STREAMLINED SOLICITATION:
i. This is a combined synopsis/solicitation for commercial items prepared in accordance with
(IAW) the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being request and a written solicitation will not be issue.
ii. The solicitation number is W912QM-19-Q-0102 and issued as a Request for Quote (RFQ).
iii. The solicitation document and incorporated provisions and clauses are those in effect through
Federal Acquisition Circular FAC 2019-04, effective date 07 Aug 2019.
iv. The associated North American Industrial Classification System (NAICS) code for this procurement is 339950 Sign Manufacturing with a small business size standard of 500. This requirement is not being set aside for Small Businesses.

The 410th CSB, Regional Contracting Office request to replace/Install Runway 17/35 runway signs in support 612th ABS/CEF at Soto Cano Air Base, Honduras. See Statement of Work
(SOW) below for more details.

(a) The Government will issue a purchase order resulting from this solicitation to the responsible quoter whose quotation conforming to the solicitation will be most advantageous to the
Government, price and other factors considered, in accordance with FAR 13.106. The following factor(s) shall be used to evaluate offers:

Statement of Work (SOW)
MHSC 19-1003 Replace Runway 17/35 Signs
Soto Cano Air Base
1.0 General: This is a contract to provide and install signs for Soto Cano AB, also referred to herein as “the Government”. The Government shall not exercise any supervision or control over the contract delivery providers performing herein. Such contract providers shall be accountable solely to the
Contractor who, in turn is responsible to the Government.
1.1 Objective: The contractor shall provide/deliver/install twelve (12) signs, within Soto Cano AB
(Airfield), Honduras, in support of, but not limited to, the 612th Air Base Squadron (ABS) as per this
SOW. Request to replace signs for Runway 17/35 to provide guidance and control for the safe and efficient surface movement of aircraft in accordance to UFC 3-353-01 (Visual Air Navigation Facilities).
1.2 Background: Soto Cano AB (Airfield) requires replacement signs for Runway 17/35. Current signs are outdated and faded therefore violating FAA 150-5345-44K (Specification for Runway and Taxiway Signs). Signs to be Replaced: Twy A Rwy Info, Twy B Rwy Info, Twy C Rwy
Info, Twy D Rwy Info ½, Twy D Rwy Info 2/2, Twy D TACAN Info, Twy C CMA Info, Twy E
CMA Info, Twy F CMA Info, Twy G CMA Info, Twy H CMA Info, and Twy J CMA Info. See attached photos depicting existing signs.
1.3. Period of performance: 60 days from Notice to Proceed issuance.
1.4 Recognized Holidays: N/A
1.5 Hours of Operation: The contractor is responsible for conducting work/deliveries between the hours of 8:00 AM to 5:00 PM. The airfield hours of operation are 7:00 AM until 11:00 PM.
1.6 Place of Performance: Soto Cano AB, Palmerola, Honduras.
2.0 PURCHASING SPECIFICATIONS
2.1 Equipment/Product List: Contractor shall provide all materials and equipment required to complete the described work.
2.2 Government Furnished Items: No government furnished equipment or items will be provided to the contractor as part of this contract action.
3.0. GENERAL INFORMATION
3.1. Management and General Work Requirement: The Contractor shall manage and complete the procurement of the materials and delivery in accordance to Section 1.6 of this SOW. The Contractor shall coordinate all aspects of the project to include scheduling of work with Point of Contact in accordance to
Section 1.3 of this SOW. The Contractor must have the capability to provide good quality signs.
Contractor will ensure work area is clean and free off debris and signs are fully operational prior to departure of contractor.
4.0 SECURITY REQUIREMENTS:

4.1 Disclosure: The Contractor shall not further disclose specifics of services to unauthorized personnel.
Contractor will provide their sub-contractor only required specifics to accomplish services and / or products delivery. The Contractor shall not sketch or take photos of Government facilities unless related to service being provided. The Contractor shall not post, or discuss government facility activities on any unauthorized public access media.
5.0 SPECIFICATIONS
General:
The Contractor shall furnish all labor, transportation, equipment, materials, and any other items and services necessary to execute the terms of this statement of work. The Contractor shall demolish and replace twelve (12) airfield signs and associated equipment in accordance with the following description:
5.1 Demolition
5.1.1 Demolish existing runway signs and associated equipment including isolation transformers, electrical wiring and anchor bolts as indicated on the signage schedule.
5.1.2 Contractor shall keep existing concrete pads for reuse.
5.2 Installation: Install new runway signage as indicated in the signage schedule. Mandatory Sign installation must meet the criteria below per AC 150/5340-18, AC 150/5345-44K and UFC 3-535-01. All signs shall meet current FAA and ICAO requirements and standards, including: ICAO Annex 14, Chapter
5, Visual Aids for Navigation.
5.2.1 Sign Requirements
5.2.1.1 Mandatory Signs must meet above criteria and be FAA Size 3 and FAA Style 5 (See FAA AC
150/5345-44 Tables 1 and 2 for sign and legend height dimensions).
5.2.1.2 Sign legends size, color, fronts, spacing, and border requirements must meet FAA AC 150/5345-
44.
5.2.1.3 All mandatory instruction sign white legends are outlined in black. (See FAA AC 150/5345-44 for additional information about the black outline.)
5.2.1.4 Signs are oriented so that the face is perpendicular to the centerline of the taxiway.
5.2.2 Foundation
5.2.2.1 Contactor shall mount new signs to the existing concrete pads
5.2.3 Sign Mounting
5.2.3.1 Mount new signs on existing concreate pads as indicated in the sign schedule.
5.2.3.2 See FAA AC 150/5345-44 for mounting height and leg frangibility requirements.

5.2.4 Electrical: The internal electrical construction shall be IAW the electric regulations in effect in
Honduras, National Electric Code (NEC)/American National Standards Institute (ANSI)/Energy
Information Administration (EIA)/Telecommunications Industry Association (TIA)/Techniques
Electronics Electrical Equipment (TEEE)/National Fire Protection Association (NFPA)/Unified Facilities
Criteria (UFC)/ Federal Aviation Administration Advisory Circular (FAA AC), and allow for a 30% capacity above the maximum normal usage of all electrical systems simultaneously.
5.2.4.1 New signs must be connected to a dedicated 5.5 ampere, 1-step regulator.
5.2.4.2 Control of the circuit will be interlocked with the corresponding runway edge lighting circuit so as to turn on and off with its runway edge lighting
5.2.4.3 All cables shall be American Wire Gauge (AWG) and have isolation Thermoplastic Heat and Water
Resistant Insulated Wire (TWH) of the caliber specified and calculated IAW the calculated electric bulging loads, subject to the following color code:
Green: Earth.
White: Neutral.
Black: Not regulated.
Yellow, red, blue: Regulated.
This code shall flow from the electrical board of distribution to the final point of exit. Joints within the system are not allowed. They shall only be in the boxes.
Protection elements shall be from a national and recognized manufacturer, all of the same brand preferred.
All cable ends or joints shall have the appropriate terminals or spring-like connectors for the conductors.
5.2.4.4 Electrical Materials: The Contractor shall ensure that all materials be new and from accredited manufacturers. All work shall be performed according to the best trade practices, using specialized personnel. All defective or damaged materials and equipment shall be replaced at no cost to the government. The manufacturer data shall be given to the COR for approval, before installation.
5.2.4.5 Internal Electrical Installations: The Contractor shall ensure that all electrical networks are IAW
NTC-2050. The Contractor shall provide electrical calculation showing actual load and estimated reserve load. The Contractor shall submit conductor size for COR approval before material purchase. The installation of all exposed electrical systems shall be Electrical Metallic Tubing (EMT) or metal cable trays or galvanized conduit if required IAW designs and NTC 2050. In all other installation, electrical PVC conduits schedule 40 shall be used.
5.2.4.6 Conductors: The Contractor shall ensure all conductors with a minimum gauge for interior electrical systems shall be copper No. 12 AWG, and are used according to the conditions listed below:
THW (Thermoplastic Insulation, Heat Resistant (75°C), Suitable for Wet Locations) insulated cables/wires shall be used in building wiring, feeder and branch circuits, and internal secondary industrial distribution.
THHN/THWN and THWN-2 cables and wires shall be used in building wiring, feeder and branch circuits, and internal secondary industrial distribution. Thermoplastic Insulation, High Heat Resistant (90°C), shall
Date: 8 Aug 2019 be used in dry locations only; nylon jacket, thermoplastic insulation, heat resistant to 75°C is suitable for wet locations, nylon jacket, thermoplastic insulation, heat resistant to 90°C is suitable for wet locations;
nylon jacket-2: 90°C is suitable for wet and dry locations)
5.2.4.7 These types of conductors shall be designed for use up to 600 volts. All conductors shall be copper.
All conductors shall conform to the American Wire Gauge system. For identification, the same colors shall be used in the different phases and a uniform color throughout the building, according to the National
Electric Code. Conductors in only one color shall be covered with colored tape. Splices within conduit are authorized (conductors shall be continuous from box to box). All underground splices shall be approved by the COR. Contractor shall only submit UL listed material for approval. All splice boxes shall have at least 20 cm of slack conductor available. A multi-conductor water-tight cable shall be provided from the panel through conduit and a NEMA 3R junction box on the exterior; with 6m (20’) of slack cable on the exterior to be connected to a site outlet box provided by a site utility contractor. Service entrance grounding is provided upstream and this cable shall be considered a feeder with phase, neutral and ground conductors as required per NEC.
5.2.5 Photometrics: See FAA AC 150/5345-44 for detailed information about sign luminance and methods of measurement
5.2.6 Weather Proofing: All signs must constructed to withstand exposure to wind driven rain.
5.3 Plans: The Contractor shall provide to the COR all designs for final approval. Designs must be provided to the COR within 30 days of award. Only the COR will have the authority to approve designs. Once approved all shall become part of the contract specifications.
5.3.1 Surveying: The Contractor shall perform all surveying required for the project and use the data collected in every aspect of the project.
NOTE: All contractor designs shall comply with all requirements and regulations of local and military base authority’s having jurisdiction over the project site.
5.4 Final Report: The contractor shall submit a final report to include all maintenance manuals for all equipment installed, as-built drawings and all other documentation required to turn over the construction project to COR for approval. Final payment will be withheld until final report is received and approved.

6. APPLICABLE CODES & STANDARDS. The design and construction shall be IAW established construction practices, and the latest revision/edition of the following referenced codes and standards, where applicable. UFC 1-300-09N, Design Procedures, provides design guidance and contains references to other UFC’s and codes that are to be used for this contract. UFC 1-200-1, General Building
Requirements, is the building code guide and contains references to other UFC’s and codes that are to be used in this contract.

Where discrepancies in the referenced standards and the contract requirements occur, the more stringent requirements shall govern. If this occurs, the contractor shall immediately notify the COR.
7.0 CHANGES TO THE CONTRACT: THE ONLY PERSON AUTHORIZED TO MAKE
CHANGES TO THE CONTRACT IS THE KO. Failure to clear any changes to the contract with the
Contracting Officer IN ADVANCE of the requested change will result in the Government not being responsible for the charges, and non-payment to the Contractor. Accordingly, the Contracting Officer
SHALL be notified prior to any additional services/performances necessitating contract modification
(that is, those resulting in changes to the terms of the contract). Purchases or changes by unauthorized persons will result in the contractor not receiving payment for costs incurred
