About this file
This document is a Solicitation for the Army Reserve National Roofing Program (NRP) FY25 Task Order 02 for roof replacement at PR013 in Aguadilla, Puerto Rico. The project involves design-build services for replacing roof systems across five buildings (B0807, B0808, Veranda, B0809, and B0810) totaling approximately 35,781 square feet. The scope includes removing existing roof systems (primarily modified bitumen and one metal panel roof), addressing deficiencies identified in a site inspection report, and installing new roof systems with specific requirements for each building, such as 2-ply modified bitumen roofing, fastener replacement, and elastomeric coating.
The solicitation is part of a Multiple Award Task Order Contract (MATOC) with contract numbers W912QR24D0054 through W912QR24D0063, specifically targeting the Army, Air Force, and Army Reserve roofing needs. The project requires a Registered Roof Consultant (RRC) to design and certify the final design, with design milestone deadlines including a design kick-off meeting, final submittals, and a certified final submittal. Additional requirements include replacing lightning protection systems, addressing rooftop equipment, repairing roof access points, and ensuring compliance with industry standards and safety regulations.

1.3. COMMENCEMENT, PROSECUTION AND COMPLETION OF WORK - Paragraph 1.3 of Section 00 80 00.00 06 is replaced with the following:
1.3.1 Refer to FAR 52.211-12 "LIQUIDATED DAMAGES" in Section 00 70 50 for the amount of Liquidated Damages for the Task order project.
1.3.2 Refer to FAR 52.211-10 "Commencement, Prosecution, and Completion of Work" in Section 00 70 50 for a notification of significant contract dates.
1.3.3 Additional Requirements/Clarifications of Work Included Within the Contract
The time stated in FAR 52.211-10 "Commencement, Prosecution, and Completion of Work" in Section 00 70 50 for completion shall include as-built drawings, O&M manuals, operational tests/reports/training/instructions, and equipment lists.
1.4. TIME EXTENSIONS FOR UNUSUALLY SEVERE WEATHER. ER 415-1-15
This provision specifies the procedure for the determination of time extensions for unusually severe weather in accordance with the "Default (Fixed-Price Construction)" as discussed in Section 00 70 00 of the base contract and Section 00 70 50 of this task order. In order for the Contracting Officer to award a time extension under this clause, the following conditions must be satisfied:
The weather experienced at the project site during the contract period must be found to be unusually severe, that is, more severe than the adverse weather anticipated for the project location during any given month.
The unusually severe weather must actually cause a delay to the completion of the project. The delay must be beyond the control and without the fault or negligence of the Contractor.
The following schedule of monthly anticipated adverse weather delays is based on National Oceanic and Atmospheric Administration (NOAA) or similar data for the project location and will constitute the base line for monthly weather time evaluations. The Contractor's progress schedule must reflect these anticipated adverse weather delays in weather dependent activities.
MONTHLY ANTICIPATED ADVERSE WEATHER DELAY WORKDAYS BASED ON (5) DAY WORK
WEEK
JAN FEB MAR APR MAY JUN JUL AUG SEP OCT NOV DEC
PR013 2 2 1 2 3 2 3 3 3 3 4 2
Upon acknowledgment of the Notice to Proceed (NTP) and continuing throughout the contract, the Contractor will record on the daily CQC report, the occurrence of adverse weather and resultant impact to normally scheduled work. Actual adverse weather delay days must prevent work on critical activities for 50 percent or more of the Contractor's scheduled workday. The number of actual adverse weather delay days shall include days impacted by actual adverse weather (even if adverse weather occurred in previous month), be calculated chronologically from the first to the last day of each month and be recorded as full days. If the number of actual adverse weather delay days exceeds the number of days anticipated listed above, the Contracting Officer will convert any qualifying delays to calendar days, giving full consideration for equivalent fair-weather workdays, and issue a modification in accordance with the "Default (Fixed-Price Construction)" in section 00 70 00 of the base contract, Volume 1 .
1.5. WAGE RATES
The Davis-Bacon Act is not applicable to contract work performed in the Commonwealth of Puerto Rico. In accordance with the Permits and Responsibilities clause of this contract, the Contractor shall be responsible for complying with any local labor laws, codes, and regulations that apply to the work performed under this contract. The Contractor is advised to consult with the locality’s Department of Labor or equivalent agency for the purpose of reviewing applicable local labor laws which may contain specific rules for computing overtime and the amount of overtime pay laborers and mechanics must be paid. Any such applicable local labor law imposing stricter overtime rules than those contained in the Contract Work Hours and Safety Standards Act -- Overtime Compensation clause of this contract (i.e., provides greater benefits to laborers and mechanics) may apply in lieu of the rules contained in that clause.
The work to be performed is located in AGUADILLA, PUERTO RICO, Aguadilla.

7. ARCHITECTURAL / BUIDLING ENVELOPE
7.1. All Buildings: Existing lightning protection system to be replaced.
7.1.1. Lightning protection systems will be removed and a new lightning protection system installed. Lightning protection systems will be updated as necessary to allow for re-certification per UL Standards and to accommodate changes to roof systems. Contractor responsible for determining if a lightning protection system is needed at each facility and shall ensure installation meets or exceeds UL standards
7.2. B0807, B0808 & Veranda: remove approximately 15 existing skylights, roof deck repaired, and new modified bitumen roof system to overlay the section of removed skylight.
7.3. B0807, B0808 & Veranda: Existing solar panels have been removed from the roof but the mounting systems remain. Existing mounting systems for the solar panels will be removed, roof deck repaired, and new modified bitumen roof system to overlay the section of removed solar panel mounting system.
7.4. B0809: Existing chimney to be removed, roof deck repaired, and new modified bitumen roof system to overlay the section of removed chimney.

14. Roof System
14.1. B0807, B0808 & Veranda
14.1.1. All 3 buildings are an existing modified bitumen roof over structurally sloped concrete deck. All 3 buildings to be replaced with a new 2-ply Modified Bitumen Roof System.
14.1.1.1. New 2-ply modified bitumen roof system also needs to be applied to the lower “roofs” that are above the windows along each floor
14.1.2. Veranda roof has a small portion of exposed concrete
decking. New 2 ply modified bitumen roof system to be applied to this exposed concrete section with edges of the section properly flashed.
14.2. B0809
14.2.1. The existing roof system is a modified bitumen roof over structurally sloped concrete deck. This roof will be replaced with a new 2-ply Modified Bitumen Roof System.
14.2.1.1. This applies to the main roof section along with the lower roof section as shown on A-004 from the roof inspection report
14.3. B0810
14.3.1. The existing roof system is a metal panel roof system. This roof will require replacement of the existing fasteners (install new oversized stainless steel fasteners with EPDM washers), rake flashing, and open flashing/closures around roof equipment.
14.3.2. Add an elastomeric coating to the standing seam metal roof system with a new 20 year manufacturer's water tight warranty.
14.3.2.1. Prior to applying the elastomeric coating treat ridge flashing per manufacturer requirements.
