UNDER THE GENERAL SERVICES ADMINISTRATION

FEDERAL SUPPLY PROGRAM

Program/Equipment: Perform Organizational Development Services to assist with issues identified during the Manpower Analysis, including the areas of Strategy, Requirements, Workforce, Performance Management, and Process Improvement required to support the unique interagency mission.

FAR 8.405-6 Limited Sources Justification Under the General Services Administration

Federal Supply Schedule Program

1. Contracting Activity: 410th Contracting Support Brigade Regional Contracting Office Joint Interagency Task Force South (JIATFS) Key West, FL 33040

2. Description of Action: JIATFS J7 requests a sole source Blanket Purchase Agreement (BPA) under the General Services Administration (GSA) Federal Supply Schedule (FSS) Program with Whitney, Bradley & Brown, Inc. (d.b.a. WBB), 11790 Sunrise Valley Drive, Reston, VA 20191-1404. The Government will execute this action against FSS contract GS-00F-297CA. Projected award is ember 2017 and Operations and Maintenance, Army funds will be used .

An acquisition plan is not required because this procurement does not meet the threshold at Defense Federal Acquisition Regulation Supplement 207.103(d)(i)(B).

3. Description of Supplies/Services: JIATFS requires this BPA for Organizational Development Services to assist with issues identified during the Manpower Analysis, including the areas of Strategy, Requirements, Workforce, Performance Management, and Process Improvement required to support the unique interagency mission. WBB is the only source who possesses in-depth knowledge of the JIATFS mission and organizational requirements.

4. Authority Cited: Title III of the Federal Property and AdministrativeServices Act of 1949 (41U.S.C. 251, et. Seq) and Title 40 U.S.C 501, Services for Executive Agencies, as implemented by FAR 8.405-6 and substantiated by the following:

FAR 8.405-6(a)(1)(i)(C). In the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order provided that the original order was placed in accordance with applicable Federal Supply Schedule ordering procedures. The original order or BPA was not previously issued under a sole-source or limited-sources procedures.

5. Reason for Authority Cited: WBB is the only qualified contractor with the experience, expertise, and current situation awareness to provide the needed Organizational Development Services for JIATFS. WBB recently performed an in-depth organizational analysis of JIATFS under contract W912PX-16-F-0004 and has extensive knowledge on the unique mission requirements, organizational structure and performance impacts of the issue to be addressed. This is a logical follow-on to assist with issues identified during the Manpower Analysis, including the areas of Strategy, Requirements, Workforce, Performance Management, and Process Improvement required to support the unique interagency mission. WBB brings cross domain interagency experience and a proprietary Organizational Optimization and Alignment of Resources (OARS) model of JIATFS that is prepopulated from the previous study. OARS provides streamlined techniques and technologies to align requirements to aligned required resources while measuring risk to mission performance. While there are numerous alternative companies who offer similar services, there are none who possess all of the following factors:

Current understanding of the JIATFS Interagency mission resource requirements.

The depth of understanding of JIATFS resource requirements and a supporting populated resource model to use during the period of performance under this

BPA.

Relationships and knowledge necessary to implement organizational development services within the next five (5) years to support imminent changes to mission.

Familiarity with JIATFS structure, decision making processes, and current management process.

Demonstrated past performance conducting analysis of JIATFS resource requirements.

Expert knowledge of customized requirements resource modeling and portfolio optimization.

In-depth knowledge of JIATFS reduces start up time, therefore significantly reduces cost.

Ability to begin work immediately and meet aggressive schedule.

Failure to award this effort to WBB will leave JIATFS at risk of not fulfilling resource requirements in support of mission requirements through an emergent mission transition period. Competing this requirement will further delay the start of the work, plus any new contractor would require several months to begin to understand the unique nature of the JIATFS requirements before they could conduct any relevant analysis or begin to make actionable recommendations or implement transferable processes. WBB is in the unique position of being able to rapidly assist with the command during a transition period to minimize disruptions and improve service. Selection of a new contractor at this point would significantly delay program improvements and increase costs. It is in the best interest of the Government this BPA be awarded to WBB, Inc. for JIATFS Organizational Development Services

6. Actions to Increase Competition: JIATFS competed the under the Professional Services Schedule Federal Supply Group: CORP and WBB was awarded a delivery order after determined they proposed the lowest-price technically acceptable offer. This BPA will allow for logical follow-on work to address issues identified in the organizational assessment. The unique combination of skills and experience that WBB possesses after completing that study and identifying the issues to be addressed, make them the only suitable contractor for this follow-on work, making it unsuitable for further competition.

7. Market Research: Market Research was conducted during the original Manpower Study on July 2016. A Sources Sought was posted on FBO on 12 February 2016 for days with 9 responses received. Four (4) companies with GSA schedules provided previous experience on workforce analysis with the Government.

8. Other Facts: The original Manpower Study was competed under the Professional Services Schedule on GSA.

11. Best Value Determination/Fair and Reasonable Cost Determination: I hereby determine that the BPA represents the best value to the Government in accordance with FAR 8.405-6(c)(2)(v). Additionally, I hereby determine that the anticipated cost or price to the Government for this contract action will be fair and reasonable using price analysis techniques based on historical prices and comparison with the independent Government estimate. The BPA Price List or individual calls will be negotiated using WBB GSA Schedule prices.
