves the right to not contact the provided references. CPARS and PPIRS are required sources of past performance. The Government may also use other tools such as FAPPIS, Unique Entity Identifier (Dun & Bradstreet), or any other relevant information to assist in its evaluation of an offeror’s past performance.
5. Quoted Prices.
The completed price breakout schedule will be reviewed for completeness and compatibility with the estimated cost to perform the contract services. The reasonableness of the quoted prices will be evaluated and compared with the Government's cost estimate. The lowest quote shall not by itself determine which Offeror is awarded the Contract.
The quoted prices shall demonstrate an understanding of costs to perform the specified contract services. This understanding should be reflected in the Offeror’s quoted prices for individual work items. The Offeror’s price quotation will also be evaluated for proportionality and balance. An Offeror’s price quote may be considered unbalanced when it is based on prices significantly less than the estimated cost for some work items and prices which are significantly overstated for other work.
5.1 Overall Price Evaluations. The Government will evaluate quoted prices for award purposes by adding the Offeror’s total price for the base year to the total prices for all option years. Evaluation of option year periods in the selection process will not obligate the Government to exercise the option(s).
5.2 Discounts. Prompt payment discounts will not be considered in the evaluation of quotes. However, any offered discount will form a part of the award, and will be taken if payment is made within the discount period indicated by the Offeror.
6. Evaluation Process.
6.1 Award will be made to the responsive and responsible Offeror, whose quote conforms to the solicitation requirements and when compared to other acceptable quotes is determined to be the “Best Value to the Government.”
6.2 The Government may make award of a conforming quote without discussions, if deemed to be within the best interest of the Government.
6.3 The Government reserves the right to accept other than the lowest price offered or to reject any or all quotes.
6.4 The Source Selection Evaluation Board (SSEB) may verify any information provided in the quote to better evaluate the Offeror's ability to perform.
6.5 Selection of a contractor will be made by an integrated assessment of the quotes submitted. The integrated assessment will involve an evaluation by the Government of the overall merits of each Offeror's quote. An award will be made as a whole to the Offeror whom the Government determines can accomplish the necessary work and be of the “Best Value to the Government.” In conducting a performance confidence assessment, each Offeror shall be assigned one of the ratings in Table 2 based on Past Performance information.
6.6 Definitions.
1. Deficiency. A material failure of a proposal to meet a Government requirement or a combination of significant weaknesses in a proposal that increases the risk of unsuccessful contract performance to an unacceptable level. See FAR 15.001.
2. Strength. An aspect of an offeror’s proposal that has merit or exceeds specified performance or capability requirements in a way that will be advantageous to the Government during contract performance.
3. Significant Strength. An aspect of an offeror’s proposal that has appreciable merit or appreciably exceeds specified performance or capability requirements in a way that will be appreciably advantageous to the Government during contract performance.
4. Weakness. A flaw in the proposal that increases the risk of unsuccessful contract performance. See
FAR 15.001.
5. Significant Weakness. A flaw in the proposal that appreciably increases the risk of unsuccessful contract performance. See FAR 15.001.
6. Uncertainty. Any aspect of a non-cost/price factor proposal for which the intent of the offeror is unclear (e.g., more than one way to interpret the offer or inconsistencies in the proposal indicating that there may have been an error, omission, or mistake).
7. Clarification. Limited exchanges between the Government and offerors that may occur when award without discussions is contemplated. See FAR 15.306(a)(1).
8. Adverse Past Performance. Past performance information that supports a less than satisfactory rating on any evaluation. Adverse past performance that must be addressed with Offerors includes unfavorable comments received from sources such as those received from respondents from past performance questionnaires or interviews that have not been finalized within a formal rating system.

ADJECTIVE RATINGS AND DEFINITIONS TO BE USED TO BEST REFLECT
YOUR EVALUATION OF THE CONTRACTOR’S PERFORMANCE
RATING DEFINITION NOTE
(E) Exceptional Performance meets contractual requirements and exceeds many to the Government/Owner’s benefit.
The contractual performance of the element or sub-element being assessed was accomplished with few minor problems for which corrective actions taken by the contractor was highly effective.
An Exceptional rating is appropriate when the Contractor successfully performed multiple significant events that were of benefit to the Government/Owner. A singular benefit, however, could be of such magnitude that it alone constitutes an Exceptional rating.
Also, there should have been NO significant weaknesses identified.
(VG) Very Good Performance meets contractual requirements and exceeds some to the Government’s/Owner’s benefit.
The contractual performance of the element or sub-element being assessed was accomplished with some minor problems for which corrective actions taken by the contractor were effective.
A Very Good rating is appropriate when the Contractor successfully performed a significant event that was a benefit to the Government/Owner. There should have been no significant weaknesses identified.
(S) Satisfactory Performance meets minimum contractual requirements. The contractual performance of the element or sub-element contains some minor problems for which corrective actions taken by the contractor appear or were satisfactory.
A Satisfactory rating is appropriate when there were only minor problems, or major problems that the contractor recovered from without impact to the contract. There should have been NO significant weaknesses identified. Per DOD policy, a fundamental principle of assigning ratings is that contractors will not be assessed a rating lower than Satisfactory solely for not performing beyond the requirements of the contract.
(M) Marginal Performance does not meet some contractual requirements. The contractual performance of the element or sub-element being assessed reflects a serious problem for which the contractor has not yet identified corrective actions. The contractor's proposed actions appear only marginally effective or were not fully implemented.
A Marginal is appropriate when a significant event occurred that the contractor had trouble overcoming which impacted the Government/Owner.
(U) Unsatisfactory Performance does not meet most contractual requirements and recovery is not likely in a timely manner. The contractual performance of the element or sub-element contains serious problem(s) for which the contractor's corrective actions appear or were ineffective.
An Unsatisfactory rating is appropriate when multiple significant events occurred that the contractor had trouble overcoming and which impacted the Government/Owner. A singular problem, however, could be of such serious magnitude that it alone constitutes an unsatisfactory rating.
(N) Not Applicable No information or did not apply to your contract Rating will be neither positive nor negative.
