Executing District: Louisville
THE PROCUREMENT PROCESS
AEROMEDICAL Evacuation Squadron Training/Admin Building will be Design-Bid-Build (D-B-B) Request for Proposals (RFP).
Project award will be made on a “Best Value Trade-off” basis as described in the evaluation criteria.
Proposals must be submitted on time. The Louisville District is in the Eastern time zone.
The Source Selection Evaluation Board (SSEB) will evaluate contractors’ proposals based on specific factors which are defined in the RFP Package.
It is anticipated that all procurements will be Unrestricted, Design/Bid/Build, Solicitations. The NAICS code for these projects will be identified in the pre-solicitation and solicitation documents.
The basis of award for each will be the Best Value Trade-off process. The Government may opt not to award to the lowest price. Contractors are urged to pay particular attention to the submission and evaluation criteria outlined for each project.
The solicitations will likely include options. In order to determine the total evaluated price, the Government will add the subtotals from the base line items and option line items.
PROPOSAL REQUIREMENTS
Source Selection Criteria for a “Best Value Trade-off” usually consists of four elements:
Past Performance Evaluation
Technical Evaluation (i.e. Risk Management Plan, Schedule Narrative, etc.)
Small Business Participation Plan (for Unrestricted procurements)
Pro-Forma Evaluation (Price, JV agreements, Bonding, etc.)
Submit your best proposal the 1st time. If we receive an initial proposal that is awardable, discussions may not be opened.
Section 00 22 00 will contain the proposal submission requirements and evaluation criteria. Follow the format described in Section 00 22 00 to keep the proposal in order, success is in the details. Please pay close attention to the requirements of the RFP.
For the Past Performance Factor, we will evaluate both the relevancy of experience and performance quality of prior experience. We will, at a minimum, review CPARS information available in PPIRS but reserve the right to check any and all sources of past performance information. This review will result in an overall assessment of confidence in performance.
For the Technical Evaluation Factor, consider providing specifically tailored approaches for the solicited project. Don’t just tell us how you generally execute construction projects; tell us how you plan to execute this specific project and mitigate project specific risks (schedule, environmental, labor, etc.).
PROPOSAL REQUIREMENTS (cont.)
For Unrestricted procurement, each offeror is to submit a Small Business Participation Plan This is an evaluated element in your proposal (Reference Section 00 22 00 in the RFP).
Must be submitted by both Large AND Small business offerors.
Large Business offerors MUST also submit a Small Business Subcontracting Plan.
Although this is not a rated element as a part of the Source Selection process, it is a condition of award.
All offerors are to submit a Small Business Participation Plan. This is an evaluated/rated element as a part of the Source Selection process. *Small Business entities may count their performance towards the required percentage of SBPP performance.
Large businesses are REQUIRED to submit a Small Business Subcontracting Plan. An approved subcontracting plan is a condition of award. The approved subcontracting plan will then be incorporated into the contract award.
*Staggered approach won’t require these until the Stagger 2 proposal submission.
