Questions & Answers Sources Sought – Integrated Design and Construction (IDaC) Net-Zero Barracks

1. In the sources sought notice, experience is requested to be within the past 6 years. Would USACE consider expanding this to 10 years? Our firm is currently performing a $80+M Barracks complex and are excited for this opportunity but opening up the experience to 10 years would really allow our firm to utilize large barrack experience which is comparable to the UPF planned barracks.

ANSWER 1: In order to determine current capability, it is important to evaluate projects that are recent; therefor, the 6-year requirement will remain as stated in the notice.

2. Can we expand the past performance project relevance time to 12 years in lieu of 6 years?

ANSWER 2: In order to determine current capability, it is important to evaluate projects that are recent; therefor, the 6-year requirement will remain as stated in the notice.

3. You are asking for us to identify our key subcontractors including their experience and qualifications. Are you asking for any key subcontractors we would use on this new pursuit or should we list the key subcontractors on the projects we are showing for past performance?

ANSWER 3: Please provide information pertaining to subcontractors utilized on the relevant projects submitted for past projects.

4. Under the qualifications paragraph, you are asking for us to “Describe the teaming relationship and contract structure between the Construction Contractor, the Owner and the Designer of Record, and how the Construction Contractor improved the quality of the final design.” You are looking for a description for each of the past performance jobs we are providing in the SS response correct?

ANSWER 4: Yes, that is correct.
