W912QG-R-0010 Billboard Campaign Questions & Answers

Question 1:

I noticed the solicitations for Outdoor Billboard Advertising and Social Media Services. I wanted to connect and see if you would be open to discussing a few additional ideas to reach your recruiting goals. This will give you an idea of what we are about and how we engage. Would there be an opportunity to meet and discuss over the next few weeks?

Answer 1: We are open to new ideas and may potentially incorporate them into our current billboard campaign. This can be discussed after award, so base your proposal and cost on the information provided in the Solicitation and all applicable documents.

Question 2:

Under Scope of Work : " The contractor shall produce and install a minimum of 15 Bulletins and a minimum of 40 Posters". Are the 40 Posters required to stay installed for the year, or over the course of the year?

Answer 2: printing / installation is to be covered for a 12 month period for a minimum of 15 Bulletins and 40 posters.

Question 3:

Regarding the above referenced solicitation, I understand that the SCARNG cannot pay for rental/lease space and can only pay for printing/installation. Is that printing/installation supposed to be cover the entire 12 months of Aug 1, 2018 – July 31, 2019 for minimum of 15 bulletins and 40 posters? Or just a portion of that time?

Separately, should our quote include printing/installation costs? Or will that be quoted by the winning bidder after they are selected as the bidder? I ask because some solicitations are only a review of a vendor’s capability and past performance and not necessarily pricing at the proposal/quote stage.

Answer 3:

Quote should include all applicable costs.

Question 4:

Is there an incumbent contractor for Billboards?

Answer 4:

No

Question 5:

What locations and markets are these billboards desired?

Answer 5: We understand we do not have the ability to choose a specific location, however we would like our billboard campaign to be around our highest producing counties. Once a company is awarded the contract, we will forward the general location as to where we want the billboards / posters.

Question 6:

What minimum size (per format) is desired? Poster size requirement and billboard bulletin size requirement?

Answer 6: Bulletin should be a minimum of 10’6” x 36’; posters should be a minimum of 10’ x 20’

Question 7:

What duration is required for each poster and each billboard bulletin?

Answer 7: printing / installation is to be covered for a 12 month period for a minimum of 15 Bulletins and 40 posters.

Question 8:

Is digital or static billboard bulletin/poster format preferred?

Answer 8: Static billboard bulletin / posters are preferred, however digital is acceptable as long as it’s in our desired area

Question 9:

What is the minimum number of weekly impressions required for each billboard bulletin and poster?

Answer 9: This is our first billboard campaign in quite some time, so we don’t have a minimum expectations for weekly impressions.

Question 10:

How frequently is each poster and bulletin anticipated to require content changes?

Answer 10: Once it’s posted, changes should not be made.

Question 11:

The solicitation states : “The SCARNG is not authorized to pay for Rental / Lease space;”, therefore, is the expectation that the price for leasing the advertisement space per 4 week period be bundled into the installation and production costs of the billboard bulletin or poster? If yes, then what is the minimum duration of advertisement lease time that should be factored into that price, per bulletin and per poster?

Answer 11: printing / installation is to be covered for a 12 month period for a minimum of 15 Bulletins and 40 posters. Please factor in all your costs when submitting your bid.
