SCNG Youth Camp PWS 2017

PERFORMANCE WORK STATEMENT

For

South Carolina National Guard Family Programs/Child and Youth Services Summer Youth Camp

1.0 INTRODUCTION

South Carolina National Guard Family Programs Child and Youth Services Branch (SCNG FP/CYS) is tasked by NGB to administer a summer youth camp for the children and youth of members, retirees, and employees of the South Carolina National Guard. One aspect of the program is to administer youth camps focused on providing opportunities to build military kid peer groups through shared experiences, to learn and practice self-expression and communication skills, to build resiliency, as well as provide respite in South Carolina’s great outdoors.

2.0 BACKGROUND

The National Guard Family Programs, as established in 1994, led to the development of a variety of programs for National Guard members and their Families. One of these programs was a summer youth camp. South Carolina conducted their first youth camp during the summer of 1995. There were 100 campers in the first camp and it was conducted at the South Carolina Army National Guard Training Center. Subsequent camps, conducted each summer with the exception of 2003 (due to high deployment numbers), have had camper populations up to 165. Campers learn and enjoy a variety of activities that promote confidence, resiliency, life-skills, and character development while connecting with the military experiences of their family members. This camp is the highlight of the summer for those children who attend.

MISSION:

The purpose of the SCNG Youth Camp is to:

· Provide a unique and enjoyable opportunity for children and grandchildren of service members, retirees, and employees of the SCNG.

· Provide an opportunity for youth to attend a quality summer camp that may not otherwise be available or affordable.

· Provide a positive and enjoyable experience in a safe and caring atmosphere while building self-esteem through positive role modeling and problem solving.

· Foster a sense of well-being while forming friendships with fellow National Guard youth of different ages, communities and backgrounds.

· Help each camper gain an additional understanding of the role of the National Guard in state and federal missions and why his or her family member serves in the SCNG.
