However, any Contracting Officer assigned to the Albuquerque District, contracting within his or her authority, may take formal action on this contract when a contract action needs to be taken and the primary Contracting Officer is unavailable.

Statement of Requirements (SOR)
AB Habitat Rocks
1.0 General: The US Army Corps of Engineers, Albuquerque District is in need of (145) large rocks meeting the requirements listed below, to be used in the construction of aquatic habitat structures. Please note the delivery location below is in Abiquiu, New Mexico/Abiquiu Lake Project.
1.1 Description of Requirements: The supplied rocks must meet the following minimum requirements described in the Specifications and Deliverables section below.
Large Rocks for this project must be blocky in shape, not round, with at least two parallel sides. The project requires large rocks with a nominal size of 3 - 5 ft. and the typical weight per rock is 2-5 tons. Typical dimensions for the boulders are shown in the illustration below, with the "Long Axis" dimension ranging from 4 - 6 ft, the "Intermediate Axis" ranging from 3 - 5 ft, and the "Short Axis" ranging from 2 - 3 ft. The rock material must have a minimum specific gravity of 2.60. The rock material must be sufficiently durable to withstand freeze-thaw cycles, and must demonstrate conformance with the NMDOT spec for riprap hardness. Final approval of all boulders shall be made prior to any rocks being furnished to the project site. (See appendix A)
The Contractor is advised that small and/or awkwardly shaped rocks will make the construction of rock habitat structures much more difficult than large blocky rocks would. Careful selection of the large rocks at the supply pit will be an important step to ensure a timely and efficient process of constructing the fish habitat structures.
Deliverables:
Photographs of the rocks to be supplied shall be included with submittal.
Rocks will be dumped and stockpiled at the location specified in section 1.2 The contractor shall haul rocks using street-legal trucks operating within legal weight limits.
