About this file
This document is a comprehensive solicitation and specification package for a design-build contract to replace a Moving Armor Target (MAT) wall at Range 26, Fort McCoy, Wisconsin. The project involves demolishing an existing timber pile wall and constructing a new concrete block gravity wall approximately 510 feet long, with the wall height and berm geometry matching pre-construction conditions. The U.S. Army Corps of Engineers Louisville District is seeking qualified contractors from their Northeast Region Small Business Multiple Award Task Order Contract (MATOC) pool to complete the work.
Key technical requirements include using pre-cast concrete blocks provided by Fort McCoy at no cost, maintaining existing target track and electrical equipment, and returning the site to its original topographical condition. The project encompasses site surveys, design submittals, demolition, wall construction, electrical reconnection, and site restoration. The solicitation emphasizes precise reconstruction of the existing range infrastructure, with specific requirements for wall block placement, berm geometry, and electrical system preservation. Contractors must comply with Fort McCoy's environmental guidelines, including invasive species restrictions and seeding specifications for disturbed areas.
