PERFORMANCE WORK STATEMENT (PWS)
Auger Drilling, Soil Sampling, and Soil Testing Launcher Maintenance Missile Assembly Support Facility

PART 1
GENERAL INFORMATION
1.0 General: This is a non-personal services contract to provide auger drilling, drive sampling (Standard Penetration Test or SPT), soil sampling, and soil testing. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the primary contractor who, in turn is responsible to the Government.
1.1 Description of Services/Introduction: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform auger drilling, drive sampling (Standard Penetration Test or SPT), soil sampling, and soil testing as defined in this Performance Work Statement (PWS) except for those items specified as Government furnished property and services. The contractor shall perform to the standards in this contract.
1.2 Background: This PWS details the contractual work required for auger drilling, drive sampling (Standard Penetration Test or SPT), soil sampling, and soil testing for the proposed Launcher Maintenance Missile Assembly Support Facility at White Sands Missile Range (WSMR).
The Launcher Maintenance Missile Assembly Support Facility is located within the southern end WSMR just east of WSMR Cantonment Area. The Launcher Maintenance Missile Assembly Support Facility will be 18,800 square feet with a rectangle footprint, a concrete apron surrounding the facility, and adjacent parking lot. Two storage buildings, each 120 square feet, are also required at the site. For photos of the site, see Attachment 5.
The subsurface investigation shall consist of soil sampling at approximately 18,800 square feet for the Launcher Maintenance Missile Assembly Support Facility. The site consists of unconsolidated valley fill deposits of sand, clay, and gravel. It is likely that surficial soils may be high in gypsum-rich deposits. Carbonate soils (caliche) are also present at the site. A subsurface investigation 1.3 miles southwest from the proposed project site provides the nearest subsurface information. See Attachment 4.
1.3 Objectives: To determine the characteristics of the subgrade soils in order to accurately develop geotechnical recommendations for the Launcher Maintenance Missile Assembly Support Facility. The contractor shall provide:
Auger drilling and drive sampling, Field testing, Collection of soil samples (via split spoon, bulk, and ring sampler)
Testing of soil samples by a USACE validated laboratory Submission of test results to USACE, Albuquerque District Potholing Geophysical surveying
1.4 Scope: The contractor shall provide the equipment, materials, personnel and services required to complete the activities in this PWS except for those items specified as Government furnished equipment, property, or activities.
1.5 Period of Performance: All work, including submission of all lab data, shall be completed within 90 calendar days after contract award.
1.6 General Information:
1.6.1 Place of Performance: The work to be performed under this contract will be performed at White Sands Missile Range, New Mexico. A detailed location is shown on the attached drilling site plan in the bore log location schedule in section 5.2.3 of this PWS.
1.6.2 Type of Contract: The Government will award a Firm Fixed-Price, Performance-based contract for the services described herein.
1.6.3 Hours of Operation: The contractor is responsible for conducting business between the hours of 7:00am to 4:00pm Monday thru Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. For other than firm fixed price contracts, the contractor will not be reimbursed when the Government facility is closed for the above reasons. The contractor must at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when the Government facility is not closed for the above reasons. When hiring personnel, the contractor shall keep in mind that the stability and continuity of the workforce are essential.
1.6.4 Recognized Holidays: The following holidays are recognized as Federal holidays and Government offices will not be open. It is not required for the Contractor to perform services on these holidays.

1.6.5 Quality Control: The contractor shall develop and maintain an effective Quality Control Program (QCP) to ensure services are performed in accordance with this PWS. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The contractor’s QCP is the means by which he assures himself that his work complies with the requirement of the contract.
1.6.6 Quality Assurance: The Government shall evaluate the contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan (QASP). This plan is primarily focused on what the Government must do to ensure that the contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the minimum satisfactory performance thresholds.
1.6.7 Security Requirements:
Contractor is required to follow any and all policy/guidelines for access control onto a WSMR area and any secure/restricted areas as necessary to complete work. The Contractor shall be responsible for ensuring that all personnel entering White Sands Missile Range pass any required security checks prior to entry. Contractor is required to complete the below training before entering WSMR:

1.6.7.1 Physical Security: The contractor shall be responsible for safeguarding all Government equipment, information and property provided for contractor use.
1.6.7.2 Antiterrorism and Operations Security: Per the guidelines mandated with the implementation of OPORD 2013-74: Integrating Antiterrorism and Operations Security (OPSEC) into the USACE Acquisition Process, the following OPSEC provisions apply to this requirement:
1.6.7.2.1 AT Level I Training: All contractor employees, to include subcontractor employees, requiring access to Army installations, facilities, controlled access areas, or require network access, shall complete AT Level I awareness training within 30 calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever is applicable. Upon request, the contractor shall submit certificates of completion for each affected contractor employee and subcontractor employee, to the COR or to the contracting officer (if a COR is not assigned), within 5 calendar days after completion of training by all employees and subcontractor personnel. AT Level I awareness training is available at the following website:

1.6.7.2.2 Access and General Protection/Security Policy and Procedures: All contractor and all associated sub-contractors’ employees shall comply with applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative). The contractor shall also provide all information required for background checks to meet installation/facility access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office.
Contractor workforce must comply with all personal identity verification requirements (FAR clause 52.204-9, Personal Identity Verification of Contractor Personnel) as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any installation or facility change, the Government may require changes in contractor security matters or processes.
1.6.7.2.2.2 For Contractors who do not Require CAC, but Require Access to a DoD Facility or Installation: Contractor and all associated sub-contractors’ employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (Army Directive 2014-05/AR 190-13), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative, as NCIC and TSDB are available), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations. Attachment 2: WSMR Form 5000 and Form 102 must be completed and emailed to Melanie Ramirez (Melanie.M.Ramirez@usace.army.mil , Phones: 575-678- 5646 or 575-339-4097) by contractor prior to entering WSMR.
The Contractor shall follow all applicable WSMR Installation Regulations and Directives that pertain to; Safety, Security, Fire, Traffic and Personnel Clearances to accomplish Contract Work. The overwhelming priority of WSMR is military testing and evaluation.
It is possible, and likely, that this project will be temporarily ceased to allow scheduled testing and evaluation events in the vicinity of the project. These alterations to the construction schedule may occur with any amount of advance notice. The Contractor shall provide advance notice to the Contracting Officer of a project near completion so that coordination can be made with the highly variable military testing and evaluation schedule to determine the accessibility of the next scheduled location. This will become increasingly critical as usage of the testing and evaluation areas escalates.
1.6.7.2.4 Suspicious Activity Reporting Training (e.g. iWATCH, CorpsWatch, or See Something, Say Something) The contractor and all associated sub-contractors shall receive a brief/training (provided by the RA) on the local suspicious activity reporting program. This locally developed training will be used to inform employees of the types of behavior to watch for and instruct employees to report suspicious activity to the project manager, security representative or law enforcement entity. This training shall be completed within 30 calendar days of contract award and within 30 calendar days of new employees commencing performance with the results reported to the COR NLT 5 calendar days after the completion of the training.
1.6.7.2.7 For Contracts that Require OPSEC Training: All new contractor employees will complete Level I OPSEC Training within 30 calendar days of their reporting for duty.
Additionally, all contractor employees must complete annual OPSEC awareness training. The contractor shall submit certificates of completion for each affected contractor and subcontractor employee, to the COR or to the contracting officer (if a COR is not assigned), within 5 calendar days after completion of training. OPSEC awareness training is available at the following websites:` https://www.iad.gov/ioss/ or http://www.cdse.edu/catalog/operations-security.html; or it can be provided by the RA OPSEC Officer in presentation form which will be documented via memorandum.
1.6.7.2.15 Pre-screen Candidates Using E-Verify Program: The Contractor must pre-screen Candidates using the E-verify Program (http://www.uscis.gov/e-verify) website to meet the established employment eligibility requirements. The Vendor must ensure that the Candidate has two valid forms of Government issued identification prior to enrollment to ensure the correct information is entered into the E-verify system. An initial list of verified/eligible Candidates must be provided to the COR no later than 3 business days after the initial contract award. *When contracts are with individuals, the individuals will be required to complete a Form I-9, Employment Eligibility Verification, with the designated Government representative. This Form will be provided to the Contracting Officer and shall become part of the official contract file.
1.6.7.2.17 Threat Awareness Reporting Program: All new contractor employees will complete annual Threat Awareness and Reporting Program (TARP) Training provided by a Counterintelligence Agent, IAW AR 381-12. The contractor shall submit certificates of completion for each affected contractor and subcontractor employee(s) or a memorandum for the record, to the COR or to the contracting officer (if a COR is not assigned), within 5 calendar days after completion of training. 1.6.8 Special Qualifications:
1.6.9 Post Award Conference/Periodic Progress Meetings: The contractor agrees to attend any post award conference convened by the contracting activity or contract administration office in accordance with Federal
Acquisition Regulation Subpart 42.5. The Contracting Officer, Contracting Officer’s Representative (COR), and other Government personnel, as appropriate, may meet periodically with the contractor to review the contractor's performance. At these meetings the Contracting officer will apprise the contractor of how the Government views the contractor's performance and the contractor will apprise the Government of problems, if any, being experienced.
Appropriate action shall be taken to resolve outstanding issues. These meetings shall be at no additional cost to the Government.
1.6.10 Contracting Officer’s Representative (COR): The COR is Michael Mills (505) 342-3157;
michael.a.mills@usace.army.mil. The COR monitors all technical aspects of the contract and assists in contract administration. The COR is authorized to perform the following functions: assure that the contractor performs the technical requirements of the contract: perform inspections necessary in connection with contract performance;
maintain written and oral communications with the contractor concerning technical aspects of the contract; issue written interpretations of technical requirements, including Government drawings, designs, specifications; monitor contractor's performance and notifies both the Contracting Officer and contractor of any deficiencies; coordinate availability of Government furnished property, and provide site entry of contractor personnel. A letter of designation issued to the COR, a copy of which is sent to the contractor, states the responsibilities and limitations of the COR, especially with regard to changes in cost or price, estimates or changes in delivery dates. The COR is not authorized to change any of the terms and conditions of the resulting contract.

The USACE Technical POC is the Government’s representative responsible for the oversight of the project.
Question regarding technical issues under this contract should be directed to these individuals. The USACE Technical POC does not have the authority to change the terms or conditions of this contract, including time or cost.
1.6.12 Contract Manager and Alternate: The contractor shall provide a Contract Manager who shall be responsible for the performance of the work. The name of this person and an alternate who shall act for the contractor when the manager is absent shall be designated in writing to the Contracting Officer. The Contract Manager or alternate shall have full authority to act for the contractor on all contract matters relating to daily operation of this contract. The Contract Manager or alternate shall be available between 7:00 a.m. to 4:00p.m, Monday thru Friday except Federal holidays or when the Government facility is closed for administrative reasons.
1.6.13 Identification of Contractor Employees: All contract personnel attending meetings, answering Government telephones, and working in other situations where their contractor status is not obvious to third parties are required to identify themselves as such to avoid creating an impression in the minds of members of the public that they are Government officials. They must also ensure that all documents or reports produced by contractors are suitably marked as contractor products or that contractor participation is appropriately disclosed.
1.6.14 Data Rights: The Government has unlimited rights to all documents/material produced under this contract. All documents and materials, to include the source codes of any software, produced under this contract shall be the property of the Government with all rights and privileges of ownership/copyright belonging exclusively to the Government. These documents and materials may not be used or sold by the contractor without written permission from the Contracting Officer. All materials supplied to the Government shall be the sole property of the Government and may not be used for any other purpose. This right does not abrogate any other Government rights.
1.6.15 Organizational Conflict of Interest: Contractor and subcontractor personnel performing work under this contract may receive, have access to or participate in the development of proprietary or source selection information (e.g., cost or pricing information, budget information or analyses, specifications or work statements, etc.) or perform evaluation services which may create a current or subsequent Organizational Conflict of Interests (OCI) as defined in FAR Subpart 9.5. The contractor shall notify the Contracting Officer immediately whenever it becomes aware that such access or participation may result in any actual or potential OCI and shall promptly submit a plan to the Contracting Officer to avoid or mitigate any such OCI. The contractor’s mitigation plan will be determined to be acceptable solely at the discretion of the Contracting Officer and in the event the Contracting Officer unilaterally determines that any such OCI cannot be satisfactorily avoided or mitigated, the Contracting Officer may effect other remedies as he or she deems necessary, including prohibiting the contractor from participation in subsequent contracted requirements which may be affected by the OCI.

1.6.16.1 U.S. Army Corps of Engineers’ Safety and Health Requirements Manual, EM 385-1-1 and OSHA Requirements: The contractor will be required to comply with all pertinent provisions of the latest version of the U.S. Army Corps of Engineers Safety and Health Requirements Manual, EM 385-1-1 in effect on the date of the contract award. EM 385-1-1 and its changes are available at http://www.publications.usace.army.mil/USACE-publications/Engineer-Manuals/ . The Contractor must also comply with Occupational Safety and Health Act (OSHA) standards. OSHA standards are subject to change. It is the Contractor's responsibility to maintain familiarity with current OSHA standards.
1.6.16.2 Zero Accident Goal: The Albuquerque District, in its continual pursuit of excellence in safety has established a goal of zero accidents. To attain this goal, it will be necessary for contractor management to set the expectation that worker injury is unacceptable and to create a culture where employees at all levels accept ownership of their safety performance.
1.6.16.3 Contractor Accident Prevention Plan: Contractor shall develop a contract- or site- specific Accident Prevention Plan (APP) to address the specific work, work processes, equipment to be used, and hazards pertaining to the contract. The APP shall contain appropriate hazard-specific plans as needed for the work being performed. The APP should include precautions for COVID-19. The Contractor shall provide (1) Electronic in PDF Format and (1) Hard Copy 5-Days after award for Review and Acceptance by the COR.
1.6.16.3 Utility Clearances: The government will have a WSMR dig permit approved before drilling begins. The contractor shall keep an active New Mexico 811 ticket at all times during drilling and testing operations.
1.6.16.4 UXO Clearances: Boring locations, potholing locations, and field-testing locations will be cleared by WSMR Explosive Ordnance Disposal (EOD) prior to the contractor arriving at site.
PART 2
DEFINITIONS & ACRONYMS
2.0 Definitions and Acronyms:
2.1 Definitions:
2.1.1 Contractor: A supplier or vendor awarded a contract to provide specific supplies or service to the Government. The term used in this contract refers to the prime.
2.1.2 Contracting Officer (KO): A person with authority to enter into, administer, and or terminate contracts, and make related determinations and findings on behalf of the Government. Note: The only individual who can legally bind the Government.
2.1.3 Contracting Officer’s Representative (COR): An employee of the U.S. Government appointed by the Contracting Officer to administer the contract. Such appointment shall be in writing and shall state the scope of authority and limitations. This individual has authority to provide technical direction to the contractor as long as that direction is within the scope of the contract, does not constitute a change, and has no funding implications. This individual does NOT have authority to change the terms and conditions of the contract.
2.1.4 Defective Service: A service output that does not meet the standard of performance associated with the Performance Work Statement.
2.1.5 Deliverable: Anything that can be physically delivered but may include non-manufactured things such as meeting minutes or reports.
2.1.6 Key Personnel: Contractor personnel that are evaluated in a source selection process and that may be required to be used in the performance of a contract by the Key Personnel listed in the PWS. When key personnel are used as an evaluation factor in best value procurement, an offer can be rejected if it does not have a firm commitment from the persons that are listed in the proposal.
2.1.7 Physical Security: Actions that prevent the loss or damage of Government property.
2.1.8 Quality Assurance (QA): The Government procedures to verify that services being performed by the contractor are performed according to acceptable standards.
2.1.9 Quality Assurance Surveillance Plan (QASP): An organized written document specifying the surveillance methodology to be used for surveillance of contractor performance.
2.1.10 Quality Control (QC): All necessary measures taken by the contractor to assure that the quality of an end product or service shall meet contract requirements.
2.1.11 Subcontractor: One that enters into a contract with a prime contractor. The Government does not have privity of contract with the subcontractor.
2.1.12 Work Day: The number of hours per day the contractor provides services in accordance with the contract.
2.1.13 Work Week: Monday through Friday, unless specified otherwise.

PART 3
GOVERNMENT FURNISHED PROPERTY, EQUIPMENT, AND SERVICES
3.0 Government Furnished Items and Services:
3.1 Services: The Government Representative will provide access to the site, provide maps, and ground marking of the location for the subsurface investigation, surveying of excavated utility lines and field logging and identification of select samples for lab testing to ensure compliance with this PWS. The Government will not provide any materials or equipment for any activities described in this PWS.
WSMR can provide access to water for the hydro-excavator at the water truck fill station on the south end of the installation on Headquarters Road. The water is available at a rate of $7.97758/kgal. Contractor is to verify the size of the water tank and will be charged appropriately for each fill of the tank. Attachment 6 must be filled out and coordinated with WSMR DPW. A location of the water truck fill station can be found in Attachment 1.

PART 4
CONTRACTOR FURNISHED ITEMS AND SERVICES
4.0 Contractor Furnished Items and Responsibilities:
4.1 General: The contractor shall furnish all personnel, power, supplies, equipment, facilities and services required to perform work under this contract that are not listed under Section 3 of this PWS. The Contractor shall obtain required excavation permit from White Sands Missile Range as described in Section 5.2 and shall attain and keep an active New Mexico 811 ticket at all times during drilling.
4.2 Materials: Contractor shall furnish all materials required to perform work under this contract including all materials to collect and transport samples to appropriate laboratories. The following materials necessary for sample collection and turnover to the government shall be provided:
1. 8 Bulk Soil Sample Buckets with gasket lids capable of retaining up to 50lbs of soil material for sample collection. Bulk samples will be collected from cuttings representing the upper 5-feet of soil.
2. Plastic sample bags (gallon-sized), or other containers that will ensure soil moisture, for SPT sample collection.
3. All other miscellaneous materials necessary for obtaining split spoon samples including pipe wrenches and split spoon sampler lubricant for the sample logger to aid in opening frozen split spoon samples. These items will be returned to the contractor upon completion of work.
4. All other miscellaneous items necessary to properly collect, seal, label, and transport samples to appropriate laboratories and/or offices.
5. Any materials required to take up to 15 ring samples in accordance with ASTM D3550 including, but not limited to, brass rings and ring sample containers.
4.3 Equipment: The contractor shall supply all equipment necessary to perform the contract requirements described in this PWS. The drilling rig shall be capable of up to 13,000 foot-pounds of torque (CME-75 or equivalent). Drilling shall be by hollow stem auger methods, with a hollow stem inside diameter (I.D.) of no less than 3 inches. Contractor’s auger drill equipment furnished to the job site shall be capable of drilling through soils;
rock is not expected to be encountered. The drilling contractor shall have a sufficient supply of drill casing at the work site to drill to a maximum depth as specified in this PWS.
Equipment to be furnished by the drilling Contractor for split barrel drive sampling (SPT) shall include a minimum of two standard 1-3/8 inch I.D. (2-inch Outside Diameter (O.D.)) by 24-inch long split barrel drive samplers, ring samplers, and all supplies and accessories to accomplish the drive sampling as directed. The drive shoes for the split barrel samplers shall be of hardened steel and shall be replaced or repaired when it becomes dented or distorted.
Baskets/Sand Catchers shall be used in the spoons where necessary and replaced as needed. Material shall either be prevented from feeding into the augers, such as with a center auger bit, or the boring shall be cleaned of all cuttings and slough material before drive sampling. The sample barrels shall be driven by a 140-pound automatic drive hammer free falling 30 inches. Catheads are not to be used for driving samples without government approval and without a submitted hammer calibration less than one year old and specific to the on-site operator. All drilling and SPT sampling shall be in accordance with ASTM D 1586.
The Contractor shall supply all equipment necessary to perform the vacuum or hydro-excavation described in section 5 of this PWS. Vacuum or hydro-excavator shall be capable of removing soil materials without damaging the existing utilities. Excavator shall be capable of using vacuum and hydro-excavation to a depth of 10 feet.
4.4 Coordination: The Contractor shall be responsible for coordination of work activities through the COR to ensure that a Government Representative will meet the Contractors personnel in a designated location such that the Government Representative can ensure access to the site and quality assurance of the contractors drilling activities
4.5 Government Safety Requirements: The contractor shall submit their written Accident Prevention Program to the Contracting Officer for evaluation and acceptance. The plan must be submitted and approved before any on-site work begins.
PART 5
SPECIFIC TASKS
5.0 Specific Tasks:
5.1 Work Plan and Health and Safety Plan: A Work Plan shall be submitted no later than 5 days from award of contract and shall be approved by the COR prior to the start of work. The work plan shall at a minimum include the following:
1. Sample Lab Data Sheets
2. ASTM D 5255 Certificates for Personnel Performing Laboratory Work

4. Schedule of activities
5. Proposed equipment, drilling and sampling procedures, backfilling procedures, etc.
Health and Safety Plan in accordance with EM 3851-1 and 29 CFR 1926.
5.2 Investigation Requirements:
5.2.1 General Requirements: All work, including submission of all lab data, shall be completed within 90 calendar days after Contract Award. The Government Representative (GR) will be responsible for locating each investigation location. Digging permits will be obtained by the government before start of investigation operations.
The contractor shall obtain and keep an active New Mexico 811 ticket for the duration of investigation, per the New Mexico Excavation Law.
All holes shall be backfilled with drill cuttings. All work under this PWS shall be performed in an environmentally acceptable manner conforming to existing Federal, State, and Local regulations. All drillers shall be licensed in the state of New Mexico.
5.2.2 Site Access: Reference section 1.6.7.2.2 of this PWS.
5.2.3 Drilling and Geotechnical Sampling: A total of 9 boreholes; 5 at the Launcher Maintenance Missile Assembly Support Facility site, 4 in the surrounding area, not to exceed 265 linear feet total shall be auger drilled and drive sampled (SPT) utilizing a 1-3/8 inch I.D. (2-inch Outside Diameter (O.D.)) by 24-inch long split spoon barrel drive sampler. SPT samples shall be collected every 2.5 feet starting at the ground surface for the first ten feet and every five feet after. Ring samplers will also be required and chosen by the government. The government will be responsible for collecting and labeling soil samples from the spoon and handing them over to the contractor for laboratory analysis. Samples designated for collapse testing (ASTM D4546) shall be sampled in accordance with
ASTM D3550.
See the borehole schedule in the table below for locations and depths of borehole and attached borehole maps at the end of this PWS. It is recognized that prior to or as the investigation is conducted, it may be necessary to modify the plan in order to fully investigate the characteristics of the subsurface encountered. The contractor shall not hold the government liable for changes in locations and borehole depths so long as the total linear feet of drilling remains as stated in this PWS. Boreholes that encounter refusal prior to their final depth shall be offset, re-drilled, and re-sampled at the discretion of the USACE field representative.

No more than 65 SPT samples total will be collected; 65 of which will undergo Geotechnical Laboratory Testing from a validated laboratory. A total of 4 bulk samples (eight 5-gallon buckets) will be collected from cuttings as determined by the USACE field personnel during drilling operations and undergo modified proctor and California bearing ratio testing. A total of 5 SPT samples will undergo corrosion testing in the laboratory.
5.2.4 Laboratory Geotechnical Testing: The geotechnical testing laboratory shall comply with ASTM D 3740, Minimum Requirements for Agencies Engaged in Testing and Inspection of Soil and Rock as used in Engineering Design and Construction. All laboratory testing shall be performed at a U.S. Army Corps of Engineers (USACE) certified laboratory. A list of validated laboratories can be found at the following link:

The laboratory shall comply with ASTM-D-5255, Certification of Personnel Engaged in the Testing of Soil and Rock.
No more than 65 SPT samples collected shall be tested in accordance with the following:
Moisture Content (ASTM D 2216) – 35 tests Particle Size Analysis (ASTM C 136, No Hydrometer) – 35 tests Atterberg Limits (ASTM D 4318) – 35 tests USCS Classification (ASTM D 2487) – 35 samples
5.2.4.1. Four (4) samples will be tested for Modified Proctor (ASTM D1557) and CBR (ASTM D1883)
CBR Testing: A total of 4 Bulk Sample shall be tested. Each Bulk Sample shall be tested for grain size (ASTM C136 no hydrometer), liquid limit (ASTM D 4318), plastic limit (ASTM D 4318), and classification (ASTM D 2487). Bulk Samples shall also be tested in accordance with ASTM standards for determination of California Bearing Ratio (ASTM D 1883). The CBR test shall be determined by the method of following the procedures of ASTM D 1557, Laboratory Compaction Characteristics of Soil Using Modified Effort, but by varying the blows per layer to produce densities above and below 100% maximum dry density as determined using ASTM D1557. The CBR value shall be determined by plotting three points of Dry Density (all at the same molded water content) versus Corrected CBR using 10, 25, and 56 blows for compaction of molded specimens at each of the three points. A best-fit line shall be plotted through these three points and used to determine the CBR value of the soil for the dry density equivalent to 95% maximum dry density as determined by ASTM D 1557. The bearing ratio reported for the soil is normally the one at 0.100 in. penetration. When the ratio at 0.200 in. penetration is greater, rerun the test.
5.2.4.2. For corrosive testing, 5 SPT samples will be determined by the government prior to testing. These five samples will undergo the following laboratory tests:
Chlorides (ASTM D4542 or EPA method 300.0) Sulfates (ASTM C1580 or EPA method 300.0) pH (ASTM G51 or EPA method 9040C) Resistivity (ASTM G187 samples to be tested in the laboratory or EPA method)
5.2.4.3. Of the 15 ring samples taken, only 3 samples will be tested for collapse potential (ASTM D4546 method A).
These samples will be collected in accordance with ASTM D3550. For the loading on these samples per method A, the lab will need to contact the government personnel listed in section 1.6.11 of this PWS. Up to 15 ring samples will be tested in accordance with ASTM D2937 to determine in-situ unit weight of soils. The government will determine which samples will be tested for in-situ unit weight and collapse potential.
5.2.4.4. All laboratory testing will be determined by the Government upon review of the field boring logs.
5.2.5 Potholing: A total of 11 utility potholes; 5 at the existing water line, 2 at a utility vault on the north side of the site, 1 at the existing communications conduit, and 3 at the copper communication line shall be excavated using a vacuum truck with hydro-excavation. The Contractor shall be responsible for excavating the top of the utility and backfilling the pothole. USACE field personnel shall survey the utility location after excavation and prior to backfill.

It is recognized that prior to or as the investigation is conducted, it may be necessary to modify the plan in order to identify the location of the utilities at the site. The contractor shall not hold the government liable for changes in locations of potholes so long as the total number of potholes remains as stated in this PWS.

5.2.5.1 Backfilling: Soil Borings shall be backfilled with uncontaminated displaced auger cuttings and/or soils, compacted and surface restored in-kind. Any work completed in existing pavement shall be backfilled with uncontaminated displaced auger cuttings and/or soils, compacted to 4” below the existing pavement surface, and restored in-kind with cold-patch asphalt mix. If groundwater is encountered, then backfill with tremie placed cement grout that complies with ASTM D 5299 and state of NM regulation 19.27.4 NMAC. Any remaining cementitious mixture shall be containerized and disposed of off-site. Remaining auger cuttings shall be thin spread throughout undeveloped portions of the project site. Utility potholes shall be backfilled with dry uncontaminated excavated soil, uncontaminated surrounding soil, or clean fill, compacted and surface restored in-kind, Any remaining excavated soil shall be thin spread throughout undeveloped portions of the project site.
5.2.6 Refraction MicroTremor (ReMi): Refraction Microtremor (geophone) testing shall be performed to a minimum depth of 100 ft beneath the proposed building footprint for seismic site class determination. A single geophone array shall be provided beneath the proposed building footprint and along the length of the footprint. A report shall be provided and signed by a Professional Engineer (P.E.) detailing:
the shear wave velocity profile for the upper 100 feet of the project Limitations of Refraction Microtremor techniques Assumptions made Field approach, including a description of the equipment and data acquisitions parameters used Location of geophone layout on a site map Results of field measurements Interpretation of results (e.g.: depth and location of any underground utilities, underground anomalies, or weak soil strata) Method of interpretation used Format of recording data (e.g.: notebook, hardcopy analog recorder, digital format, etc.)

5.2.7 Geophysical Survey by Electromagnetic Induction (EM) or Approved Equivalent: Electromagnetic Induction shall be performed in accordance with ASTM D6820. The purpose/goal of the EM testing is to locate any unknown and abandoned utilities and any old landfill/dumpsites throughout the site at approximately 5 feet to 10 feet deep as indicated in the attached investigation plan. Area to be surveyed is approximately 6.35 acres and a map is shown in Attachment 1. Regional and site geology are in Attachment 3. Alternative methods may be utilized if proposed by the contractor and approved by the government. The contractor shall propose any equivalent prior to contract award. Boundaries of the EM survey shall generally comply with the limits indicated in the provided Investigation Plan.
5.2.8 Reporting:
The contractor shall provide a detailed investigation results report detailing the methods, findings, and any issues encountered. Results of the laboratory tests shall be in accordance with their respective ASTM standards.
The final report deliverables shall be provided electronically to the USACE technical POCs and contracting officer.
Deliverables shall be in pdf format. Excel compatible data may be requested as applicable.
5.3 MEASUREMENT AND PAYMENT
5.3.1 General
The contract price for each item shall constitute full compensation for furnishing all plant, labor, materials, incidentals, and performing all operations necessary to complete the items in accordance with the specifications.
Payment for each item shall not be considered as full compensation, notwithstanding that minor features may not be specifically mentioned herein. Materials and work paid for under one item will not be paid for under any other item.
The Contractor shall not be compensated for loss of time or equipment due to breakdown of equipment, lack of proper equipment as determined by the Government Representative, labor shortages or disputes, delay in obtaining materials, or for any other reason not directly the fault of the Government. Items for which no separate payment is provided shall be considered as incidental to the performance of the work for which it is mentioned.
