Vendor Questions for Solicitation
W912QM-24-Q-0048 DPW Pedestrian Gate Project
There is some time alignment that does not match requirements describe in the terms of reference for example:
1. OPSEC training, it is required that personal to take this training 30 days after signing the contract, and no personnel is allowed to work until they finish this training, but also is mentioned that the construction should started 15 days after signing the contract, so the time describe between obtaining the certification of OPSEC with the start point of construction does not match. Please clarify:
a. The PWS states “Period of Performance: The work shall begin within fifteen (15) calendar days after the Contractor receives the contract award, and the project shall be completed in 180 calendar days after the Notice to Proceed” DPW considers any prep activity like training, submittals, QC plan submission, etc. as “work”. The Contractor can start construction work at any date as long as it is completed in 180 calendar days after the Notice to Proceed.
2. OPSEC training, it is not clear if this requires a cost that would have to be absorbed by the contractor, and the time that requires and does not describe how to coordinate this requirement. Please clarify:
a. The OPSEC training will be provided by the USG through the Military Police. Contractor will contact DPW to schedule the training.
3. accordingly with page 3 and 4, delivery time is 15 days ADC, for all activities, but in page 5 and other pages describe that the project should be completed in 180 day, contradicting the 15 days. Please Clarify
a. Some deliverables, like the QC plan, Personnel CVs, project schedule, are required to be delivered 15 days after the contract award. But the contractor has 180 days to complete all construction activities and project close out.
4. Most of the work is in the public area of the airport, please confirm if there are no extra requirements for the personnel working in this area from PIA, DSA, or Military requirements besides the background check document from DPI and the Court.
a. No additional documentation is needed, except a list of personnel and vehicles that will access the Airport Area. However, the contractor needs to observe any rules from PIA or DSA in case extraordinary events happen (not expected)
5. We would need to confirm if the storage area that we would need, will be made by the contractor or is going to be an assigned space at the airport or in the military area. Please confirm
a. If contractor needs to build a temporary storage area, DPW will assign the space, but all cost will be covered by the contractor.
6. We would need some clarification about parking requirements, is this going to be provided by the contractor, by PIA or the military base.
a. Contractor can park vehicles on the designated parking areas on Base, or the designated construction zone. The contractor can not park vehicles in a way that will impede traffic flow on the Military side or the Airport side. If for any reason a road needs to be blocked, the contractor shall submit a road closure request to DPW one (1) week before the scheduled activity.
