JUSTIFICATION AND APPROVAL
FOR OTHER THAN FULL AND OPEN COMPETITION
1. CONTRACTING AGENCY:
Department of the Army Albuquerque District, Corps of Engineers 4101 Jefferson Plaza, NE Albuquerque, NM 87109-3435
2. DESCRIPTION OF ACTION:
This action is to acquire from Underground Solutions Inc. (UGSI) fusible polyvinylchloride (PVC) pipe for the construction of a water line underneath the overrun portion of the runway at Holloman Air Force Base associated with the “Construct Hazardous Cargo Pad and Access Taxiway” project. The project includes construction of a water line which will provide fire protection for the cargo pad.
3. DESCRIPTION OF SUPPLIES/SERVICES OR NATURE OF CONSTRUCTION:
The construction of the Hazardous Cargo Pad and Access Taxiway includes a 790-ft reach of a larger, 5205-ft long water line that must be installed by horizontal directional drilling (HDD) beneath the overrun area of an active Air Force runway. This method allows the airfield to remain active during installation of the pipe as all work takes place beneath the ground surface. The Air Force indicated during project design that closing the runway to construct a crossing water line would not be acceptable. Fusible PVC pipe is required for installation of the 790-ft reach. Estimated cost of the product per the supplier, excluding installation costs, is approximately $11,000.
4. AUTHORITY CITED:
In accordance with Statutory Authority 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements.
5. REASON FOR AUTHORITY CITED:
(1) Background: A bidder inquiry regarding the Cargo Pad and Access Taxiway Scope of Work (SOW) indicated that the SOW did not adequately describe the water line pipe to be installed by Horizontal Directional Drilling (HDD). Upon researching pipe products suitable for installation by HDD, and underneath a paved airfield, fusible PVC pipe has been determined to be the best choice for this particular installation. Research also indicated that this type of pipe is manufactured and supplied by one supplier, Underground Solutions Inc.
(2) Justification: Construction beneath an active runway imposes several design restrictions. An active runway will require horizontal directional drilling as a method of placing pipe. The pipe to be used should not have joints. Joints will increase the possibility of voids after construction is complete, which could allow settlement of cover over the pipe and possible airfield paving failure.
Fusible pipe removes the use of joints during HDD installation and reduces potential problems associated with High Density Polyethylene Pipe (HDPE), such as excessive flexing and soil settlement under the overrun. PVC pipe is a stronger, stiffer, thinner walled pipe than HDPE pipe of the same nominal size. The greater flexible nature of HDPE introduces greater risks of settlement under an airfield pavement structure. Fusible PVC pipe has a smaller outer diameter than HDPE pipe of equal carrying capacity, which will reduce the risk of uplift during the HDD installation process. Fusible PVC pipe allows for a more secure and active runway during construction.
(3) Impact: Maintaining an active runway is the most important restriction imposed by the design of this project. The reduction of risks during construction on an active runway is a critical factor in the selection of fusible PVC.
6. EFFORTS TO OBTAIN COMPETITION:
The availability of suitable pipe products for the application required was researched online and through inquiries to suppliers. Research indicates there is only one supplier of the type of pipe required.
7. ACTIONS TO INCREASE COMPETITION:
Competition exists for HDPE as a pressure vessel for water conveyance in other features of construction not involving an active runway. The pipe required for this particular project is currently manufactured for only one supplier, Underground Solutions Inc.
8. MARKET RESEARCH:
The availability of suitable pipe products for the application required was researched online and through inquiries to suppliers. Research indicates there is only one supplier of the type of pipe required.
