About this file

This is a Questions and Answers document clarifying requirements for solicitation W912QG26QA018, a firm fixed price RFQ issued by the Department of the Army South Carolina Army National Guard for a Yellow Ribbon Event in Greenville, SC 29601, scheduled for September 11-13, 2026. The Q&A document addresses eight key inquiries regarding lodging, meals, taxes, location flexibility, quantities, audio-visual services, contractor eligibility, and pricing thresholds.

Critical clarifications include: 120 total room-nights (75 on September 11, 45 on September 12) with standard two-night occupancy for Friday rooms; 150 breakfasts required September 12 and 90 on September 13; Line Item 0002 has been revised from occupancy tax to resort fees to capture applicable costs above lodging, since the federal government is tax-exempt; properties within zip code 29601 are preferred, though locations outside this boundary may be considered as part of best value evaluation; offerors should price assuming full quantities with possible downward adjustments based on final counts by September 10; equivalent audio-visual packages meeting stated equipment requirements (two screens minimum 10", wireless microphones, podium with audio, stage/riser, one internet connection) are acceptable; small business prime contractors may subcontract with a single hotel property; and quotes may exceed the FY2026 GSA lodging per diem of $110/night if justified by technical quality, amenities, and meeting space under best value criteria. Quotes are due June 30, 2026 at 12:00 PM Eastern Daylight Time.

QuestionsAnswers
1) PWS 6.0 states Friday night 75 rooms- are those rooms for 2 nights? Saturday night 45 rooms- are those for 1 night? Total lodging nights of 75+75+45=1951) No, total is 120, with QTY 75 on Friday and QTY 45 Saturday
2) PWS 6.0 states Breakfast coupons Saturday for 150- Sunday for 90- are the sessions split2) Unsure on what the queston intends to ask. There are separate events on Saturday and Sunday. Breakfast of QTY 150 is required for Saturday and QTY 90 breakfasts are required for Sunday.
3) Occupancy tax (Line Item 0002): The Performance Work Statement states the Federal Government is tax exempt, while Line 0002 prices occupancy tax for 120 room-nights. Please confirm offerors should quote applicable state/local occupancy tax on Line 0002, and whether any other taxes or fees (e.g., service charges, resort fees) should be included in the line-item pricing or excluded entirely.3) You are correct, the Federal Government is exempt from State and local tax. This Line Item will be changed to Resort Fee to capture any applicable costs above lodging.
4) The solicitation requires the hotel to be in Greenville, SC zip code 29601. Would a property immediately adjacent to the 29601 boundary that meets all space, capacity, and quality requirements be acceptable, or is 29601 strictly required?4) Within the zip code 29601 is what is being requested, a proposed location outside of 29601 will not immediately be rejected; however, location is part of the best value evaluation.
5) The PWS states quantities are estimates and the vendor invoices for actual services provided, with a final count by September 10. Is there a guaranteed minimum quantity (e.g., percentage of estimated room-nights and meals), or should offerors price assuming full quantities with downward-only adjustment?5) Offerors should assume full quanitities with possible downward adjustments.
6) The specifications reference a "PSAV-AV Support Package." Is an equivalent AV package provided by the hotel's in-house or contracted AV provider acceptable, provided it meets the stated equipment requirements (two large screens with support, podium with wireless microphone, stage/riser, laptop audio, one internet connection)?6) Yes
7) Is the Government open to receiving quotes from a small business prime contractor who will fulfill this requirement through a single hotel subcontractor, or is this solicitation intended for the hotel property itself to submit as the offeror?7) Yes
8) The PWS states that sleeping rooms must be at or below the Government per diem rate. Will the Government consider quotes where the nightly room rate exceeds the FY2026 GSA lodging per diem of $110/night if the offeror can demonstrate that the technical quality, amenities, and meeting space of the proposed facility justify the variance under the Best Value evaluation criteria?8) Yes
