1. GENERAL

1.1. SCOPE OF WORK (SOW) The contractor will provide a crew of no less than six (6) individuals and a supervisor trained in sustainable trail building techniques International Mountain Bike Association (IMBA) sustainable trail building techniques. The work to be performed consists of making modifications, repairs and improvements to the Abiquiu lake vista trail and install trail marker posts as described in this SOW. The contractor shall furnish all necessary labor, equipment, tools, transportation, and supplies, unless specifically mentioned, to complete the project in accordance with the specifications, drawings, and provisions of this contract.

All work shall be performed to the satisfaction of the Contracting Officer or the Government’s Authorized Representative Christina Serrano 505-685-4371.

1.2. LOCATION AND DESCRIPTION. The work is located on U.S. Army Corps of Engineers (USACE), Abiquiu Lake Project lands, in Rio Arriba County, New Mexico, Abiquiu Lake Vista Trail System as shown on the attached maps.

1.2.1. Project Location: Work will be conducted at numerous locations on the Abiquiu Lake Vista Trail located on Abiquiu Dam Project lands. (See attached map)

1.2.2. Access. All project sites are located within a half mile of a trail head. All trail heads can be accessed with two wheel drive vehicles.

1.2.3. Identification of Project Areas. Approximate locations are indicated on attached map. Points A and B indicate locations of elevation gain features to be constructed, sites will be marked at top and bottom with orange flagging. Yellow lines indicate areas to be rock armored using small rock aggregate, areas will be marked with pin flags. Points C, D, and E indicate location of exceedingly sharp turns to be redesigned, sites will be marked with red flagging. Trail marking posts will be installed at all trail junctions (approximately 20) exact location and direction of placement will be marked with stakes.

1.2.4. Start and Progress of Work. Work shall be performed between June 1, 2017 and August 30, 2017. Once work has started it will be continued in an uninterrupted manner until the work is complete. This work shall be completed NTL 45 days from start date.

1.2.5. Hours of Work. Hours of work shall be from 8 A.M. to 5 P.M., Monday through Thursday. Prior arrangements may be made with the Government POC to allow for working alternate days and times.

1.2.6. Type of Contract: The Government will award a Firm Fixed-Price, Construction Contract.

2. SPECIFICATIONS.

2.1. Trail Construction Standards. The International Mountain Bike Association (IMBA) Sustainable Trail Standards are to be used in the construction and maintenance of the trail.

Because of the inherent nature of trails and the objective, over-constructing the trail should be avoided. The Contractor shall refrain from defacing any trees, trail building equipment, or similar equipment. Only non-mechanized equipment is permitted on the project.

2.1.1. Construction of elevation gain features.

(a) This portion of the work will consist of constructing two elevation gain features or ramps individually designed collaboratively with contractor and technical point of contact from USACE.

(b) Design will utilize available local resources, primarily rock, gravel, and soil.

In the event that additional materials are needed they will be provided by

USACE.

(c) Elevation features will be built to IMBA standards, and of substantial and durable construction.

(d) Both work areas will only be accessible by foot.

(e) A, B, on the map. Site A map will consist of an approximately 3ft elevation gain feature. All existing flag stone will need to be removed and replace with 1-2 large rocks positioned as to result in roughly a 10 degree slope.

(f) Site B on map is a section of trail that rises approximately 10’ in 20’. The area has been severely impacted by erosion. An elevation gain feature will be constructed that corrects erosion issues and maintains continuity of trail. Two possible options have been developed: one consisting two crib wall ramps connected by a landing, and the other consisting of bench cut into uphill slope leading to a crib wall landing that crosses the existing trail surface.

2.1.2. Small aggregate rock armoring.

(a) This portion of the work will consist of transporting small aggregate rock and water (provided by USACE) to designated areas of the trail, placing rock material and water on the trail tred surface and compacting to a finished state with hand tools.

(b) Amount of rock martial and water will vary depending on conditions. On average one (1) 5-gallon bucket of gravel and two (2) gallons of water per three (3) liner feet of trail. Sufficient material will be applied to create a firm durable trail surface to the extent that USACE technical POC requires.

(c) Great care will be taken not create trail slope that will result in negative hydraulic conditions, such as back sloping or diminished drainage features.

(d) All work areas are only accessible by foot and will require transporting large amounts of gravel up to half of a mile from the trail head.

(e) Work areas are indicated in yellow on the map.

2.1.3. Installation of trail marker posts:

(a) This portion of work will consist of installing 4” x 4” posts (provided by USACE) at all trail junctions (not to exceed 25) (25 in total).

(b) Posts will be 4’ long and buried as close to 1’6” as conditions will allow with soil around the posts compacted firmly. When conditions will not allow for placement of post in this manner an alternative will be developed by technical point of contact.

(c) Exact location of marker posts will be marked by wooden stakes placed in the ground.

2.1.4. Reroute / redesign three exceedingly sharp turns:

(a) This portion of work will consist of modifying existing turns resulting in less dramatic angles. Each area will be individually designed collaboratively with contractor and technical point of contact from USACE.

(b) Existing turns primarily consist of rolling crown crib wall construction.

Modification will consist of partially disassembling existing feature and reconstructing it at a wider angle.

(c) C, D, E on map. Site C on map will consist of widening existing 9’ sloped trail junction to 12’ and creating a flat (5 degree slope), rock armored junction.

Additional width will be gained on uphill slope.

(d) Site D on map will consist of widening existing rolling crown crib wall by approximately 3’ on the uphill slope, leveling and rock armoring entire climbing turn surface.

(e) Site E on map will consist of widening existing climbing turn by approximately 3’ on the uphill slope, leveling and rock armoring entire climbing turn surface. Approximately 1’ of material may need to be removed from inside bend may need to be removed from inside bend if desired results are not meet be widening uphill slope. This area has significant bed rock limiting design options.

Site F on map will consist of removing all loose flag stone and replacing with small aggregate rock armoring, widening existing climbing turn to approximately 8’ and leveling and rock armoring landing surface.

2.1.5. Close and rehabilitate unauthorized trails

(a) This portion of work will consist of closing unauthorized trails utilizing vertical mulch and erosion control techniques.

(b) This work will occur when unauthorized trails are identified during the course of other work.

(c) Two know existing unauthorized trails are indicated in red on the map.
